- Regulations on the Center of career and professional orientation of youth in system of secondary professional education of the Kyrgyz Republic;

- The actions plan on professional orientation / to social marketing for the 2nd half-year 2014-2015.

The concept of development of system of professional orientation of youth in system of secondary professional education of the Kyrgyz Republic

Introduction

This concept is developed for the purpose of systematization and coordination of professional orientation work of SPO according to the Constitution, the laws and other regulatory legal acts of the KR, determines the purposes, tasks and mechanisms of creation in the Republic of the modern professional orientation circle. The concept is the document regulating professional orientation activities of the educational organizations and providing support of the youth needing professional self-determination for further effective self-realization in life. The concept determines theoretical base and the main directions of professional orientation work with students of the educational organizations of the KR.

In updating of content of professional orientation work the problem resolution of professional self-determination in system of life-long education is very important. Its major aspect - the organization of maintenance of professional self-determination of citizens taking into account their capabilities and interests, and also requirements of society. Also the social aspect is at least important: optimistical perspective of life (and, first of all, real and attractive professional perspective) save many from inconsiderate acts. Thus, professional orientation is not only the solution of "tomorrow's" problems, but also important contribution to the solution of "today's" social problems of society.

The system shall have interdepartmental character and combine the different subjects realizing professional orientation activities and interested in certain results of these activities: Ministry of Labour and Employment of the KR; Ministry of Education and Science of the KR (including their subordinated organizations); other ministries and departments of the republic; educational organizations, unions, associations and employers' associations, separate companies of the republic; authorities of urban and municipal districts of the republic; recruitment, consulting and recruiting agencies; public organizations and associations.

Each subject of system of professional orientation of the population shall perform the certain functions influencing personnel situation in the republic.

2. Relevance of development of the Concept

Relevance of development of the Concept is caused by need of the solution of topical problems of the republican labor market: availability of structural unemployment, youth unemployment, on the one hand, and deficit of popular qualified personnel - with another. Innovative development of economy is impossible without staffing.

Without highly skilled, having not only good theoretical preparation, but also owning the multipurpose praktiko-oriented skills of specialists, it is impossible to develop high technology production, the informatization requiring servicing of computer facilities, support of the automated systems i.e. the directions which determine rates of development of production and product competitiveness.

In the labor market of the region discrepancy of the demand and supply of labor power - result of imbalance of system of professional training of personnel and dynamically developing economy when the demand pattern on educational services and the received qualification not quite conforms to modern requirements remains.

Today deficit of the objective information about demanded professions in the regional labor market is obvious, at school skills of behavior in case of job search are not created, seniors and the studying youth have high expectations to the salary level in case of objectively low starting compensation of young specialists.

Graduates of 11 classes give preference to receipt of higher education along with the fact that in the labor market there is demand, generally on the professions received in the average professional educational organizations.
