About measures for prevention of sale in the markets of low-quality food products
For the purpose of ensuring consumer protection, the prevention of the cases of sale which are not certified with the expired storage duration, unusable food, prevention of danger of harming health of the population, and also acceptance of additional measures to restore order in the organization of trade in food products the Cabinet of Ministers decides:
1. Determine that since September 10, 1998 retail trade by flour, sugar, oil animal, margarine, powdered milk, baby food, tea, macaroni and confectionery, canned, fish and fruit and vegetable meat, cheese, sausages, soft drinks is performed by physical persons and legal entities, irrespective of patterns of ownership, only through the stationary trade enterprises equipped with the necessary equipment in case of obligatory observance of the rules of trade providing availability of certificates of conformity and quality, date of production and expiration dates, price labels, sanitary storage conditions and sales of goods, others, the requirements established by the current legislation.
At the same time realization to the population of vegetable oil, alcoholic and tobacco products is made by exclusively retail trade organizations in the form of the legal entity through the stationary outlets equipped with control cash registers and settlement terminals on payment acceptance from bank plastic cards.
2. Confer responsibility for ensuring accomplishment of Item 1 of this resolution on the State Tax Committee and the Ministry of Internal Affairs of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, cities and areas. To report on execution of Item 1 of this resolution by November 1, 1998.
In case of non-compliance with the conditions specified in Item 1 of this resolution and also in case of sales of goods with trade abuse of regulations trade in these goods stops, measures of the strict administrative responsibility according to the current legislation are applied to his sellers, up to withdrawal of goods with subsequent its confiscation in the procedure established by the legislation.
3. Declare invalid Item 1 of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 29, 1997 N 373 "About additional measures for streamlining of sale of separate types of food products".
4. To impose control over the implementation of this resolution on the deputy prime minister Usmanov M. Z., Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and Tashkent.
