1. Approve:

Regulations on the organization and functioning of the Service of information technologies subordinated to the Ministry of Internal Affairs, according to appendix No. 1;

structure of the Service of information technologies subordinated to the Ministry of Internal Affairs, according to appendix No. 2.

2. Establish the extreme number of the Service of information technologies subordinated to the Ministry of Internal Affairs, in number of 114 units.

3. To the Ministry of Internal Affairs to bring the regulations into accord with this Resolution.

Regulations on the organization and functioning of the Service of information technologies subordinated to the Ministry of Internal Affairs

I. General provisions

1. This Provision establishes mission, the main functions, the main obligations, common laws of the Service of information technologies subordinated to the Ministry of Internal Affairs (further - Service), and also procedure for the organization of its activities.

2. The service is the administrative authority created for rendering the public services connected with issue of documents in spheres of the competence and authorized to coordinate implementation of strategic base and policy of development in the field of information technologies and communication in central office of the Ministry of Internal Affairs (further - the Ministry), administrative authorities and organizations subordinated to it.

3. The service has independence in administrative matters, and also in decision making, connected with realization of the mission.

4. The service has the name, seal with the image of the State Emblem of the Republic of Moldova, treasurer accounts, and also other specific attributes of the administrative authority subordinated to the Ministry established by the legislation. The Service location – mun. Chisinau.

5. Financing and material logistics of activities of Service are performed at the expense of the means provided in the law on the government budget for the corresponding year, and from other sources which are not forbidden by the law.

6. The service performs activities on the basis of the Constitution of the Republic of Moldova, presidential decrees of the Republic of Moldova, the laws, resolutions of Parliament and the Government, international treaties which party is the Republic of Moldova, regulations of the Ministry, and also on the basis of this provision.

II. Mission, main functions, main obligations and common laws of Service

7. The mission of Service consists in provision of support to the Ministry in realization of strategic tasks and provision of public and interdepartmental services by means of information technologies and communication, promoting increase in operating efficiency and service quality, provided by the Ministry to citizens.

8. For the purpose of realization of the mission the Service adheres consistently in the activities of the following purposes:

1) strategic alignment – strategy in information technologies and communications corresponds and supports general strategy of the Ministry, promoting goal achievement of the National development strategy of information society "Digital Moldova 2020";

2) creation of value added – information technologies and communication are integrated into activities and processes of the Ministry, meet his requirements, are flexible in relation to new requirements and bring value added of activities of the Ministry;

3) compliance and risk management – in the Ministry risks in the sphere of information technologies and communication are realized and are controlled optimum, and compliance to the current legislation and the applied provisions is provided;

4) optimization of use of resources – the benefits received by the Ministry from the investments and costs connected with information technologies and communication are maximized, resources and possibilities of information technologies and communications are used optimum and is transparent.

9. For the purpose of realization of the mission and achievement of the established purposes the Service performs the following main functions:

1) rendering the public and interdepartmental services other than services of information technologies and communication, to beneficiaries of the Ministry and beyond its limits;

2) rendering services in the field of information technologies and the communication relating to the Ministry;

3) coordination of strategic planning process in the field of information technologies and communication for the Ministry;

4) coordination of architecture of information technologies and communications of wide scale within the Ministry;

5) coordination of the regulatory base in the field of information technologies and communication for the Ministry.

10. The main obligations of Service connected with function of rendering public and interdepartmental services are:

1) rendering public services for physical persons and legal entities, according to the current legislation;

2) rendering information and transactional services to other state bodies, according to the current legislation;

3) management of the Ministry of archival funds.

11. The main obligations of Service connected with function on rendering services in the field of information technologies and the communication relating to the Ministry are:

1) actuating as the supplier of all new services in the field of information technologies and communication, held for use within the Ministry;
