1. Approve the enclosed Rules of payment of lifelong material security according to the Presidential decree of the Russian Federation of May 8, 2014 No. 311 "About measures for improvement of financial position of some categories of the veterans of the Great Patriotic War living in the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia".

Payment of lifelong material security according to the Presidential decree of the Russian Federation of May 8, 2014 No. 311 "About measures for improvement of financial position of some categories of the veterans of the Great Patriotic War living in the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia" from May, 2014 till February, 2015 is inclusive made in December, 2014 based on the list of persons, the stipulated in Item 1 Decree which is created by the Ministry of Foreign Affairs of the Russian Federation as of December 1, 2014 and it is represented in the Pension Fund of the Russian Federation on paper till December 10, 2014.

The amounts of lifelong material security relying person, the stipulated in Item 1 Decree, from May, 2014 till month of death, but no more than till February, 2015 inclusive, not received by it in connection with death, are paid to his heirs determined according to the legislation of the state of accommodation of the died person.

3. These rules determine procedure and conditions of payment of lifelong material security according to the Presidential decree of the Russian Federation of May 8, 2014 No. 311 "About measures for improvement of financial position of some categories of the veterans of the Great Patriotic War living in the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia" to persons, the stipulated in Item 1 Decree (further respectively - lifelong material security, citizens).

At the request of the citizen payment of lifelong material security can be made 2 times a year no later than May 1 and on November 1 by means of transfer of the amount relying for the period according to March till August of the current year and from September of the current year to February of the next year to the personal account of the citizen opened in the credit institute located in the territory of the Republic of Latvia, either the Republic of Lithuania, or the Republic of Estonia.

Transfer of lifelong material security is made by the Pension Fund of the Russian Federation in foreign currency at the ruble exchange rate established by the Central bank of the Russian Federation on the date of forming of payment documents.

7. The amounts of lifelong material security which are not paid to the citizen timely in connection with its non-inclusion in the list or incomplete specifying in it the necessary information about the citizen are paid for last time, but not earlier than since May, 2014, after entering into the list of corresponding changes and its receipt into the Pension Fund of the Russian Federation.
