About approval of professional standards of oil and gas industry on specialties of technical and professional education

According to Item 3 of Article 138-5 of the Labor Code of the Republic of Kazakhstan of May 15, 2007, PRIKAZYVAYU:

1. Approve:

1) the professional standard "Rubber Production" according to appendix 1 to this order;

2) the professional standard "Production of Tires and Process of Curing" according to appendix 2 to this order;

3) the professional standard "Technology of Polymeric Production" according to appendix 3 to this order;

4) the professional standard "Technology of Oil Refining and Gas" according to appendix 4 to this order;

5) the professional standard "Operation and Servicing of Ecological Installations" according to appendix 5 to this order;

6) the professional standard "Drilling of Oil and Gas Wells (on the Land)" according to appendix 6 to this order;

7) the professional standard "Construction and Operation of Gas and Oil Pipelines and Gas and Oil Storages" according to appendix 7 to this order;

8) the professional standard "Repair and Servicing of Electric Systems of Compressor Stations and Underground Pipelines" according to appendix 8 to this order;

9) the professional standard "Installation of Processing Equipment and Pipelines" according to appendix 9 to this order;

10) the professional standard "Transportation and Oil Storage and Gas" according to appendix 10 to this order;

11) the professional standard "Testing of Wells for Oil and Gas" according to appendix 11 to this order;

12) the professional standard "Maintenance and Repair of the Equipment of Oil and Gas Fields" according to appendix 12 to this order;

13) the professional standard "Maintenance and Repair of the Equipment of the Companies of the Oil-processing and Chemical Industry" according to appendix 13 to this order;

14) the professional standard "Operation of Oil and Gas Fields" according to appendix 14 to this order;

15) the professional standard "Construction and Operation of Gas-oil and Fuel Stations" according to appendix 15 to this order.

2. To strategic development department and international cooperation of the Ministry of oil and gas of the Republic of Kazakhstan (Abishev E. A.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction on official publication of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in mass media;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction on official publication in information system of law of Ad_let;

4) placement of this order on official Internet resource of the Ministry of oil and gas of the Republic of Kazakhstan.

3. To impose control of execution of this order on the responsible secretary of the Ministry of oil and gas of the Republic of Kazakhstan Safinov K. B.

4. This order becomes effective after ten calendar days from the date of its first official publication.

Professional standard "Rubber Production"

1. General provisions

1. The professional standard is intended for:

1) developments of single requirements to content of professional activity, updating of the qualification requirements meeting modern requirements of the labor market;

2) solutions of wide range of tasks in the field of personnel management;

3) developments of educational standards, curricula, modular training programs, and also developments of the corresponding educational and methodical materials;

4) evaluating professional readiness and confirmation of conformity of qualification of specialists.

2. The main users of professional standards are:

1) graduates of the organizations of education, workers;

2) heads and employees of the organizations, heads and specialists of divisions of personnel management of the organizations;

3) the specialists developing educational programs;

4) specialists in the field of assessment of professional readiness and confirmation of conformity of qualification of specialists.

3. On the basis of the professional standard internal, corporate standards of the organizations on functional models of activities, position, advanced training, employee assessment, incentive system of work and others can be developed.

4. In this professional standard the following terms and determinations are applied:

1) industry frame of qualifications - the structured description of the qualification levels recognized in industry;

2) the professional standard - the standard determining in specific area of professional activity of the requirement to skill level and competence to content, quality and working conditions;

3) profession - the main occupation of labor activity of the person requiring the certain knowledge, abilities and practical skills acquired as a result of special preparation and confirmed by the relevant documents on education;

4) the worker's profession - structural unit of the employer, directly busy in the course of creation of material values, production (services, works), and also occupied with repair, cargo transfer, transportation of passengers, rendering material services;

5) area of professional activity - the set of types of labor activity of industry having general integration basis and assuming similar set of labor functions and competences for their accomplishment;

6) type of labor activity - the part of the area of professional activity created by complete set of labor functions and competences, necessary for their accomplishment;

7) skill level - the level of requirements to qualification (competences) of the worker reflecting complexity, independence and responsibility of the performed works;

8) qualification - degree of professional readiness of the worker to accomplishment of specific work type;

9) competence - employee ability to apply in professional activity of knowledge, skills;

10) labor function - the component of type of labor activity representing the integrated and rather autonomous set of the labor actions determined by business process and assuming availability of necessary competences for their accomplishment.

5. In this professional standard the following reducings are used:

PD - professional activity;

VD - type of activity;

PS - the professional standard;

NRK - national frame of qualifications;

ORK - Industry frame of qualifications (the order of the Oil Minister and gas of the Republic of Kazakhstan of October 18, 2013 No. 184 "About approval of industry frame of qualifications of oil and gas industry", No. registered in the Ministry of Justice of the Republic of Kazakhstan on November 13, 2013 8904);

ETKS - Single wage rate book of works and professions of working RK;

GKZ - PK 01-2005 GKZ the State qualifier of occupations in RK;

TKH - Standard qualification characteristics of positions of heads, specialists and other employees of the organizations;

SIZ - individual protection equipment;

KIP - instrumentations;

Maximum allowable concentration - threshold limit value;

KS - the qualifier of specialties.

6. Type of economic activity (area of professional activity): rubber production.

7. Main objective of type economic (areas professional) activities: organization and conducting engineering procedure of rubber production.

The professional standard establishes in the field of professional activity "Rubber production" of the requirement to content, quality, working conditions, qualification and employee competences.

8. Types of labor activity, profession, qualification levels are specified in Appendix 1 to this professional standard.

Requirements of the standard belong to types of activity and the following professions of this area: drivers-bureaucrats of rubber production, operator of rubber production, technician-technologist.

11. The profession "Drivers-bureaucrats of rubber production" according to Appendix 2, obliges the subject to know and be able to carry out the tasks connected with realization of the main function: conducting engineering procedures on production of product.

Communication with the existing regulating documents is specified in Table 1 of Appendix 2 to this professional standard.

12. Requirements to working conditions, education and work experience of drivers-bureaucrats of rubber production, are provided in Table 2 of Appendix 2 to this professional standard.

13. The list of units of the professional standard is specified in Table 3 of Appendix 2 to this professional standard.

The profession "The operator of rubber production" according to Appendix 3, obliges the subject to know and be able to carry out the tasks connected with realization of the main function: carrying out, regulation, control of the basic engineering procedure of production of rubber products and footwear.

Communication with the existing regulating documents is specified in Table 1 of Appendix 3 to this professional standard.

19. Requirements to working conditions, education and work experience of the operator of rubber production are provided in Table 2 of Appendix 3 to this professional standard.

20. The list of units of the professional standard is specified in Table 3 of Appendix 3 to this professional standard.

25. The profession "Technician-technologist" according to Appendix 4, obliges the subject to know and be able to carry out the tasks connected with realization of the main function: organization of engineering procedure of rubber production.

26. Requirements to working conditions, education and work experience of the technician-technologist, the technologist are provided in Table 2 of Appendix 4 to this professional standard.
