About enhancement of system of financing of treatment and prevention facilities

For the purpose of strengthening of material and technical resources of medical institutions, more rational use of the budgetary funds allocated for financing of health care, enhancement of medical attendance of the citizens who are on hospitalization, the Cabinet of Ministers of the Republic of Uzbekistan decides:

1. Introduce since January 1, 1998 payment for food (except breakfasts) for the contingent which is on treatment in stationary treatment and prevention facilities, having exempted from it persons suffering from separate types of diseases according to appendices No. 1 and No. 2.

2. Determine that payment for food in stationary treatment and prevention facilities is performed at the expense of personal means of citizens, means of the companies, the organizations, charity foundations and other sponsors.

Permit heads of the companies, organizations and organizations, irrespective of patterns of ownership, in coordination with labor collectives to make payment of expenses for food in hospitals by the profit remaining at their order (economy on cost budget of budgetary institutions).

3. Approve the Temporary procedure for the organization and payment for food in stationary treatment and prevention facilities according to appendix No. 3.

4. To the Ministry of Health of the Republic of Uzbekistan jointly:

with the interested ministries, departments and khokimiyats of areas, cities and areas to organize high-quality clinical nutrition for the citizens who are on treatment in hospitals on the basis of effective use of the available base of catering departments of hospitals. In need of monthly term to provide the conclusion of contracts between treatment and prevention facilities and specialized enterprises on catering services of patients in hospitals according to appointments of doctors, sanitary standards and determination of responsibility of the parties for quality of preparation of clinical nutrition;

to annually inform the Cabinet of Ministers on target use of the specified means.

6. To the Ministry of Finance and the Ministry of Health of the Republic of Uzbekistan to develop and approve in a month:

the procedure for acceptance and control of receipt and collection of the cash revenue arriving in cash desk of medical institutions as payment for food approved with the Central bank;

procedure for release, accounting and control of the coupons issued to patients of stationary treatment and prevention facilities in confirmation of their right to food.

7. To the Ministry of Finance of the Republic of Uzbekistan:

in two weeks to make offers on increase in the standard rate of own current assets for the Ministry of Health in connection with implementation of new procedure for the organization and payment for food in stationary treatment and prevention facilities;

for the purpose of timely purchase of necessary food by stationary treatment and prevention facilities to provide annual providing these organizations with necessary current assets proceeding from the established standard rates.

8. Keep behind medical institutions, irrespective of payment system for the food, sources of providing with food provided for organizations of the state supply.

To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent to render assistance to stationary treatment and prevention facilities in catering services of the served contingents.

9. To the Ministry of Health of the Republic of Uzbekistan:

till January 1, 1998 to make in the Cabinet of Ministers offers on streamlining of network of dispensaries and rural local hospitals due to reorganization and liquidation of low-power organizations of this type;

together with the Ministry of Finance, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent to perform change of priorities of financing from the stationary help on out-patient and polyclinic;

take measures for development of hospitals of sisterly leaving and hospitals at home under out-patient and polyclinic medical institutions.

10. Consider the most important task of the Ministry of Health of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, cities and areas further enhancement of medical attendance of the population and implementation in practice of system of paid medical services, at the same time having adequate improvement of quality of medical attendance, expansion of types and forms of the rendered medical services in type.

To the Ministry of Health, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent in two-month time to make in the Cabinet of Ministers offers on change of pattern of ownership dental, physiotherapeutic (recovery treatment and rehabilitation), medical and sports medical institutions, and also the independent diagnostic centers.

11. Consider No. 15 which voided Item 2 of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of January 8, 1993 "About additional measures for provision of medicines of the population".

12. To impose control over the implementation of this resolution on Deputy prime ministers of Azizkhodzhayev A. A. and Hamidova B. S.
