About additional measures for implementation of the Law of the Republic of Uzbekistan "About donorship of blood and its components"

In pursuance of the Resolution of the President of the Republic of Uzbekistan of July 15, 2013 No. PP-2003 "About approval of plans of development of the normative and legal and other acts directed to realization of referential regulations of the laws" and also for the purpose of development of non-paid donorship and providing inventories of blood and its Cabinet of Ministers components decides:

1. Approve:

Regulations on procedure for coordination of activities of service of blood according to appendix No. 1;

Regulations on procedure for transportation, import and export of donor blood, its components and medicines according to appendix No. 2;

Standard rates of ensuring requirements of treatment and prevention facilities for components of donor blood according to appendix No. 3.

2. To the Ministry of Health of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts into accord with this resolution.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.

Regulations on procedure for coordination of activities of service of blood

I. General provisions

1. This Provision according to the Law of the Republic of Uzbekistan "About donorship of blood and its components" determines procedure for coordination of activities of service of blood.

2. The service of blood represents set of specialized medical institutions of the state health care system, irrespective of departmental accessory, on collection, procurement, conversion, storage of donor blood and its components (further - organizations of service of blood).

3. Coordination of activities of organizations of service of blood, and also the ministries, departments, public authorities on places concerning donorship of blood and its components is performed by the Ministry of Health of the Republic of Uzbekistan.

The Ministry of Health of the Republic of Uzbekistan the relevant order determines procedure for collection, procurement, conversion, storage and use of donor blood and its components by organizations of service of blood.

II. Structure and powers of service of blood

4. The service of blood includes:

Republican center of blood transfusion;

The Blood Medicines scientific and production enterprise in the city of Tashkent;

blood transfusion stations of the Republic of Karakalpakstan and areas;

Blood transfusion station under the Republican specialized scientific and practical medical center of surgery of name of the academician V. Vakhidov;

Blood transfusion station of Multi-profile clinic of the Tashkent medical academy;

the departments of blood transfusion which are engaged in procurement of donor blood, the multi-profile medical centers of the Republic of Karakalpakstan and areas;

the departments of blood transfusion which are engaged in procurement of donor blood, district (city) medical associations;

stations and departments of blood transfusion of the ministries, departments and other state organizations.

5. The organization and operating procedure of organizations of service of blood are determined by the provisions approved:

the relevant ministries and departments - for organizations of service of blood of republican value;

public authorities on places - for organizations of service of blood of regional value.

6. The organizations of service of blood which are engaged in production of medicines of blood perform the activities on the basis of the license for pharmaceutical activities in the procedure established by the legislation.

7. The service of blood performs the organization of donorship of blood and its components in the way:

collection, procurement, conversion, storage of donor blood, its components and medicines;

attraction of the population to voluntary surrender of blood and its components;

providing safety conditions of production and use of donor blood and its components, and also medicines of donor blood;

organizations of transportation of donor blood and its components, and also medicines of donor blood;

creations and updates of bank of donor blood;

implementation of research activities for questions of the organization of service of blood, donorship, procurement of blood and its components and their clinical application;

forming of the single electronic database on blood donorship;

interactions with non-state non-governmental organizations, self-government institutions of citizens on development of voluntary non-paid donorship of blood and its components.

The service of blood can perform and other powers according to the legislation.

III. Powers of public authorities on places, the ministries and departments of coordination of activities of service of blood

8. Public authorities on places within the powers:

provide execution of the legislation on donorship of blood and its components;

will organize donorship of blood and its components in the territories;

allocate funds from the local budget for development of donorship of blood and its components.

Public authorities on places in the field of donorship of blood and its components can perform also other powers according to the legislation.

9. Heads of the ministries and departments within the powers:

render assistance to service of blood in involvement of persons in ranks of donors;

freely release from place of employment, service or study according to the statement of the donor in healthcare institutions in day of medical examination, and also in day of blood donation, except as specified, when absence of the donor on its workplace or the duty station these days can lead to threat of life or human health, failure to carry out of the tasks connected with ensuring defense, safety of the state and public order or to other heavy consequences;

provide necessary rooms for the organization of blood donation;

provide to the donor the guarantees established by the legislation and apply encouragement measures.

The ministries and departments in the field of donorship of blood and its components can perform also other powers according to the legislation.
