ORDER OF THE GOVERNMENT OF THE KYRGYZ REPUBLIC

About the Program of the Government of the Kyrgyz Republic for implementation of electronic control ("the electronic government") in state bodies of the executive authority and local government bodies of the Kyrgyz Republic for 2014-2017

According to the laws of the Kyrgyz Republic "About informatization", "About information access, being under authority of state bodies and local government bodies of the Kyrgyz Republic", in view of the National sustainability strategy of the Kyrgyz Republic for 2013-2017 approved by the Presidential decree of the Kyrgyz Republic of January 21, 2013 No. 11, being guided by articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic", the Government of the Kyrgyz Republic decides:

Approve:

- The program of the Government of the Kyrgyz Republic for implementation of electronic control ("the electronic government") in state bodies of the executive authority and local government bodies of the Kyrgyz Republic for 2014-2017 according to appendix 1;

- The actions plan on program implementation of the Government of the Kyrgyz Republic on implementation of electronic control ("the electronic government") in state bodies of the executive authority and local government bodies of the Kyrgyz Republic for 2014-2017 (further - the Actions plan) according to appendix 2.

2. To state bodies of the executive authority and local government bodies of the Kyrgyz Republic:

- take specific measures for accomplishment of the Actions plan at the scheduled time;

- following the results of half-year, no later than the 15th following the accounting period to provide for generalization information on the course accomplishment of the Actions plan in the Ministry of Economics of the Kyrgyz Republic.

3. To the Ministry of Economics of the Kyrgyz Republic, no later than the 30th following the accounting period to provide the summarized information on the course of accomplishment of the Actions plan in Government office of the Kyrgyz Republic.

4. Establish the personal responsibility of heads of state bodies of the executive authority of the Kyrgyz Republic and local government bodies for high-quality and timely accomplishment of the Actions plan.

5. This resolution becomes effective from the date of official publication.

6. To impose control of execution of this resolution on the deputy manager of Government office of the Kyrgyz Republic - the head of the State center of electronic control.

The program of the Government of the Kyrgyz Republic for implementation of electronic control ("the electronic government") in state bodies of the executive authority and local government bodies of the Kyrgyz Republic for 2014-2017

1. Relevance of development of the Program

The program of the Government of the Kyrgyz Republic for implementation of electronic control ("the electronic government") in state bodies of the executive authority and local government bodies of the Kyrgyz Republic for 2014-2017 (further - the Program) is developed taking into account requirements of the National sustainability strategy of the Kyrgyz Republic for 2013-2017 (further - NSUR) for the purpose of cardinal improvement of use of information and communication technologies in state bodies of the executive authority and local government bodies of the Kyrgyz Republic for increase in efficiency of their activities, openness and expansion of range of the provided electronic services, effective and less costly administration, enhancement of democracy and increase in responsibility of the power to the people.

Elimination of corruptogenic factors in management system by the state, creation of conditions for free and timely receipt of high-quality services by citizens, and also information necessary for this purpose, is the most important task of the Program.

Level of corruption will be reduced due to minimization of visit by citizens of state bodies and local self-government, by information and communication technologies.

In this Program the term "electronic control" is understood as set of all aspects of use of information and communication technologies in activities of state bodies and local government bodies - administrative, organizational, material, program and technological, information and communication, normative legal, educational, human, financial and economic, political. The similar term "electronic government" focuses attention more on automation of the administrative functions and procedures known as "electronic administration" and to a lesser extent the practician raises policy issues, democratic character and ethics managerial. In this context the concept "electronic government" is part of wider term "electronic control".

The program is based on the purposes of NSUR. In particular, decisions of National council on sustainable development of the Kyrgyz Republic of May 14, 2013 are considered and the Presidential decree of the Kyrgyz Republic "About measures for elimination of the reasons of political and system corruption in authorities" of November 12, 2013 No. 215, according to which are given to the Government of the Kyrgyz Republic the instructions providing use of information and communication technologies in work of state bodies. Experience of realization of National strategy "Information and communication technologies for development of the Kyrgyz Republic" approved by the Presidential decree of the Kyrgyz Republic of March 10, 2002 No. 54, and Development programs of information and communication technologies in the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of November 8, 2001 No. 697 is considered (in edition of the order of the Government of the Kyrgyz Republic of August 11, 2006 No. 573).

The program also makes use of experience of other countries in preparation and implementation of strategic documents in the field of electronic control.

Goal achievement of the Program will be performed in 3 stages - preparatory (2014), transitional (2015) and operational (2016-2017).

In the Program target tasks in seven priority directions of development of electronic control in the Kyrgyz Republic for 2014-2017 are formulated. Each target task is supported by number of strategic actions.

2. Analysis of the current state

NSUR determines the main priorities of development of public administration. It is noted that the analysis of the state bodies performed before measures for reforming confirms not only insufficiency of efforts on reduction of their activities in compliance with requirements of the constitutional state, but also inadequate and not system approaches to the reform. Changes consisted not in reforming of activities of the ministries and departments, and mainly in giving of new type to them in case of old content. The functional analysis was carried out, the number of state agencies changed, but there was no notable improvement of quality of their work on process management of social and economic development.

NSUR sets the task to recover trust of citizens to state bodies of the executive authority by upgrade of work of the state apparatus. It is supposed to increase its professionalism and responsibility, to increase quality of rendering the state services to citizens and business community of Kyrgyzstan, to overcome corruption in public administration due to ensuring full-fledged transparency of state bodies, including strengthening of interaction of the power with civil society. It is provided to use actively information and communication technologies for achievement of these purposes.

In particular, NSUR provides carrying out single state policy in the field of communication and infocommunication technologies, and also ensuring unity of information space and effective use of infocommunication infrastructure. Also number of the measures aimed at the development and upgrade of electronic control for effective and less costly administration, enhancement of democracy and increase in responsibility of the power to the people is planned.

The analysis of the state of affairs in the field of electronic control of the Kyrgyz Republic confirms need of enhancement of the corresponding state policy. In the sphere of the legislation of the Kyrgyz Republic throughout long time the regulatory legal base in the field of telecommunication, informatization and information and communication technologies was created. There are more than 100 regulatory legal acts determining use of information and communication technologies in society and management. At the same time, the existing regulatory legal base requires enhancement for the purpose of harmonization with the best international practice and the applied approaches to regulatory legal acts. Development of regulatory legal acts in the sphere of interdepartmental interaction and compatibility is also necessary. Besides, essential review of the existing regulatory legal base in new conditions by its simplification and consolidation, including cancellation of the obsolete regulatory legal acts and acceptance of the new regulatory legal acts not only answering to the current situation, but also reflecting prospect is required.

The operating regulatory legal acts do not reflect clearly the formulated technical standards and single policy which shall determine processes of electronic interdepartmental interaction. Such situation is obstacle in further implementation and development of electronic control more in high gear.

In the sphere of infrastructure of electronic control now in the country there is set (about 145) diverse and, as a rule, autonomous created and functioning state information systems in 40 departments and the organizations.

Integration of information systems of state bodies, and also creation of the specialized electronic regulations describing structure (architecture) of government institutions, the business processes proceeding in them and also the principles of interdepartmental information exchange are obligatory element of "electronic control". The existing information systems were implemented uzkovedomstvenno, at different times, at the different level and with use of the most various technologies, the main thing - without single approaches. Therefore process of the automated exchange of information between state bodies became complicated. Generally it is databases, electronic document management systems, accounting and HR records.
