1. Approve the enclosed Regulations on radio-frequency service.

2. Recognize invalid acts of the Government of the Russian Federation according to the list according to appendix.

Regulations on radio-frequency service

1. Specially authorized service on ensuring regulation of use of radio frequencies and radio-electronic means under Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (further - radio-frequency service) represents the organization which is under authority of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications, performing activities in the field of ensuring proper use of radio frequencies and radio-frequency channels, radio-electronic means and (or) high-frequency devices of civil appointment (further - radio-electronic means and (or) high-frequency devices), examination and monitoring of compliance with law in the established field of activity of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications, and also participating in provision of the state services.

2. The radio-frequency service performs the activities on the basis of the following principles:

a) continuity of control of functioning of communication networks and information space of the Russian Federation;

b) interrelation of functions and powers of radio-frequency service and Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications;

c) unity of technical policy, means and methods of implementation of the assigned functions;

d) openness and accuracy of the information about condition of use of radio frequencies and radio-frequency channels radio-electronic means;

e) compliance of organization activity, entering into radio-frequency service, to tasks of ensuring preserving unity and integrity of information space of the Russian Federation.

3. Tasks of radio-frequency service are implementation of organizational and technical measures for ensuring proper use of radio frequencies or radio-frequency channels, radio-electronic means and (or) high-frequency devices in the territory of the Russian Federation, and also in the territory which is under jurisdiction of the Russian Federation, assistance in identification of violations in the sphere of use of radio-frequency range, rendering communication services, uses of means of mass communications and distribution of information.

4. The radio-frequency service performs the following functions:

a) exercises control of radiations of radio-electronic means and (or) high-frequency devices (radio control);

b) provides proper use of radio frequencies or radio-frequency channels, radio-electronic means and (or) high-frequency devices;

c) renders assistance in providing the international legal protection of assignments of radio frequencies or radio-frequency channels;

d) performs monitoring of the communication networks organized without use of radio-frequency range;

e) performs monitoring of mass media and mass communications, information and telecommunication networks and information space regarding compliance with law of the Russian Federation in the sphere of communication, information technologies, mass communications, and also legislations on personal data;

e) participates in provision of the state services by Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications and implementation of the state functions.

5. Treat powers of radio-frequency service:

a) radio control implementation;

b) carrying out calculations of electromagnetic compatibility of radio-electronic means, including radio-electronic means of foreign states with radio-electronic means of the Russian Federation;

c) plan development of frequency and territorial placement of radio-electronic means;

d) conducting examination of possibility of use of the declared radio-electronic means and their electromagnetic compatibility with the radio-electronic means operating and planned for use, and also execution of the conclusions about results of this examination;

e) accomplishment in accordance with the established procedure works on international legal protection of assignment of radio frequencies or radio-frequency channels;

e) performance of works on preparation and (or) examination of documents for providing the international legal protection of assignments of radio frequencies or radio-frequency channels for radio-electronic means, including orbital and frequency line items for spacecrafts if protection of such assignments is provided by Regulations of radio communication of International union of telecommunication and international agreements;

g) participation in development of the regulations regulating ensuring electromagnetic compatibility of radio-electronic means by the choice of the location of radio-electronic funds for the territories and (or) in space and also by the choice of working radio frequencies for them (regulations of frequency and territorial rating);

h) accomplishment according to the procedure, established by the Ministry of digital development, communication and mass communications of the Russian Federation, works by training of call signs for identification of radio-electronic means;

i) creation of the single automated system of collection, processing, accounting and data storage about assignments of radio frequencies or radio-frequency channels for radio-electronic means and call signs of identification, and also ensuring functioning of this system;

j) organization of scientific and technical researches and experimental works;

k) bringing at the request of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications of information on temporary bans on work of radio-electronic means to data of users radio-frequency range;

l) conducting examination of specifications on development of radio-electronic means and (or) high-frequency devices and specifications for their serial production regarding ensuring compliance with electromagnetic compatibility;

m) the organization and performance of works for calculation of zone of servicing, including broadcasting zone for land on-air broadcasting and for satellite broadcasting, and on measurement of electromagnetic fields for the purpose of determination of zone of servicing of radio-electronic means;

o) the organization and carrying out in locations of radio-electronic means and (or) high-frequency devices of testing for their electromagnetic compatibility (natural testing);

o) work on research of new radio-frequency channels and development of radio-frequency range and orbital and frequency line items for spacecrafts of civil appointment;
