Requirements for respect for transport safety for the physical persons following or being on objects of transport infrastructure or vehicles on modes of transport, and also in the safety areas established around separate courts and (or) other floating crafts with the nuclear reactor or courts and (or) other floating crafts transporting nuclear materials, objects of transport infrastructure

1. This document determines requirements for respect for transport safety for the physical persons following or being on objects of transport infrastructure or vehicles of different types of transport and also in the safety areas established around separate courts and (or) other floating crafts with the nuclear reactor or courts and (or) other floating crafts transporting nuclear materials, objects of transport infrastructure.

2. The physical persons following or being on object of transport infrastructure or the vehicle shall:

a) perform pass (journey) to zone of transport safety according to the rules of carrying out examination, additional examination and repeated examination for the purpose of ensuring transport safety including the list of necessary documents, established by the Ministry of Transport of the Russian Federation in coordination with the Ministry of Internal Affairs of the Russian Federation and Federal Security Service of the Russian Federation;

b) fulfill the requirements of forces of ensuring transport safety aimed at providing transport safety and also not take actions interfering accomplishment of service duties by them;

c) inform forces of ensuring transport safety on the events or actions creating threat of transport safety of object of transport infrastructure or the vehicle.

3. It is forbidden to the physical persons following or being on object of transport infrastructure or the vehicle:

a) carry by (to take) in zone of transport safety the objects and substances prohibited or limited for movement on object of transport infrastructure and (or) the vehicle;

b) interfere with functioning of the technical means of ensuring transport safety located in zone of transport safety;

c) accept material objects for their transportation on the vehicle without notice of forces of ensuring transport safety and passing of the procedure of examination in the cases provided by the requirements for ensuring transport safety established according to article 8 of the Federal law "About Transport Safety";

d) make the actions creating obstacles (including with use of transport and other technical means) to functioning of the vehicle or limiting functioning of objects of transport infrastructure, including distribution of obviously untrue reports on the events or actions creating threat of transport safety of object of transport infrastructure or the vehicle, and also the actions directed to damage (plunder) of elements of object of transport infrastructure or the vehicle which can bring them to state, unusable for operation, or condition, life-threatening or to health of personnel of the subject of transport infrastructure or division of transport safety, passengers and other persons;

e) transfer the documents to third parties granting the right of passing of the procedure of examination in special procedure for pass (journey) to zone of transport safety;

e) perform pass (journey) to zone of transport safety of object of transport infrastructure or the vehicle out of (around) established by the subject of transport infrastructure or carrier of passes (drives);

g) take actions imitating preparation for making or making of acts of illegal intervention in activities of object of transport infrastructure or the vehicle;

h) use pyrotechnic products without the permission of person responsible for ensuring transport safety on object of transport infrastructure or the vehicle;

i) use small size self and dumb boats (swimming means) on sites of water areas of the seaports used for landing (disembarkation) of passengers and (or) the transshipments of the increased danger determined by the obligatory resolutions in seaport approved by the Ministry of Transport of the Russian Federation.

4. The physical persons following or being in the safety area established around separate courts and (or) other floating crafts with the nuclear reactor or courts and (or) other floating crafts transporting nuclear materials, objects of transport infrastructure shall:

a) observe the restrictions and prohibitions provided by the features of protection against acts of illegal intervention of separate courts and (or) other floating crafts established by the Government of the Russian Federation according to part 8.1 of article 12.3 of the Federal law "About Transport Safety" with the nuclear reactor or courts and (or) other floating crafts transporting nuclear materials, objects of transport infrastructure around which safety areas are established;

b) fulfill requirements of persons performing measures of protection from acts of illegal intervention in the safety areas established around separate courts and (or) other floating crafts with the nuclear reactor or courts and (or) other floating crafts transporting nuclear materials, objects of transport infrastructure and also not to take actions interfering accomplishment of service duties by them.
