About Regulations on the Pension fund of Ukraine

1. Approve Regulations on the Pension fund of Ukraine it (is applied).

2. Recognize invalid presidential decrees of Ukraine according to the list it (is applied).

3. To the Cabinet of Ministers of Ukraine to bring in three-months time the acts into accord with this Decree.

4. This Decree becomes effective from the date of its publication.

Regulations on the Pension fund of Ukraine

1. The pension fund of Ukraine is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine through the Minister of social policy of Ukraine (further - the Minister).

The pension fund of Ukraine is a part of the system of executive bodies and provides realization of state policy concerning provision of pensions and conducting the personified accounting of receipts from payment of single fee on obligatory national social insurance (further - single fee).

2. The pension fund of Ukraine in the activities is guided by the Constitution of Ukraine and the laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, orders of the Ministry of social policy of Ukraine (further - the Ministry), other acts of the legislation of Ukraine, and also orders of the President of Ukraine and the Minister.

3. The main objectives of the Pension fund of Ukraine are:

realization of state policy concerning provision of pensions and conducting the personified accounting of receipts from payment of single fee;

introduction of offers to the Minister of forming of state policy of provision of pensions and accounting of persons which are subject to obligatory national social insurance;

management and management of solidary system of obligatory national pension insurance;

purpose (recalculation) of pensions, monthly perpetual monetary pay to judges in resignation and preparation of documents for their payment;

providing timely and in full financings and pension payments, benefits for burial, other payments which according to the legislation are performed at the expense of the means of the Pension fund of Ukraine and other sources determined by the legislation;

effective and target use of means, enhancement of methods of financial planning, the reporting and the control system behind expenditure of means;

ensuring receipts from payment of collection on obligatory national pension insurance, accounting of these receipts, other means according to the legislation and control of their payment, ensuring maintaining the register of insured persons;

accomplishment of other tasks determined by the laws of Ukraine and assigned to the Pension fund of Ukraine by the President of Ukraine.

4. The pension fund of Ukraine according to the tasks assigned to it:

Studies 1) and analyzes situation in the sphere of provision of pensions, provides carrying out yearly actuarial calculations of financial condition of system of obligatory national pension insurance;

2) is developed by the budget statement of the Pension fund of Ukraine constitutes the report on its execution and represents them in accordance with the established procedure to the Minister for submitting for examination of the Cabinet of Ministers of Ukraine, performs effective distribution of financial resources for provision of pensions;

3) will organize work on forming, the automated information processing in system of the Pension fund of Ukraine;

4) performs measures for ensuring access to data of the register of insured persons;

Will organize 5), coordinates and controls work of head departments of the Pension fund of Ukraine in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, managements in areas, the cities, areas in the cities, and also managements in the cities and areas (further - territorial authorities) on:

to collection in stipulated by the legislation procedure for timely not assessed and/or not paid amounts of insurance premiums and other payments;

to application of the financial sanctions provided by the law;

to appointment (recalculation) and pension payment and monthly perpetual monetary pay to judges in resignation;

to providing timely and in full financings and pension payments, benefits for burial and other payments which according to the legislation are performed at the expense of the means of the Pension fund of Ukraine and other sources determined by the legislation;

to accounting of means of the Pension fund of Ukraine, maintaining statistical and accounting records;

to provision to insurers and insured persons of information determined by the legislation;

6) is provided by carrying out competitive selection of banks which perform payment and delivery of pensions;

7) accepts according to the legislation and international treaties of Ukraine measures for the translation of pensions to the citizens who went abroad on the permanent residence and pension payments to pensioners of foreign states who constantly live in Ukraine;

8) exercises within the powers control of target use of means of the Pension fund of Ukraine, other means intended for pension payment and monthly perpetual monetary pay to judges in resignation;

Analyzes 9) and predicts receipt of funds from payment of single fee, will organize interaction and exchange of information with the Ministry of the income and charges of Ukraine and other state bodies concerning charge and payment of single fee, the personified accounting of receipts from payment of single fee, measure calculation of the average salary of workers for award of pension;
