Chapter 1. General provisions

1. 2. Local executive bodies of areas, cities of republican value, capital:

1) will organize public health care from diseases, general for animals and the person, together with authorized state body in the field of health care;

3) make decisions on establishment or removals of quarantine or restrictive actions for representation of the chief state veterinary health inspector of the corresponding territory;

5) will organize holding actions for identification of farm animals.

3. The physical persons and heads of legal entities performing content, cultivation, use, production, procurement (slaughter), storage, conversion, transportation (movement), realization of the moved (transported) objects, for the purpose of health protection from diseases, general for the person and animals, observe the following requirements:

1) is performed by veterinary and administrative actions with observance of the Veterinary (veterinary and sanitary) rules approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of June 29, 2015 No. 7-1/587 (it is registered in the Register of state registration of regulatory legal acts No. 11940) (further – Veterinary (veterinary and sanitary) rules), the providing preventions of diseases of animals and safety of the moved (transported) objects;

2) is performed by content, cultivation and use of animals, including animals in zoos, circuses, on apiaries, in aquariums, according to Veterinary (veterinary and sanitary) rules and veterinary standard rates;

3) contain the territory, livestock rooms, and also constructions for storage and conversion of forages, products and raw materials of animal origin according to Veterinary (veterinary and sanitary) rules and veterinary standard rates, without polluting the environment;

4) is observed by veterinary (veterinary and sanitary) requirements to the objects of production performing the cultivation, realization of animals approved by the order of the acting minister of agricultural industry of the Republic of Kazakhstan of May 29, 2015 No. 7-1/498 (it is registered in the Register of state registration of regulatory legal acts No. 11837);

5) is observed by veterinary (veterinary and sanitary) requirements to the objects of production performing procurement (slaughter of animals), the storage, conversion and sales of products and raw materials of animal origin approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of September 18, 2015 No. 7-1/832 (it is registered in the Register of state registration of regulatory legal acts No. 12208);

6) provide identification of farm animals according to the Rules of identification of farm animals approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of January 30, 2015 No. 7-1/68 (it is registered in the Register of state registration of regulatory legal acts No. 11127);
