Article 1. The main characteristics of the budget of Social Insurance Fund of the Russian Federation for 2015 and for planning period of 2016 and 2017

1. Approve the main characteristics of the budget of Social Insurance Fund of the Russian Federation (further - Fund) for 2015:

1) the predicted total amount of budget receipts of Fund 519 481 170, thousand rubles, including on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 387 145 665, thousand rubles taking into account the unused means of the interbudget transfers transferred from the budget of Fund to the federal budget from the federal budget in volume of 55 000 000, thousand rubles, on compulsory social insurance from labor accidents and occupational diseases in the amount 97 308 999, 5 thousand rubles, the interbudget transfers on execution of separate state powers from the federal budget in the amount 15 996 505, 9 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount 19 030 000, 0 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 602 687 289, 0 thousand rubles, including on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 481 288 847, 4 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases in the amount 86 371 935, 7 thousand rubles, at the expense of the interbudget transfers on execution of separate state powers from the federal budget and the budget of Federal Compulsory Health Insurance Fund in the amount 35 026 505, 9 thousand rubles;

3) amount of budget deficit of Fund in the amount 83 206 118, 1 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 94 143 181, 9 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases in the amount 10 937 063, 8 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2016 and 2017:

1) the predicted total amount of budget receipts of Fund for 2016 in the amount 625 004 961, 1 thousand rubles and for 2017 in the amount 680 239 441, 1 thousand rubles, including on compulsory social insurance on case of temporary disability and in connection with motherhood for 2016 in the amount 488 634 209, 5 thousand rubles and for 2017 in the amount 532 611 657, 1 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2016 in the amount 111 841 545, 0 thousand rubles and for 2017 in the amount 122 414 136, 6 thousand rubles, the interbudget transfers on execution of separate state powers from the federal budget for 2016 in the amount 5 499 206, 6 thousand rubles and for 2017 in the amount 6 183 647, 4 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund annually in the amount 19 030 000, 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2016 in the amount 622 591 281, 2 thousand rubles and for 2017 in the amount 661 453 555, 6 thousand rubles, including on compulsory social insurance on case of temporary disability and in connection with motherhood for 2016 in the amount 504 290 685, 1 thousand rubles and for 2017 in the amount 536 173 975, 2 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2016 in the amount 93 771 389, 5 thousand rubles and for 2017 in the amount 100 065 933, 0 thousand rubles, at the expense of the interbudget transfers on execution of separate state powers from the federal budget and the budget of Federal Compulsory Health Insurance Fund for 2016 in the amount 24 529 206, 6 thousand rubles and for 2017 in the amount 25 213 647, 4 thousand rubles;

3) amount of budget surplus of Fund for 2016 in the amount 2 413 679, 9 thousand rubles and for 2017 in the amount 18 785 885, 5 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood for 2016 in the amount 15 656 475, 6 thousand rubles and for 2017 in the amount 3 562 318, 1 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases for 2016 in the amount 18 070 155, 5 thousand rubles and for 2017 in the amount 22 348 203, 6 thousand rubles.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

3. Determine that in case of change in 2015 of structure and (or) functions of chief managers of budget receipts of Fund or chief managers of sources of financing of budget deficit of Fund, and also change of the principles of appointment and assignment, structure of codes of classification of the income of budgets of the Russian Federation and classification of sources of financing of deficits of budgets corresponding changes are reflected in the performance report of the budget of Fund for 2015 based on regulatory legal act of the Ministry of Finance of the Russian Federation.

Article 3. Sources of internal financing of budget deficit of Fund

1. Approve sources of internal financing of budget deficit of Fund for 2015 and for planning period of 2016 and 2017 according to appendix 3 to this Federal Law.

2. Determine that source of internal financing of budget deficit of Fund on 2015, 2016 and 2017 regarding compulsory social insurance on case of temporary disability and in connection with motherhood is balance on compulsory social insurance on case of temporary disability and in connection with motherhood for January 1 of the corresponding year in the amount 94 143 181, of 9 thousand rubles in 2015, in the amount 15 656 475, of 6 thousand rubles in 2016 and in the amount 3 562 318, of 1 thousand rubles in 2017.

3. Determine that the remaining balance of budget funds of Fund formed for January 1, 2015 as a result of incomplete use of the interbudget transfers of the federal budget on compensation of the loss of income of the budget of Fund in connection with establishment of the lowered rates of insurance premiums for compulsory social insurance for case of temporary disability both in connection with motherhood and on ensuring balance of the budget of Fund for results of budget implementation of Fund in previous years in volume of 13 470 000, of 0 thousand rubles in 2015, 14 450 000, of 0 thousand rubles in 2016, 15 750 000, 0 thousand rubles in 2017 go for compensation of the loss of income of the budget of Fund in connection with establishment of the lowered rates of insurance premiums for compulsory social insurance for case of temporary disability and in connection with motherhood.

Article 4. Budgetary appropriations of the budget of Fund for 2015 and for planning period of 2016 and 2017

1. Approve distribution of budgetary appropriations of the budget of Fund for Sections, subsections, target Articles and groups of expense types of classification of budgets expenses:

1) for 2015 according to appendices 4 and 4.1 to this Federal Law;

2) for planning period of 2016 and 2017 according to appendix 5 to this Federal Law.

2. Approve the total amount of the budgetary appropriations directed to execution of public normative obligations, for 2015 in the amount 527 758 262, of 6 thousand rubles for 2016 in the amount 554 232 492, 1 thousand rubles and for 2017 in the amount 590 641 757, 9 thousand rubles.

Article 5. Features of use of budgetary appropriations of the budget of Fund in the sphere of social policy

Determine that the Fund in 2015 performs:
