According to Items 19 - 21 parts one of article 6 of the Law of Ukraine "About the status of veterans of war, guarantees of their social protection" the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for provision and deprivation of participant status of fighting of persons which protected independence, sovereignty and territorial integrity of Ukraine and were directly involved in anti-terrorist operation, ensuring its carrying out or in implementation of actions for ensuring national security and defense, repulse and control of the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, ensuring their implementation which is applied.

2. Determine that prior to functioning of the Unified state register of veterans of war the Ministry of cases of veterans, temporarily occupied territories and internally displaced persons provides functioning and maintaining the unified register of participants of anti-terrorist operation and persons who took part in implementation of actions for ensuring national security and defense, repulse and control of the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, ensuring their implementation.

1. This Procedure determines the procedure of provision and deprivation of participant status of fighting of persons which protected independence, sovereignty and territorial integrity of Ukraine and were directly involved in anti-terrorist operation, ensuring its carrying out or in implementation of actions for ensuring national security and defense, repulse and control of the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, ensuring their implementation, and category of such persons.

2. The participant status of fighting is provided:

the serviceman (reservists, persons liable for call-up) of Armed Forces, National guard, the SSU, Service of foreign intelligence, State frontier service, State special transservice, the military personnel of military prosecutor's offices, to faces of the private and the commanding structure of divisions of operational providing anti-terrorist operation zones of GFS, police officers, faces of the private, the commanding structure, military personnel of the Ministry of Internal Affairs, Management of the state protection, the Gosspetssvyaz, DSNS, the Public criminal and executive service, the staff of Service of judicial protection formed according to the laws of Ukraine of other military forming which protected independence sovereignty and territorial integrity of Ukraine and were directly involved in anti-terrorist operation, ensuring its carrying out, being directly in areas of anti-terrorist operation during its carrying out, in implementation of actions for ensuring national security and defense, repulse and control of the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, ensuring their implementation, being directly in areas and during implementation of the specified actions;

to persons, as a part of voluntary forming which were formed or self-organized for protection of independence, sovereignty and territorial integrity of Ukraine, were directly involved in anti-terrorist operation, being directly in areas of anti-terrorist operation during its carrying out provided that further such voluntary forming according to the list determined by the anti-terrorist center under the SSU and the General Staff of Armed Forces were included in structure of Armed Forces, the Ministry of Internal Affairs, National police, National guard and other military forming and law enforcement agencies formed according to the laws of Ukraine.

to persons who during the period before entry into force of the Law of Ukraine "About features of state policy on ensuring the state sovereignty of Ukraine in temporarily occupied territories in the Donetsk and Luhansk regions" as a part of voluntary forming which were formed or self-organized for protection of independence, sovereignty and territorial integrity of Ukraine were directly involved in anti-terrorist operation, being directly in areas of anti-terrorist operation during its carrying out at least than 30 calendar days, including on set of days of stay in areas of its carrying out, in interaction with Armed Forces, the Ministry of Internal Affairs, National police, National guard, the SSU and other military forming and law enforcement agencies formed according to the laws of Ukraine.
