About cooperation in the field of topogeodezichesky and navigation providing armed forces of the State Parties of the Commonwealth of Independent States

The governments of the State Parties of the Commonwealth of Independent States which further are referred to as with the Parties

being guided by the Concept of military state cooperation – members of the Commonwealth of Independent States till 2015 of December 10, 2010,

in view of interest of the Parties in development of common information space during creation and use of means of topogeodezichesky and navigation providing armed forces of the State Parties of the Commonwealth of Independent States,

agreed as follows:

Article 1

For the purposes of this agreement the used terms mean:

topogeodezichesky providing – complex (system) of actions, and also organizational and practical activities of bodies of military management and military units on creation of means of topogeodezichesky information, providing bodies of military management with them and troops (forces) for the purpose of creating favorable conditions for studying, assessment and use of the area under the organization of management and interaction, and also effective use of arms, the military and special equipment, automated control systems for troops;

navigation providing – complex of actions for determination of location, navigation parameters of movement and optimum routes (trajectories) of movement of troops (forces);

means of topogeodezichesky providing – the technical means intended for accomplishment of special works in case of topogeodezichesky providing, which are component of military equipment and turning on geodetic, gravimetric, topographical, cartographic, photogrammetric devices, the equipment, tools, and also different accessories of topogeodezichesky appointment;

means of land navigation – the technical means intended for land navigation of objects;

geospatial information – data set about the area and objects located on the Earth's surface in the subsurface layer of Earth, near-surface layer of the atmosphere of Earth and near-earth space necessary for use in different spheres of activity.

Article 2

The parties cooperate in area of topogeodezichesky and navigation providing armed forces of the State Parties of the CIS through authorized bodies which are determined by each Party. The information about them is transferred to depositary in case of delivery to storage of the notification on accomplishment of the interstate procedures necessary for the introduction of this agreement to force.

Each of the Parties within a month in writing notifies depositary on changes of authorized bodies.

Article 3

The parties perform cooperation in the following main directions:

interaction of armed forces of the State Parties of the CIS in questions of topogeodezichesky and navigation providing;

development of general approaches to the solution of organizational and technical issues of topogeodezichesky and navigation providing;

coordination of activities when carrying out scientific developments, designing, production, acquisition and implementation of means of topogeodezichesky and navigation providing, including by development of joint programs for enhancement of methods of topogeodezichesky and navigation providing;

assistance to development of joint research and developmental activities in the field of topogeodezichesky and navigation providing for the benefit of armed forces of the State Parties of the CIS;

training and specialists for topographical services of armed forces of the State Parties of the CIS;

interaction in the field of standardization and unification of means of geospatial information, topogeodezichesky and navigation providing;

on other questions of cooperation in the field of topogeodezichesky and navigation providing which are of mutual interest.

Article 4

The basic principles of cooperation are:

equality in development and implementation of the made decisions;

collective discussion and the problem resolution, the tasks of topogeodezichesky and navigation providing arising in case of accomplishment;

mutual respect of national interests.

Article 5

The parties develop cooperation in the field of topogeodezichesky and navigation providing in the following forms:

preparation and implementation of international treaties and decisions of bodies of the CIS in the field of topogeodezichesky and navigation providing armed forces of the State Parties of the CIS;

solution of organizational and technical issues of topogeodezichesky and navigation providing;

mutual exchange of information between topographical services about opportunities of the topogeodezichesky and navigation equipment and perspectives of its development and enhancement;

planning and organization of works on creation of geographic information systems and databases;

development of the approved approaches to application of topographical services and accomplishment of tasks by them on topogeodezichesky and navigation providing;

carrying out joint special exercises;

organization of joint charges of divisions of topographical services;

carrying out joint research and development works in the field of creation of means of topogeodezichesky and navigation providing, and also development of methods of application of topogeodezichesky military units of topographical services in case of the solution of tasks of topogeodezichesky and navigation providing according to additional arrangements.

Article 6

The cooperation of the Parties on purchase and delivery, including on favorable terms, means of topogeodezichesky providing and land navigation, geospatial information or on the direction of information on them is performed by means of execution of the corresponding requests.

Information on possibility of purchase and delivery can be transferred to the Parties in initiative procedure if there are bases to believe that the offered means of topogeodezichesky providing and land navigation, geospatial information are of interest to these Parties.

For the purpose of refining of the acquired information of the Party can request its confirmation or explanation.

The inquiry is sent in writing, signed by the head of authorized body and makes sure properly.

Article 7

The parties take all necessary measures for ensuring complete, timely and high-quality execution of request.

The query is solved in agreed time frames according to the procedure, determined by the national legal system of the required Party.

The authorized body of the requesting Party in time which is not exceeding 30 days from the date of receipt of request is notified on the circumstances interfering (detaining) to its execution.

If the data specified in request are insufficient for its execution, the authorized body of the required Party has the right to request the additional data necessary for proper execution of request.
