About cooperation in the field of interstate exchange of scientific and technical information

for the purpose of creating favorable conditions for consecutive deepening of state cooperation – participants of this agreement, expansion of interstate exchange of scientific and technical information, development of information and innovative space of the Commonwealth of Independent States,
understanding need of further development of national systems of scientific and technical information, joint and mutually advantageous use of information resources,
considering importance of scientific information support and information and analytical support of interstate programs and projects in the innovative sphere of the State Parties of this agreement,
wishing to provide conditions for expansion of access for users of the State Parties of this agreement to scientific and information resources,
aiming to develop methodological and practical cooperation in scientific and information and scientific publishing activities,
being guided by the international obligations and the legislation of the State Parties of this agreement,
agreed as follows:
For the purpose of enhancement of exchange of scientific and technical information and creations of general scientific and technological space of the Commonwealth of Independent States of the Party provide development of national systems of scientific and technical information, promote creation and use of the mechanism of high-speed access to information resources by use of the latest information and telecommunication technologies, take part in preparation and implementation of joint programs and projects in the field of scientific and technical information.
Interstate exchange of scientific and technical information is performed on a voluntary basis and includes joint forming and use of information resources, information support of basic and applied researches, innovative developments in the field of exact, natural and technical science, including scientific information support and information and analytical maintenance within interstate drafts and programs of scientific and technical development of the State Parties of this agreement.
Interstate exchange of scientific and technical information is performed by the centers of scientific and technical information of the State Parties of this agreement coordinating this field of activity in the states on the agreed principles and rules of cooperation for the purpose of development of interstate system of scientific and technical information within the CIS.
Coordinator of interaction for interstate exchange of scientific and technical information is the Interstate coordination council according to scientific and technical information.
For the purpose of deepening of the international integration processes in the field of science and education of the Party provide open and equal access to jointly to the created information resources to all centers of scientific and technical information of the State Parties of this agreement.
The information transferred according to this agreement or created as a result of its accomplishment and considered by each Party as information of limited access shall be accurately designated as such.
Each of the Parties guarantees safety of the information provided by other Party and designated by it as information of limited access.
The party obtaining information of limited access performs the treatment of her according to the national legal system. Information of limited access is provided with the corresponding protection, not disclosed and not transferred to other Party which is not taking part in accomplishment of this agreement without written permission of the Party transferring such information.
Information which is the state secret for each of the Parties is not subject to transfer within this agreement.
The parties taking into account interests of national systems of scientific and technical information create drafts of programs of joint activities in the field of interstate exchange of scientific and technical information of the states which affirm Interstate coordination council according to scientific and technical information according to the regulating and methodical documents developed by it.
Financing of actions for implementation of joint programs and projects of the State Parties of this agreement in the field of interstate exchange of scientific and technical information is performed within the means which are annually provided in national budgets of the State Parties of this agreement to the relevant ministries and departments on accomplishment of their functions.
For the purpose of increase in efficiency of interstate exchange of scientific and technical information of the Party promote preparation and advanced training of personnel in the field of scientific and technical information.
For implementation of cooperation within this agreement working language is Russian.
This agreement does not affect the rights and obligations of each of the Parties following for it from other international treaties which participant is its state.
By mutual consent of the Parties changes and additions which are its integral part which are drawn up by the relevant protocol can be made to this agreement.
The matters of argument between the Parties arising in case of application and interpretation of this agreement are solved by consultations and negotiations of concerned parties or by means of other procedure approved by the Parties.
This agreement becomes effective after 30 days from the date of receipt by depositary of the third written notice of accomplishment by the Parties of the interstate procedures necessary for its entry into force which signed it.
For the Parties which performed interstate procedures later this agreement becomes effective after 30 days from the date of receipt by depositary of the relevant documents.
This agreement after its entry into force is open for accession of any state sharing its purposes and the principles by transfer to depositary of the document on accession.
For the State Party of the CIS this agreement becomes effective after 30 days from the date of receipt by depositary of the document on accession.
For the state, not being the member of the CIS, this agreement becomes effective after 30 days from the date of receipt by depositary of the last notification on the consent of the states which signed it or joined it on such accession.
