1. Approve the Veterinary sanitary standard establishing requirements to health of animals, veterinary health of society and to veterinary and sanitary certification when importing raw milk, dairy products, colostrum and products on the basis of colostrum intended for consumption in food by the person according to appendix No. 1.
2. Recognize invalid some orders of the Government according to appendix No. 2
3. To impose control over the implementation of this resolution on the National agency on safety of foodstuff.

to the Order of the Government of the Republic of Moldova of August 28, 2014 No. 711
The this Regulation partially transfers Regulations of the EU No. 605/2010 of the Commission of July 2, 2010 establishing requirements to health of animals, veterinary health of society and to veterinary and sanitary certification when importing raw milk, dairy products, colostrum and products on the basis of colostrum intended for consumption in food by the person (JOL 175, 10.07. 2010, p. 1), with the last changes made by Regulations of the Commission on enforcement (EC) No. 209/2014/of March 5, 2014 (JOL166, 06.03. 2014, p. 11).
1. The veterinary sanitary standard establishing requirements to health of animals, veterinary health of society and to veterinary and sanitary certification when importing raw milk, dairy products, colostrum and products on the basis of colostrum intended for consumption in food by the person (in further – Veterinary sanitary standard), establishes conditions to health of animals and health of society, and also the requirement to veterinary and sanitary certification when importing raw milk, dairy products, colostrum and products on the basis of colostrum, including the sample of the list of the countries from which is resolved import of these products, depending on their heat treatment.
This Veterinary sanitary standard is applied without prejudice to the specific requirements in case of certification provided by other national acts or the agreements signed with other countries.
2. The national agency on safety of foodstuff (further – competent veterinary and sanitary authority) constitutes, according to the sample provided in appendix No. 1 to this Veterinary sanitary standard, the list of the countries or their parts from which import of raw milk, dairy products, colostrum and products on the basis of colostrum is resolved.
3. In case of creation of the list of the countries or their parts from which import of raw milk, dairy products, colostrum and products on the basis of colostrum, competent veterinary and sanitary authority, depending on type of the heat treatment necessary for such products is resolved includes:
1) in column A of appendix No. 1 to this Veterinary sanitary standard – batch of raw milk, dairy products, colostrum and products on the basis of colostrum;
2) in column B of appendix No. 1 to this Veterinary sanitary standard - batches of the dairy products received from raw milk of cow, sheep, goat and buffalo cow in the countries which are not threatened with foot-and-mouth disease provided that these dairy products were subjected to pasteurization or were made from the raw milk subjected to the pasteurization providing single heat treatment:
a) which thermal effect, at least, is equivalent to effect of process of pasteurization at temperature at least 72 °C within 15 seconds;
b) which depending on case is sufficient for guaranteeing the negative reaction to alkaline phosphatase made right after heat treatment;
3) in column C of appendix No. 1 to this Veterinary sanitary standard - batch of the dairy products received from raw milk of cow, sheep, goat and buffalo cow or if it is authorized to import by express method, female camels of type of Camelus dromedarius received from the countries or their parts put risk to foot-and-mouth disease provided that these dairy products were subjected to pasteurization or were made from the raw milk subjected to one of the heat treatments specified in item 4 of this Veterinary sanitary standard.
4. The heat treatment specified in the subitem 3) of Item 3 of this Veterinary sanitary standard provides:
1) the sterilization process allowing achievements of F0 equal we rub and more;
2) processing at ultrahigh temperature (UHT – ultra high temperature – ultrahigh temperature) not menee135 °C during the adequate period of time (2-4 seconds);
3) for milk, which pH:
a) above or 7,0 – sverkhbystry pasteurization is equal at ultrahigh temperature (HTST – high temperature short-time – sverkhbystry ultrahigh temperature) in 72 °C, within at least 15 seconds, executed in two stages, guaranteeing, depending on case, negative reaction to the test for alkaline phosphatase made right after heat or other equivalent treatment which sterilizing effect guarantees depending on case, negative reaction to the test for alkaline phosphatase made right after heat treatment;
b) below 7,0 – the processing of HTST or processing of HTST associated with other physical processing (decrease in pH below 6,0 within hour or additional impact at temperature of 72 °C and more, together with drying).
5. The competent veterinary and sanitary authority resolves import of batch of the dairy products received from raw milk of other animals except the specified in the subitem 3) of Item 3 of this Chapter, coming from the countries or their parts threatened with foot-and-mouth disease, included in column From appendix No. 1 to this Veterinary and sanitary to regulation provided that these dairy products were subjected to heat treatment or were made from the raw milk subjected to the heat treatment providing:
a) the sterilization process allowing achievement of F0 it is equal to three and more; or
b) processing at ultrahigh temperature (UHT) at least 135 °C during the adequate period of time (2-4 seconds).
