About the platform of development of electronic services (PDES)

1. Found the platform of development of electronic services (PDES) as state-owned property.

2. Approve Regulations on use and administration of the platform of development of electronic services (PDES) it (is applied).

3. Appoint Public organization "Agency of Electronic Control" the owner of PREU.

4. To the ministries, the State office, other central administrative authorities and organizational structures subordinated to the Government which are in the sphere of their competence (subordinated administrative authorities, deconcentrated and subordinated public services, and also public organizations in which the ministry, the State office or other central administrative authority acts as the founder), autonomous public organizations, and also the legal entities of private law providing public services within the competences provided by the law to use PREU as the main information decision for development of electronic services.

5. Public bodies and organizations, others, than the specified in Item 4, and legal entities of private law can use, according to this resolution, the PREU components.

6. To public organization "Agency of Electronic Control":

1) to provide functioning and continuous development of PREU within the selected budgets;

2) to approve technical requirements, terms and conditions of use of PREU;

3) to organize actions for promotion, training and experience exchange in that, as for use of PREU;

4) to provide free use of PREU to the subjects provided in items 4 and 5;

5) to provide development of electronic services, at the request of the subjects specified in Item 4, within technical requirements, terms and conditions of use of PREU.

7. The state office to exercise monitoring and control over the implementation of this resolution.

8. For the purpose of implementation of this resolution of the State office together with public organization "Agency of Electronic Control" annually to estimate the costs necessary for administration and continuous development of PREU and to make to the Ministry of Finance offers on request of financial resources according to provisions of the Law No. 181/2014 on public finance and budget and tax responsibility for their inclusion in the law on the government budget for the corresponding year.

Regulations on use and administration of the platform of development of electronic services (PDES)

Chapter I. General provisions

1. The regulations on use and administration of platform of development of electronic services (further - the Provision) establish procedure for use, administration and servicing of platform of development of electronic services (further - PREU), including powers of participants of the relations accompanying use and operating of the specified platform.

2. This Provision is applied to development of electronic services by public bodies and organizations, irrespective of their type, nature and the sphere of their application.

3. All electronic services developed on the basis of PREU will be placed on general government technological framework of MCloud.

4. The owner of the electronic services developed on the basis of PREU is the service provider of PREU.

5. The purposes of PREU are:

1) process improvement of development of appendices, similar to registers which conduct public bodies;

2) ceased to be valid;

3) economy of the IT budget in the public sector by decrease in payment for development of electronic services;

4) use of the unified processes and instruments of development of electronic services.

6. For the purposes of this provision the following concepts are used:

the platform of development of electronic services (PDES) - the technological framework placed on the MCloud platform, consisting of set of components and intended for development of electronic services;

the member of PREU - the supplier of public services, the service provider of PREU, the owner of the MCloud platform, the beneficiary of PREU, any other participant of operating and use of PREU;

the service provider of PREU (further – the supplier) – Public organization "Agency of Electronic Control", the owner of PREU responsible for promotion, preserving, functioning and continuous development of PREU;

beneficiaries of PREU (further – beneficiaries) – the ministries, other central administrative authorities and organizational structures subordinated to the Government which are in the sphere of their competence (subordinated administrative authorities, public organizations and the state companies in which the ministry or other central administrative authority acts as the founder), and also autonomous public organizations, legal entities of private law who use PREU for development of electronic services;

information modules - set of the predetermined elements intended for creation and/or development of electronic services on the basis of PREU;

the stipulated level of services – set of parameters and indicators of achievements on the basis of which quality of rendering services PREU is measured;
