About further development of single system of interdepartmental electronic interaction

The government of the Russian Federation decides:

1. Determine that:

a) interdepartmental electronic interaction between federal executive bodies, state non-budgetary funds, executive bodies of the government of subjects of the Russian Federation, local government bodies, the public and local government offices, the multipurpose centers, other bodies and the organizations is performed with use of the program and technical means developed according to the technical requirements to interaction of information systems in single system of interdepartmental electronic interaction approved by the Ministry of digital development, communication and the mass communications of the Russian Federation providing possibility of access through system of interaction to their information systems (further - electronic services) and (or) single documentary method with use of the technology of queues of electronic messages providing interaction of programs in the asynchronous mode not requiring installation between them direct link and guaranteeing receipt of the transferred electronic messages (further - single electronic service);

b) interdepartmental electronic interaction between federal executive bodies and state non-budgetary funds is performed with use:

electronic service till January 1, 2015;

single electronic service and (or) electronic services from January 1, 2015 to December 31, 2017;

single electronic service since December 31, 2017;

c) federal executive bodies and state non-budgetary funds need to provide organizational and technological capability of provision of information with use of single electronic service within interdepartmental electronic interaction since July 1, 2017.

2. Approve the enclosed changes which are made to the Regulations on single system of interdepartmental electronic interaction approved by the order of the Government of the Russian Federation of September 8, 2010 No. 697 "About single system of interdepartmental electronic interaction" (The Russian Federation Code, 2010, No. 38, Art. 4823; 2011, No. 24, Art. 3503; No. 49, Art. 7284; 2013, No. 45, Art. 5827; 2014, No. 12, Art. 1303; No. 42, Art. 5746).

3. Development of electronic services by federal executive bodies and bodies of state non-budgetary funds since January 1, 2015 is not allowed.

4. Recommend to public authorities of subjects of the Russian Federation and local government bodies:

a) since January 1, 2017:

not perform development of electronic services;

perform interdepartmental electronic interaction with use of single electronic service and (or) electronic services;

b) since July 1, 2017 to provide organizational and technological capability of provision of information with use of single electronic service within interdepartmental electronic interaction;

c) since December 31, 2017 to perform interdepartmental electronic interaction with use of single electronic service.

Changes which are made to Regulations on single system of interdepartmental electronic interaction

1. State Item 2 in the following edition:

"2. The system of interaction represents the federal state information system including the information databases including containing data on the program and technical means used by bodies and the organizations providing possibility of access through system of interaction to their information systems (further - electronic services), about the program and technical means providing single documentary method of interaction of information systems of bodies and organizations by means of the technology of queues of electronic messages which is providing interaction of programs in the asynchronous mode, not requiring installation between them direct link and guaranteeing receipt of the transferred electronic messages (further - single electronic service), and data on movement history in system of interaction of electronic messages, and also the program and technical means providing interaction the systems of interaction, observance of the procedures provided by the technical requirements to interaction of information systems in single system of interdepartmental electronic interaction approved by the Ministry of Telecom and Mass Communications of the Russian Federation allowing to perform monitoring (further - technical requirements), and the agreements signed according to Item 14 of this provision and to provide information and methodical support to bodies and organizations regarding use of system of interaction by them, other information systems included in the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically and connected to system of interaction.".

5. In Item 11:

a) state the subitem "an" in the following edition:

"a) develop electronic services and maintain operability of these services;";

b) add with the subitem "zh" of the following content:

"g) develop formats of the data necessary for provision of the state and municipal services and accomplishment of the state and municipal functions, according to technical requirements.".

6. To add Item 13 after the words "Access of Bodies and Organizations to" with words "to single electronic service of system of interaction and".
