According to the orders of the Government of the Republic of Kazakhstan of August 14, 2014 No. 933 "About departments of the central executive bodies of the Republic of Kazakhstan" and of September 19, 2014 No. 995 "Some questions of the Ministry for Investments and Development of the Republic of Kazakhstan" of PRIKAZYVAYU:

1. Approve:

1) the Provision of public institution "Committee of technical regulation and metrology of the Ministry for Investments and Development of the Republic of Kazakhstan" according to appendix 1 to this order;

2) the Provision of public institution "Department of Committee of technical regulation and metrology of the Ministry for Investments and Development of the Republic of Kazakhstan on the city of Astana" according to appendix 2 to this order;

3) the Provision of public institution "Department of Committee of technical regulation and metrology of the Ministry for Investments and Development of the Republic of Kazakhstan on the city of Almaty" according to appendix 3 to this order;

4) the Provision of public institution "Department of Committee of technical regulation and metrology of the Ministry for Investments and Development of the Republic of Kazakhstan on Akmola area" according to appendix 4 to this order;

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in mass media and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

4) within 10 working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to legal department of the Ministry for Investments and Development of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. To impose control of execution of this order on the vice-minister of investments and development of the Republic of Kazakhstan A.P's Pay.

5. This order becomes effective from the date of its first official publication.

Provision of public institution "Committee of technical regulation and metrology of the Ministry for Investments and Development of the Republic of Kazakhstan"

1. General provisions

1. The public institution "Committee of technical regulation and metrology of the Ministry for Investments and Development of the Republic of Kazakhstan" (further - Committee) is the department of the Ministry for Investments and Development of the Republic of Kazakhstan (further - the Ministry) performing regulating, realizable and control functions, and also participating in accomplishment of strategic functions of the Ministry in spheres of technical regulation and metrology, the legislation of the Republic of Kazakhstan on accreditation in the field of assessment of conformity and in the sphere of realization of jewelry and other products from precious metals and gemstones.

2. The committee performs the activities according to the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, and also this Provision.

3. The committee is legal entity in form of business of public institution, has seals and stamps with the name in state language, forms of the established sample, accounts in bodies of treasury.

4. The committee enters the civil relations from own name.

5. The committee acts as the party of the civil relations on behalf of the state if it is authorized on it.

6. The committee on questions of the competence makes the decisions which are drawn up by orders of the head of Committee.

10. This Provision is the constituent document of Committee.

11. Financing of activities of Committee is performed from the republican budget.

12. The committee is not allowed to enter contractual relations with subjects of entrepreneurship regarding accomplishment of the obligations which are functions of Committee.

If the Committee is granted the right to perform the activities which are bringing in incomes, then income gained from such activities go to the income of the republican budget.

2. Mission, main objectives, functions, rights and obligations

13. Mission of Committee:

safety of products, services and processes in the Republic of Kazakhstan, protection of the rights and legitimate interests of citizens and economy of the Republic of Kazakhstan from consequences of doubtful results of measurements.

14. Tasks: realization of state policy in the sphere of technical regulation and ensuring unity of measurements.

15. Functions of Committee:

1) development of rules of carrying out tenders at the choice of accreditation body and qualification requirements to accreditation body;

2) the organization and carrying out tenders at the choice of accreditation body in the field of assessment of conformity;

3) control of compliance with law of the Republic of Kazakhstan about accreditation in the field of assessment of conformity;

4) the organization of the analysis and conducting examination of projects and technical regulations on compliance to state policy in the field of technical regulation and to the purposes, stipulated in Item 1 article 4 of the Law of the Republic of Kazakhstan "About technical regulation";

5) interaction with advisory councils on development of technical regulations, physical persons and legal entities concerning technical regulation;

6) representation of the Republic of Kazakhstan in the international and regional standardization organizations, to confirmation of conformity and accreditation, participation in works on the international and regional standardization, mutual recognition of results of confirmation of conformity;

7) organization of maintaining register of the state system of technical regulation;

8) organization and coordinating of work of Single state fund of regulating technical documents;

9) ensuring functioning of Information center;

10) the organization and coordinating of work on carrying out the state control of observance of the requirements established by technical regulations;

11) control by means of conducting annual check of the organization activity authorized on issue of the certificate of origin of observance of procedure for issue of the certificate of origin and activities of authorized body (organization) behind observance of procedure for issue of the certificate of origin for the internal appeal, determination of the status of goods of the Customs union and (or) foreign goods;

12) the organization of the analysis and development of the standards harmonized with technical regulations;

13) the organization of confirmation of the translations of regulating documents for standardization on the state and Russian languages;

14)  No. 772 is excluded according to the Order of the Acting Minister of investments and development of the Republic of Kazakhstan of 10.11.2017;

15) development of rules of the state system of technical regulation;

16) preparation of offers on cancellation of the documents on confirmation of conformity published by other organizations if they do not meet the requirements of the state system of technical regulation according to the legislation of the Republic of Kazakhstan;

17) providing organization of works on interlaboratory comparative researches (checking);

18) maintaining the register of the foreign and international organizations which notified on the beginning or the termination of implementation of activities for issue of documents in the sphere of confirmation of conformity of foreign sample in the territory of the Republic of Kazakhstan;

19) participation in forming of the state system of technical regulation;

20) organization of preparation, retraining, advanced training of experts-auditors in confirmation of conformity, accreditation, determination of the country of goods' origin, status of goods of the Customs union or foreign goods and their certification;

21) determination of procedure for distribution of official publications of regulating documents by standardization organizations on standardization and procedure for participation in work of International Organizations for Standardization and interaction with the foreign organizations;

22) development of the image of mark of conformity, technical requirements to it and procedure for marking;

23) maintaining register of national qualifiers of technical and economic information;

24) coordination of work on creation and control of functioning in the Republic of Kazakhstan classification systems and codings of technical and economic information;

25) maintaining the register of products which are not conforming to requirements of technical regulations;

26) preparation of offers on creation of advisory advisory bodies for the benefit of safety of products, processes;

27) forming of the plan for development of technical regulations;

28) implementation of coordination of activities of metrological service of the Republic of Kazakhstan;

29) approval of the state standards of units of sizes;

30) the organization of carrying out scientific research in the field of metrology;

31) establishment of classification of the state standards of units of the sizes applied in the territory of the Republic of Kazakhstan;

32) determination of general metrological requirements to means, methods and results of measurements, techniques of checking of measuring instruments;

33) organization of checking of results of checking and calibration, measuring instruments;

34) organization of maintaining register of state system for ensuring the uniformity of measurements;

35) organization and carrying out the state metrological control;

36) development and approval of rules of carrying out certification and recertification of technical experts in the field of ensuring unity of measurements and verificators of measuring instruments, and also qualification requirements to them;

37) determination of procedure and the organization of advanced training and retraining of personnel in the field of ensuring unity of measurements;

38) establishment of form of certificates on approval like measuring instruments, certificates on metrological certification of measuring instruments, certificates on checking of measuring instruments;

39) establishment of procedure for production, storage and application of verification marks;

40) determination of procedure for establishment of belonging of technical means to measuring instruments;

41) coordination of regulating documents on implementation of activities of metrological services of state bodies, physical persons and legal entities;

42) decision making about approval like measuring instruments;

43) implementation of licensing on production of National Flag and State Emblem of the Republic of Kazakhstan;

44) approval of rules by determination of the country of goods' origin and issue of the certificate of origin;

45) development of rules of import to the territory of the Republic of Kazakhstan from the countries which are not entering into the Eurasian Economic Union and export from the territory of the Republic of Kazakhstan to these countries of gemstones, jewelry and other products;
