These Regulations establish procedure for application of release from the VAT with the right of deduction and release from customs duty and collection for implementation of customs procedures for import and/or delivery to territories of the country of goods (services) intended for the "Recovery of the Central Streets and Upgrade of Public Illumination of the Center of Municipium of Chisinau" project implemented by primeriya of municipium of Chisinau financed by funds of the European Investment Bank, European Bank for Reconstruction and Development and Special fund of green power of the European Bank for Reconstruction and Development, and also for import and/or delivery to territories of the country of goods (services) intended for the Program of priority investments provided by the feasibility statement to the Program of water supply and sewage treatment in the municipium of Chisinau implemented by JSC Apa-Canal Chisinau, financed by means of the European Investment Bank The European Bank for Reconstruction and Development and the Investment fund of the neighbourhood of the European Union, according to provisions of articles V and VI of the Law No. 158 of July 18, 2014 on modification and amendments in some legal acts.

I. Procedure for application of release from the VAT with the right of deduction and release from customs duty and collection for implementation of the customs procedures on commodity import intended for the "Recovery of the Central Streets and Upgrade of Public Illumination of the Center of Municipium of Chisinau" project and for the Program of priority investments provided by the feasibility statement to the Program of water supply and sewage treatment in municipium of Chisinau

1. Release from the VAT with the right of deduction and release from customs duty and collection for implementation of customs procedures, according to requirements of these Regulations, is applied to imported goods (services) intended for the "Recovery of the Central Streets and Upgrade of Public Illumination of the Center of Municipium of Chisinau" project implemented by primeriya of municipium of Chisinau financed by funds of the European Investment Bank, European Bank for Reconstruction and Development and Special fund of green power of the European Bank for Reconstruction and Development, and also for import for territories of the country of goods (services) intended for the Program of priority investments provided by the feasibility statement to the Program of water supply and sewage treatment in the municipium of Chisinau implemented by JSC Apa-Canal Chisinau, financed by means of the European Investment Bank European Bank for Reconstruction and Development and Investment fund of the neighbourhood of the European Union.

2. For the purpose of application of release from the VAT with the right of deduction and receipt of privileges on customs duty payment and collection for implementation of customs procedures the economic agent represents to customs authority in addition to packet of commodity and covering notes and business documents the official letter of primeriya of municipium of Chisinau or JSC Apa-Canal Chisinau (as necessary) in which imported goods are specified, their quantity, cost and appointment, and also the intermediary company, in case when import is performed by other person, but not the beneficiary.

3. Release from the VAT with the right of deduction and release from customs duty and collection for the implementation of customs procedures specified in Item 1 of these Regulations is applied to the goods specified in the official letter issued by primeriya of municipium of Chisinau or JSC Apa-Canal Chisinau.

II. Procedure for application of release from the VAT with the deduction right to deliveries to territories of the country of the goods and services intended for the "Recovery of the Central Streets and Upgrade of Public Illumination of the Center of Municipium of Chisinau" project and for the Program of priority investments provided by the feasibility statement to the Program of water supply and sewage treatment in municipium of Chisinau

4. The subjects of the taxation delivering in the territory of the Republic of Moldova goods and services:
