1. Approve the enclosed Technical regulation "Requirements to Safety of Honey and Products of Beekeeping".
2. This resolution becomes effective after twelve months from the date of the first official publication.

1. This Technical regulation "Requirements to Safety of Honey and Products of Beekeeping" (further - the technical regulation) extends to the honeys and products of beekeeping made and imported (imported) on the territory of the Republic of Kazakhstan and establishes requirements to their safety at development stages, productions, turnover, utilization and destruction.
The list of products, falling under action of this Technical regulation and their codes on the qualifier of the Single commodity nomenclature of foreign economic activity of custom union (further - ETN foreign trade activities CU), is specified in appendix 1 to this Technical regulation.
2. Treat the most probable risks owing to which honey and products of beekeeping can acquire the properties which are negatively influencing health of the person and the environment:
1) oxymethylfurfural content;
2) microbiological indicators;
3) content of toxic elements, pesticides, radionuclides and their remaining balance;
4) content of remaining balance of the veterinary medicines used in beekeeping;
5) methods of processing of products chemicals, the ionizing radiation and ultraviolet rays;
6) availability of nutritional supplements and fragrances, and also prohibited to use of supportive technological applications, products of genetic engineering;
7) foreign impurity.
3. Identification of honey is performed on:
to type;
to botanical and geographical origin;
to extraction methods.
Identification of products to the declared name is carried out according to regulating documents on standardization with use of the following methods:
the analysis of the documents characterizing batch of products;
visual (organoleptic) survey of products;
studying of information on consumer packaging, labels, labels, inserts and (or) in accompanying documents;
researches and testing of products.
4. In this Technical regulation terms and determinations according to the Code of the Republic of Kazakhstan "About health of the people and health care system", the laws of the Republic of Kazakhstan "About beekeeping", "About veterinary science", "About safety of food products", "About technical regulation" are used, including:
1) beekeeping - industry of agricultural production which basis of functioning are cultivation, content and use of bees for pollination of entomophillous plants and increase in their productivity, product receipt of beekeeping;
2) beekeeping products - the products received thanks to collective and physiological properties of bees (honey, wax, bee obnozhka, perga, propolis, uterine milk, bee sting, trutnevy gomogenat), and also bees;
3) honey - the product developed by bees from nectar of flowers, allocations of live parts of plants or the insects parasitizing on them;
4) beeswax - the product developed by bees for construction of sot and sealing of cells of sot;
5) perga - the product developed by bees from the pollen obnozhka laid in cells of sot and which is filled in with honey;
6) apiary - the beehives placed in certain place with bee families and necessary property for occupation beekeeping;
7) honey flower - the honey produced by honey bees from nectar of flowers of plants;
8) padevy honey - the honey produced by honey bees from fall (the sweet liquid emitted by the insects eating vegetable juice) and medvyany dew (the sweet juice acting on leaves and stalks of plants);
9) the extracted honey - the honey received by centrifugation of not sealed sot without larvae;
10) the pressed honey - the honey received by pressing of sot without larvae;
11) the trained honey - the honey received by drainage of not sealed sot without larvae.
12) comb honey - kept by bees in cells of fresh sot without larvae and sold in sealed integral honeycombs or separate sections of such sot;
13) honey with honeycombs - the honey containing one or several particles of comb honey.
5. The honeys and products of beekeeping imported and which are in circulation in the territory of the Republic of Kazakhstan shall conform to the requirements established by this Technical regulation and also be followed by the documents confirming their safety and traceability.
Information on compliance of honey and products of beekeeping, is carried to requirements of this technical regulation to the consumer by means of drawing marking and submission of the documents certifying safety of honey and products of beekeeping.
6. The honey and products of beekeeping having the strong indications of poor quality which do not have the accompanying documents confirming their safety, origin and also in case of discrepancy of properties and markings to requirements of the current legislation of the Republic of Kazakhstan in the field of veterinary science and safety of food products with are not allowed by not established or expired expiration date to realization.
7. Honey and products of beekeeping shall be received from beekeeping farms (apiaries) which are located in the territories of bees, free from dangerous infectious diseases, the farm animals and birds having the accounting numbers assigned according to the procedure, No. 1755 approved by the order of the Government of the Republic of Kazakhstan of November 4, 2009.
