1. Approve Regulations on licensing of the activities connected with drug trafficking, psychotropic substances and precursors according to appendix No. 1.

2. To the Ministry of Health and Ministry of Internal Affairs of the Republic of Uzbekistan:

in two weeks in coordination with State commission of the Republic of Uzbekistan on office behind drugs to approve members and regulations on commissions of experts on preparation of the conclusions about issue of licenses for the occupation right by the activities connected with drug trafficking, psychotropic substances and precursors;

till October 1, 2003 to provide, according to requirements of this resolution, issue of licenses to legal entities for the occupation right activities for import (export) of drugs, psychotropic substances and precursors.

3. Determine that the legal entities who are performing in accordance with the established procedure import (export) of drugs, psychotropic substances and precursors and did not obtain licenses at the scheduled time lose according to the legislation of the right to import (export) of drugs, psychotropic substances and precursors.

4. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 25.02.2022 No. 88

5. Declare invalid the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of January 29, 2001 No. 56 "About licensing of the activities connected with drug trafficking, psychotropic substances and precursors" (the joint venture of the Republic of Uzbekistan, 2001, No. 1, the Art. 7).

Regulations on licensing of the activities connected with drug trafficking, psychotropic substances and precursors

I. General provisions

1. This Provision determines procedure for licensing of the activities connected with drug trafficking, psychotropic substances and prekursorov.

2. Licensing of the activities connected with drug trafficking of psychotropic substances and precursors is performed by the Ministry of Health of the Republic of Uzbekistan (further - the licensing body).

3. For consideration of documents on issue of licenses, prolongation of their term, preparation of the conclusions on them in the licensing body the commission of experts is created. Regulations on commission of experts and its structure affirm the licensing body in coordination with State commission of the Republic of Uzbekistan for control of drugs. Commission of experts the representative of National information analytical center on control of drugs without fail is included under the Cabinet of Ministers of the Republic of Uzbekistan.

Meetings of commission of experts are held at least once a month.

5. In case of the licensing for the right of implementation of several types of activity connected with drug trafficking, psychotropic substances and precursors in the license each of these types of activity is specified.

6. On the right of implementation of the activities connected with drug trafficking, psychotropic substances and precursors standard (simple) licenses are granted.

7. Licenses for the occupation right are issued by the activities connected with drug trafficking, psychotropic substances and precursors for a period of 5 years. Transfer of the license or the rights on it is forbidden to other persons.

II. Licensed requirements and conditions

8. Licensed requirements and conditions when implementing the activities connected with drug trafficking, psychotropic substances and precursors are:

compliance with law about drugs, psychotropic substances and precursors;

availability in staff of the legal entity of the specialists having the corresponding qualification;

observance of the established requirements for implementation of the specific licensed type of activity, including use of the corresponding material and technical resources, the equipment, other technical means;

availability belonging to the license applicant on the property right or on other corporeal right of the buildings, constructions, engineering communications and processing equipment used for implementation of the licensed type of activity;

implementation of import, export and transit of drugs, psychotropic substances and precursors according to the Law of the Republic of Uzbekistan "About drugs and psychotropic substances", taking into account the international obligations assumed by the Republic of Uzbekistan, and the requirements provided by the relevant conventions of the UN;
