According to Item 7.1 of Article 6 and part 5.1 of article 15 of the Federal Law of November 23, 2009 No. 261-FZ "About energy saving and about increase in energy efficiency and about modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2009, No. 48, Art. 5711; 2013, No. 52 (p. I), Art. 6964) I order:
1. Approve:
requirements to carrying out energy inspection and its results according to appendix No. 1;
rules of the direction of copies of the energy passport constituted by results of obligatory energy inspection according to appendix No. 2.
2. Recognize invalid:
the order of the Ministry of Energy of the Russian Federation of April 19, 2010 No. 182 "About approval of requirements to the energy passport constituted by results of obligatory energy inspection and to the energy passport constituted based on the project documentation, and rules of the direction of the copy of the energy passport constituted by results of obligatory energy inspection" (registration No. 17498) is registered by the Ministry of Justice of the Russian Federation on June 7, 2010;
the order of the Ministry of Energy of the Russian Federation of December 8, 2011 No. 577 "About modification of requirements to the energy passport constituted by results of obligatory energy inspection and to the energy passport constituted based on the project documentation and in the rules of the direction of the copy of the energy passport constituted by results of obligatory energy inspection, approved by the order of the Ministry of Energy of the Russian Federation of 19.04.2010 No. 82" (registration No. 23360) is registered by the Ministry of Justice of the Russian Federation on February 28, 2012.

Appendix № 1
to the Order of the Ministry of Energy of the Russian Federation of June 30, 2014 No. 400
1. Requirements to carrying out energy inspection and its results extend to self-regulatory organizations in the field of energy inspection (further - SRO), and also persons having the right to conduct energy examinations and the SRO which are members (further - the power accountant).
2. Energy examination is conducted by power accountants in voluntary or obligatory procedure according to the standards and rules regulating procedure for carrying out energy inspections by members of SRO.
3. When carrying out voluntary energy inspection the amount of the rendered service is determined by person which ordered carrying out energy inspection (further - the customer), according to the service provision agreement by carrying out energy inspection (further - the agreement).
4. The list of buildings, structures, constructions, the energy-requiring equipment, power generation facilities, sources of heat energy, thermal networks, systems of centralized heat supply, centralized systems of cold water supply and (or) water disposal, other objects of system of utility infrastructure, engineering procedures concerning which the events for energy saving connected with measurement of subject to energy inspection and directed to collection of necessary information, and also efficiency evaluation of use of energy resources and water shall be held (further - tool inspection) and (or) data on which shall be reflected in the report, is determined by the customer in the agreement.
5. For the purpose of carrying out energy inspection by the power accountant the following actions are performed:
1) the conclusion of the agreement with the customer;
2) information collection about subject to energy inspection;
3) processing and the analysis of the data received by results of information collection about subject to energy inspection;
4) visual survey and tool inspection of subject to energy inspection;
5) processing and the analysis of the data received by results of visual survey and tool inspection of subject to energy inspection;
6) development, creation and filling of the report, the energy passport prepared by results of energy inspection.
6. Treat basic processes of processing and the analysis of the data received by results of information collection about subject to energy inspection:
1) the analysis of agreements of the customer with the resource supplying organizations;
2) the analysis of condition of actually used systems of supply with energy resources;
3) determination of structure and the analysis of dynamics of expense of the used energy resources in natural and cost expressions for accounting (basic) year and two years preceding accounting (basic) year on systems of use of energy resources in general;
4) determination of structure and the analysis of dynamics of consumption by each type of the used energy resources in percentage terms for accounting (basic) year and two years preceding accounting (basic) year on systems of use of energy resources in general;
5) development of balances by each type of the used energy resources for accounting (basic) year and two years preceding accounting (basic) year on systems of use of energy resources in general.
7. Based on the analysis of the data received by results of information collection about subject to energy inspection, the power accountant determines the plan of carrying out visual survey and tool inspection which represents the program of visual survey and tool inspection approved with the customer (further - the program).
8. Data which shall be received by results of visual survey and tool inspection of subject to energy inspection are determined in the agreement and are specified in the program.
9. Treat basic processes of processing and the analysis of the data received by results of information collection about subject to energy inspection, visual survey and tool inspection of subject to energy inspection:
1) calculation of the actual expense of the used energy resources separately on elements of systems of use of energy resources;
2) efficiency evaluation of use of energy resources separately on elements of systems of use of energy resources;
3) calculation and assessment of unaccounted potential of the used energy resources in natural and cost expressions separately on elements of systems of use of energy resources;
4) determination of structure and the analysis of dynamics of expense, consumption and losses by each type of the used energy resources for accounting (basic) year and two years preceding accounting (basic) year, separately on each element of systems of use of energy resources;
5) creation of balance by each type of the used energy resources for accounting (basic) year and two years preceding accounting (basic) year, separately on each element of systems of use of energy resources;
6) calculation of the actual and normative expenses of the used energy resources for accounting (basic) year separately on each element of systems of use of energy resources;
7) calculation and efficiency evaluation of use of energy resources for accounting (basic) year separately on each element of systems of use of energy resources;
8) calculation and assessment of the potential directed to energy saving and increase in energy efficiency for each type of the used energy resources separately on elements of systems of use of energy resources.
10. The report is developed and filled in based on the processed and analyzed data received by results of information collection about subject to energy inspection, its visual survey and tool inspection.
11. The energy passport constituted by results of energy inspection of subject to energy inspection is developed and filled in based on the data specified in the report constituted by results of energy inspection of the corresponding object.
12. Treat the basic structural elements of the report:
1) title page;
2) table of contents;
3) summary;
4) introduction;
5) data on subject to energy inspection;
6) energy saving potential and assessment of the economy of energy resources received in case of implementation of actions;
7) appendices.
13. On the title page of the report are specified:
1) full name of SRO which member is the power accountant, according to the data containing in the state register of self-regulatory organizations in the field of energy inspections;
2) position, surname, name, middle name (in the presence), the signature of person performing functions of sole executive body of SRO (the head of collegiate executive body of SRO) and seal of the organization;
3) full name of the power accountant according to constituent documents;
4) position, surname, name, middle name (in the presence), the signature of the power accountant and seal of the legal entity or individual entrepreneur who is the power accountant (in case of its availability);
5) full name of subject to energy inspection;
6) position, surname, name, middle name (in the presence), the signature of the customer and seal of the legal entity or individual entrepreneur who is the customer of energy inspection (in case of its availability);
7) date (month, year) of creation of the report. <1>

15. In the summary of the report are specified:
1) amount of financing of power resource-saving actions;
2) possible financing sources of realization of power resource-saving actions in percentage terms with indication of share of each of possible financing sources from the total amount of financing;
3) cumulative effect of realization of power resource-saving actions in natural and (or) cost expressions.
16. In introduction of the report are specified:
1) reasons for need and purpose of carrying out energy inspection;
2) short description of content and methodology of carrying out energy inspection;
3) terms and schedule of carrying out energy inspection;
4) the information about persons responsible for carrying out energy inspection at the customer and the power accountant.
17. In data on subject to energy inspection and in the report are specified:
1) full name of subject to energy inspection;
2) the location of subject to energy inspection according to data of the cadastral plan;
3) climatic zone in which subject to energy inspection is located:
average monthly air temperature in this climatic zone (separately on every month of accounting (basic) year);
average monthly speed of wind in this climatic zone (separately on every month of accounting (basic) year);
other characteristics of climatic zone (if necessary);
4) scheme of arrangement of subject to energy inspection;
5) dynamics of change of numerical list of workers on subject to energy inspection for accounting (basic) year and two years preceding accounting (basic) year including production personnel;
6) unit of measure and value of volume of production (works, services) on subject to energy inspection in natural and cost expressions, including separately by each type of products (works, services), for accounting (basic) year and two years preceding accounting (basic) year for subject to energy inspection on which production is performed (works, services);
7) assessment of condition of system of energy management, including data on system of energy management (in the presence of system of energy management);
8) characteristics by each type of the used energy resources on subject to energy inspection:
the size of rates (regulated price) for the used energy resource for accounting (basic) year and two years preceding accounting (basic) year;
the analysis of rates on the used energy resource and the comparative characteristic of rate to price level for category of consumers to which the customer of energy inspection, for accounting (basic) year and two years preceding accounting (basic) year belongs;
unit of measure and value of amount of consumption of the used energy resource on production (works, services), including separately by each type of products (works, services), for accounting (basic) year and two years preceding accounting (basic) year for subject to energy inspection;
balance of actually used energy resource in natural and cost expressions for accounting (basic) year, two years, preceding, and the balance estimation of the used energy resource in natural and cost expressions for two years following after accounting (basic) year, all system of use of energy resource and each its element separately;
data on equipment of system of the used equipment nodes (devices) of commercial and technical accounting for accounting (basic) year, including characteristics on each node (device) of accounting:
name and brand, accuracy class, year of installation and terms of checkings;
actual state and structure of system of the used energy resource for accounting (basic) year, including results of tool inspection (if it was carried out);
unit of measure and values of demand for the used energy resource depending on time of day (for carrying out energy inspection) on each element of system of use of energy resource;
unit of measure, and also the actual and settlement and normative measure values of energy efficiency of the used energy resource of all system of use of energy resource and each its element separately;
9) characteristics on each technology complex (or to the most power-intensive energy-requiring equipment) subject to energy inspection for accounting (basic) year determined by the customer in case of development of the agreement and creation of the program:
name and brand;
type;
year of commissioning;
depreciation;
installed capacity on electrical energy and (or) heat energy;
types of the made products (works, services) for subject to energy inspection;
unit of measure and value of performance for subject to energy inspection;
types of the energy resources used by the customer;
unit of measure and value of amount of consumption by each type of the used energy resource;
results of tool inspection (if it was carried out);
10) characteristics on each building (structure, construction) (if it is subject to energy inspection) for accounting (basic) year determined by the customer in the agreement:
name;
year of commissioning;
number of storeys;
material and short characteristic of walls, roofs, windows (area of glazing and type of glazing);
total area;
total amount;
the heated amount;
depreciation;
specific thermal characteristic;
results of tool inspection (if it was carried out);
class of energy efficiency;
11) characteristics of the line (lines) of transfer (transportation) by each type of the used energy resources for accounting (basic) year determined by the customer in the agreement:
name of the line (lines) of transfer;
type of the transferred energy resource;
unit of measure and total value of amount of the transferred energy resource;
unit of measure and total value of the actual losses of the transferred energy resource;
laying method;
unit of measure and total value of extent.
18. In data on energy saving potential and assessment of economy of energy resources are specified:
1) data on recommended power resource-saving actions, including separately on each offered power resource-saving action:
the name and (or) the description of recommended power resource-saving action with indication of the address, and also names and cost (for creation of the report) means which need to be used for implementation of the specified action;
data on grants and subsidies for implementation of recommended power resource-saving action;
data on tax benefits after implementation of recommended power resource-saving action in accordance with the legislation of the Russian Federation about taxes and fees;
the amount of financing of recommended power resource-saving action, in the prices of the period of creation of the report;
annual savings of the used energy resources in natural and (or) cost expressions to which energy saving and increase in energy efficiency the offered power resource-saving action is directed;
payback period of recommended power resource-saving action;
recommended date of implementation of power resource-saving action;
dynamic indicators of assessment of cost efficiency of recommended power resource-saving action for the entire period of implementation: the discounted payback period, net present value, internal return rate, discount rate, index of profitability or the income per unit of costs;
2) data on influence of the recommended interconnected power resource-saving actions on quality and efficiency of consumption of the used energy resources;
3) data on influence of the recommended interconnected power resource-saving actions on quality, efficiency and cost (costs) of production of the used energy resources for subject to energy inspection on which production of energy resources is performed;
4) data on influence of the recommended interconnected power resource-saving actions on quality, efficiency and cost of transfer of the used energy resources for subject to energy inspection on which transfer of energy resources is performed;
5) data on influence of the recommended interconnected power resource-saving actions on quality, efficiency and cost of production (works, services) for subject to energy inspection on which production is performed (works, services);
6) comparative assessment of the amount of financing, values of annual savings of the used energy resources in natural and (or) cost expressions, payback periods and values of dynamic indicators of cost efficiency of the recommended interconnected power resource-saving actions in relation to the alternative interconnected power resource-saving actions;
7) plan and schedule of implementation of recommended power resource-saving actions;
8) assessment of implementation of recommended power resource-saving actions on earlier implemented power resource-saving actions and resulting effects of energy saving and increase in energy efficiency of the used energy resources;
9) assessment of possible negative effects in case of implementation of recommended power resource-saving actions.
19. As appendices to the report constituted by results of energy inspection the list of the measuring equipment used when carrying out tool inspection of subject to energy inspection in the form of the table is specified, and also copies of the following documents are attached:
1) the documents confirming availability at the power accountant of persons having special knowledge in the field of carrying out energy inspections according to educational programs of the higher education, additional professional programs or the main programs of professional training;
2) the certificates confirming checking of the gages used when carrying out tool inspection of subject to energy inspection;
3) the documents and materials received as a result of information collection about subject to energy inspection;
4) the documents containing absence reason of information necessary in the course of information collection about subject to energy inspection;
5) the documents confirming reliability of the specified reason (in case of lack of necessary information when carrying out information collection on subject to energy inspection);
6) the documents and materials received during processing and the analysis of results of visual survey of subject to energy inspection and its tool inspection;
7) other documents and materials about subject to energy inspection constituted by results of energy inspection.
20. The energy passport constituted by results of obligatory energy inspection shall include the following Sections:
1) the title page on recommended sample according to appendix No. 1 to these Requirements;
2) general information about subject to energy inspection on recommended sample according to appendix No. 2 to these Requirements;
3) data on equipment metering devices on recommended sample according to appendix No. 3 to these Requirements;
4) data on amount of the used energy resources on recommended samples according to appendices No. No. 4 - 13 to these Requirements;
5) data on indicators of energy efficiency on recommended sample according to appendix No. 14 to these Requirements;
6) data on the size of losses of the transferred energy resources and the recommendation about their reducing (for the organizations performing transfer of energy resources) on recommended samples according to appendices No. No. 15 - 20 to these Requirements;
7) energy saving potential and assessment of possible economy of energy resources on recommended sample according to appendix No. 21 to these Requirements;
8) data on actions for energy saving and increase in energy efficiency on recommended sample according to appendix No. 22 to these Requirements;
9) data on staffing of actions for energy saving and increase in energy efficiency on recommended samples according to appendices No. No. 23 - 24 to these Requirements;
10) data on amount of the used energy resources (for the organizations performing natural gas production (gas condensate, oil), underground storage of natural gas, conversion of natural gas) on recommended samples according to appendices No. No. 25 - 29 to these Requirements;
11) data on amount of the used energy resources (for the gas transmission organizations) on recommended samples according to appendices No. No. 30 - 34 to these Requirements.
21. In the presence of separate divisions of the inspected legal entity in other municipalities to the energy passport constituted by results of obligatory energy inspection data on recommended samples according to appendices No. No. 1 - 34 are attached to these Requirements, filled on each separate division.
22. In case of lack of any data (the values, indicators, data) provided in Sections of the energy passport constituted by results of obligatory energy inspection, the respective field (cell, Item, line) is not filled, except as specified, for which these Requirements provide entering into them of the corresponding values.
23. In case of total absence of data (the values, indicators, data) provided in the corresponding recommended samples specified in appendices to these Requirements, these data are not attached to the energy passport.
