1. 2. Federal Antimonopoly Service within stipulated by the legislation powers of the Russian Federation establishes limiting (minimum and (or) maximum) price levels on heat energy (capacity) delivered by the heatsupplying organizations to consumers, limiting (minimum and (or) maximum) price levels on heat energy (capacity) made in the mode of the combined development of electrical and heat energy by sources of heat energy with the established generating capacity of production of electrical energy of 25 megawatts and more, limiting indexes of change of rates in the sphere of water supply and water disposal on average across the Republic of Crimea and Sevastopol, and also limiting indexes of maximum and minimum possible change of the established rates for goods (works, services) the organizations performing regulated types of activity in the field of the address with solid municipal waste on average across the Republic of Crimea and Sevastopol in case of acceptance by the Government of the Russian Federation decisions on establishment of such limits and (or) indexes.

3. Management officials (heads of the supreme executive bodies of the government) of the Republic of Crimea and Sevastopol, authorized bodies of the government of the Republic of Crimea and Sevastopol within stipulated by the legislation powers of the Russian Federation establish respectively limiting (maximum) indexes of change of the amount of the payment for utilities brought by citizens in municipalities and limiting indexes of maximum and minimum possible change of the established rates for goods (works, services) the organizations performing regulated types of activity in the field of the address with solid municipal waste, on average on municipalities in case of adoption by the Government of the Russian Federation of the decision on establishment of such limiting indexes.

4. In case of establishment (early review) of rates in the sphere of heat supply, water supply and water disposal Item 15 of the Bases of pricing in the sphere of heat supply approved by the order of the Government of the Russian Federation of October 22, 2012 No. 1075 "About pricing in the sphere of heat supply" and Item 9 of the Bases of pricing in the sphere of water supply and water disposal approved by the order of the Government of the Russian Federation of May 13, 2013 No. 406 "About state regulation of rates in the sphere of water supply and water disposal" regarding not excess of size of rates in the first half of the year of the next annual period of regulation over their size in the second half of the year of preceding annual period of regulation are not applied.
