Article 1. Subject of regulation of this Federal Law

This Federal Law determines features of legal regulation of the relations connected with allowance payment on unemployment to separate categories of the citizens recognized in accordance with the established procedure as the unemployed in connection with acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol.

Article 2. Application of this Federal Law

This Federal Law extends to citizens of the Russian Federation who constantly live in the territory of the Republic of Crimea or in the territory of the federal city of Sevastopol, are registered in accordance with the established procedure as the unemployed as of December 31, 2014 and which are granted unemployment benefit according to the legislation existing in the territories of the Republic of Crimea and the federal city of Sevastopol as of February 21, 2014.

Article 3. Ensuring allowance payment on unemployment

1. To citizens who are specified in article 2 of this Federal Law and which size of unemployment benefit during the allowance payment period on unemployment established according to the legislation existing in the territories of the Republic of Crimea and the federal city of Sevastopol as of February 21, 2014 exceeds the size of the maximum size of unemployment benefit determined by the Government of the Russian Federation (further - the size of the maximum size of unemployment benefit), the unemployment benefit is paid in the amount of the maximum size of unemployment benefit.

2. To citizens who are specified in article 2 of this Federal Law and which size of unemployment benefit during part of the period of allowance payment on unemployment established according to the legislation existing in the territories of the Republic of Crimea and the federal city of Sevastopol as of February 21, 2014 exceeds the size of the maximum size of unemployment benefit, unemployment benefit during the specified period it is paid in the amount of the maximum size of unemployment benefit. The unemployment benefit during the rest of the specified period is paid in the amount of the unemployment benefit which is due to the citizen according to the legislation existing in the territories of the Republic of Crimea and the federal city of Sevastopol as of February 21, 2014.

3. The unemployment benefit is paid to citizens who are specified in article 2 of this Federal Law and which size of unemployment benefit does not exceed the size of the maximum size of unemployment benefit in the amount of the unemployment benefit which is due to the citizen according to the legislation existing in the territories of the Republic of Crimea and the federal city of Sevastopol as of February 21, 2014.

4. To the citizens specified in parts 1 - 3 these Articles, unemployment benefit are paid on conditions and in terms which are established according to the legislation existing in the territories of the Republic of Crimea and the federal city of Sevastopol as of February 21, 2014 before the bases of the termination of its payment provided by the specified legislation.

5. Financial provision of allowance payment on unemployment is performed at the expense of the subventions provided to the budget of the Republic of Crimea and city budget of federal importance of Sevastopol from the federal budget for implementation by public authorities of the Republic of Crimea and public authorities of the federal city of Sevastopol of the delegated power of the Russian Federation according to article 7.1 of the Law of the Russian Federation of April 19, 1991 No. 1032-1 "About employment of the population in the Russian Federation".

6. To the citizens specified in parts 1 and 2 of this Article for receipt of the unemployment benefit established according to the legislation existing in the territories of the Republic of Crimea and the federal city of Sevastopol as of February 21, 2014 before the bases of the termination of its payment provided by the specified legislation, the legislation of the Republic of Crimea and the legislation of the federal city of Sevastopol establish surcharges to unemployment benefit for the purpose of preserving the sizes of unemployment benefit.

7. The total size of unemployment benefit and surcharge to unemployment benefit cannot be lower than the size of the unemployment benefit which is due to the citizen according to the legislation existing in the territories of the Republic of Crimea and the federal city of Sevastopol as of February 21, 2014.

Article 4. Entry into force of this Federal Law

This Federal Law becomes effective since January 1, 2015.
