Approve the enclosed Rules of provision of subsidies from the federal budget to the socially oriented non-profit organizations performing activities in the field of protection of the population and the territories against emergency situations, ensuring fire safety and safety of people on water objects.

Rules of provision of subsidies from the federal budget to the socially oriented non-profit organizations performing activities in the field of protection of the population and the territories against emergency situations, ensuring fire safety and safety of people on water objects

1. These rules establish procedure, the purposes and conditions of provision of subsidies from the federal budget to the socially oriented non-profit organizations (except for the public (municipal) institutions) performing activities in the field of protection of the population and the territories against emergency situations, ensuring fire safety and safety of people on water objects (further respectively - subsidies, non-profit organizations).

Subsidies are provided for the state support of non-profit organizations.

2. Subsidies are provided by results of the competition held according to the procedure, established by the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, on financial provision and (or) expense recovery, the following events connected with realization:

a) participation in preparation and training of the population in the field of protection against emergency situations of natural and technogenic nature, civil defense, fire safety and safety of people on water objects;

b) assistance to the refugees and displaced persons injured with emergency situations, the fires and accidents on water objects;

c) participation in prevention and (or) suppression of the fires;

d) participation in carrying out wrecking;

e) holding of conferences and seminars on health and safety problems.

3. Competitive selection of non-profit organizations is performed by the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response based on the following criteria:

a) compliance of the program of activities of the non-profit organization directed to implementation of the actions specified in Item 2 of these rules (further respectively - the program, actions), to the purposes of provision of subsidy;

b) ratio of costs for implementation of actions and expected effect of their realization;

c) availability of material and personnel resources;

d) experience of successful performance of non-profit organization in implementation of actions.

4. Provision of subsidies is performed within the budgetary appropriations provided in the Federal Law on the federal budget for the corresponding financial year and planning period and limits of the budget obligations approved to the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response.

5. Information on the sizes and terms of transfer of subsidies is considered by the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response when forming the forecast of cash payments from the federal budget necessary for creation in accordance with the established procedure of the cash plan of execution of the federal budget.

6. Provision of subsidies is performed based on the agreement signed by the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response with non-profit organization in which are specified:

a) expense types, the connected with implementation of actions, financial provision and (or) compensation of which it is performed at the expense of subsidy;

b) procedure for transfer of subsidy;

c) subsidy size;

d) indicators of effectiveness of provision of subsidy if the subsidy is provided on financial provision of the corresponding expenses;

e) procedure and terms of representation by non-profit organization of the Russian Federation established by the Ministry for civil defense, to emergency situations and natural disaster response of the reporting on use of subsidy (in case of financial provision of expenses) and (or) about the incurred costs (in case of expense recovery);

e) the right of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response and authorized bodies of the state financial control to perform observance by non-profit organization of these rules and the agreement;

g) procedure for return of the amounts used by non-profit organization in case of establishment following the results of the inspections which are carried out by the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response and authorized bodies of the state financial control, the facts of inappropriate use of subsidy and also in case of violation of these rules and the agreement.

7. Subsidies are provided with the following provisions:

a) provision by non-profit organization in the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response of the program and the corresponding expense budget;

b) passing of competitive selection by non-profit organization;

c) the obligation of non-profit organization on ensuring compliance of the measure values established by the program, to the measure values of effectiveness of provision of subsidy established by the agreement.

8. Transfer of subsidies is performed on the settlement accounts opened for non-profit organizations in credit institutions.

9. Distribution of subsidies between non-profit organizations is performed on formula:
