About approval of the Technique of determination of available handling capacity of interstate power networks of the integrated power system of Ukraine (OES of Ukraine)
According to Article part three 27, to the paragraph to the twelfth the subitem 1 of Item 2 of the Section VI "Final and transitional provisions" of the Law of Ukraine "About bases of functioning of the market of electrical energy of Ukraine", for the purpose of determination of available handling capacity of mezhgosudastvenny power networks of the integrated power system of Ukraine PRIKAZYVAYU:
1. Approve the Technique of determination of available handling capacity of interstate power networks of the integrated power system of Ukraine (OES of Ukraine) which is applied.
2. Concerning functioning and reforming of electric utility sector in accordance with the established procedure to provide to department submission of this order on state registration in the Ministry of Justice of Ukraine.
3. This order becomes effective from the date of its official publication.
4. To impose control over the implementation of this order on the deputy minister Ulida V. Yu.

1.1. This Technique is developed for the purpose of determination of size of available handling capacity of interstate power networks of the integrated power system of Ukraine (further - OES of Ukraine).
1.2. This Technique establishes procedure of payments of size of available handling capacity of interstate power networks the company which exercises centralized dispatching control of the integrated power system of Ukraine and transfer of electrical energy the high-level and interstate power networks of Ukraine (further - the Company), for the purpose of implementation of transactions on export and/or import of electrical energy (further - trading activities).
1.3. This Technique considers the commonly accepted provisions which are used in the joint network of system operators ENTSO-E of Europe, the Directives of the European Parliament and Council directed to implementation/implementation of obligations of Ukraine within Energy Community, in particular 2009/72/EU of July 13, 2009 about general rules of the domestic market of the electric power and about cancellation of the Directive 2003/54/E and Regulations (EU) No. 714/2009 of the European parliament and Council of July 13, 2009 about conditions of access to network for cross-border exchange of the electric power and cancellation of Regulations (EU) No. 1228/2003.
1.4. In this Technique terms are used in the following values:
interstate section - set of the interstate power lines connecting the integrated power system of Ukraine (or its part) with other adjacent power systems of other countries;
system operators of adjacent power systems are the system operators and/or operators of system of transfer of the neighboring country exercising operational and technology control of adjacent power systems of other countries;
AAS (Already Allocated Capacity - the distributed handling capacity), MW, - the handling capacity of the winner of auction for access to handling capacity of interstate power networks distributed by results of auction;
ATC (Available Transfer Capability - free handling capacity), MW, - available handling capacity, less the size of handling capacity and handling capacity distributed at auctions in which priority access is provided. When calculating daily free handling capacity the unused size of the handling capacity distributed at the previous auctions is considered;
NTC (Net Transfer Capacity - available handling capacity), MW - the size of the maximum capacity of electrical energy which can be transferred from power system of one country to power system of other country in the necessary direction of interstate section in case of secured provision of safety and reliability of functioning of the integrated power system of Ukraine;
TRM (Transmission Reliability Margin - inventory of stability of transfer), MW, - inventory of active capacity of the corresponding direction of interstate section taking into account influence of essential changes which can happen in power system in the corresponding period of time (winter/summer the periods of year), namely: error of input information, error of methods of calculations, irregular fluctuations of overflows of electrical energy, etc. which is determined for ensuring stability of work of own power network;
TTC (Total Transfer Capacity - extreme handling capacity), MW, - the extreme size of active capacity which can be transferred in the corresponding direction of interstate section taking into account admissible current for elements of network, dynamic stability in case of normative indignations, other regime conditions and compulsory execution of criterion of reliability (N-1).
Other terms are used in the values given in the Laws of Ukraine "About power industry", "About bases of functioning of the market of electrical energy of Ukraine".
1.5. The NTC size is used as indicative indicator for carrying out trading activities with electrical energy and applied individually in each direction of interstate section on condition of zero exchange in other directions. The NTC size is determined as follows:
NTC = TTC - TRM, MW.
1.6. The extent of free handling capacity of automatic telephone exchange is determined as follows:
ATC = NTC - AAC, MW.
1.7. Sizes TTC, TRM, NTC, ATC and AAC characterize work of the corresponding direction of interstate section in the corresponding period. These sizes shall be compared and specified with the values received by the relevant system operators of adjacent power systems.
2.1. Determination of sizes of available handling capacity of interstate power networks of OES of Ukraine in the corresponding direction of the international section allows to estimate effectively technical capability of ensuring electrical supplies for implementation of trading activities with electrical energy, considering annual and monthly plans of maintenance (accomplishment of repair work) of the energy equipment of OES of Ukraine and power systems of the adjacent countries.
