According to the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Technical regulation "Requirements to Alarm Flowers, Marking and Signs of Safety on Production Facilities".

2. This resolution becomes effective after six months from the date of its first official publication.

Technical regulation "Requirements to Alarm Flowers, Marking and Signs of Safety on Production Facilities"

1. Scope

1. This Technical regulation "Requirements to Alarm Flowers, Marking and Signs of Safety on Production Facilities" (further - the Technical regulation) is developed for the purpose of implementation of the Laws of the Republic of Kazakhstan: of November 22, 1996 "About fire safety", of April 3, 2002 "About industrial safety on hazardous production facilities", of February 28, 2004 "About safety and labor protection", of November 9, 2004 "About technical regulation".

2. Requirements of this Technical regulation extend to the alarm colors, marking and signs of safety intended for providing safety requirements on production and other facilities (further - objects).

3. This Technical regulation does not extend to the following types of products:

1) the colors applied to the light alarm system of all modes of transport, vehicles and traffic;

2) colors, signs and marking guards of cylinders, pipelines, reservoirs for storage and transportation of gases and liquids;

3) route signs and marking, track and alarm signs of the railroads, signs for safety of movement of all modes of transport (except safety signs for hoisting-and-transport mechanisms, in-plant, passenger and public transport);

4) signs and marking of dangerous goods, the unit loads requiring special conditions of transportation and storage;

5) electrical equipment signs.

2. Terms and determinations

4. In this Technical regulation the terms and determinations specified in the Laws of the Republic of Kazakhstan "About technical regulation", "About fire safety", "About safety and labor protection" and also the following terms with the corresponding determinations are applied:

1) afterglow duration - time during which brightness of luminescence of photoluminescent signs of safety, alarm marking and materials after shutdown of light sources decreases to the value exceeding threshold of sensitivity of organ of vision by 100 times (0,3 of MCD/m 2);

2) additional sign (plate) - the sign used together with one of signs of safety and containing the additional information;

3) safety sign - the tsvetografichesky image of certain geometrical form with use of the alarm and contrast colors, graphical symbols and (or) the explaining texts intended for the warning of people of direct or possible danger, prohibition, the instruction or permission of certain actions, and also information on arrangement of objects and means which use excludes or reduces impact of dangerous and (or) harmful factors;

4) sign of fire safety - the safety sign intended for regulation of behavior of the person for the purpose of prevention of emergence of the fire and also for designation of the locations of means of fire protection and the notification, the instruction, permission or prohibition of certain actions in case of the fire;

5) initial axis - certain piece of straight line, one of the ends of which is the initial center and which is used for determination of tilt angle of the retroreflective device;

6) contrast color - color for strengthening of visual perception and allocation on surrounding background of signs of safety and alarm marking, accomplishment of graphical symbols and the explaining texts;

7) svetovozvrashcheniye coefficient, (R"), - the relation of luminous intensity of I, reflected by retroreflective material in the direction opposite to the direction of fall of light, to illumination of surface of E+ on normal and the lit surface area And;

8) brightness coefficient - ratio between brightness of element of surface and brightness in case of ideal reflection or the ideal lens under identical conditions of illumination and observation;

9) luminescence - luminescence (light radiation) of the material which is in the nonequilibrium (initiated) condition due to energy of external impact (optical, mechanical, electric, etc.) or due to energy of internal origin (chemical and biochemical reactions and transformations);

10) not shining material - the material which does not have property of luminescence and capable to reflect (to disseminate) the natural or artificial light falling or getting on it without change of frequencies of the quanta making it, but with possible change of its range;

11) lighting axis - the straight line piece connecting the initial center to light source;

12) observation axis - the straight line piece connecting the initial center to photometric head;

13) stickiness indicator - time during which there is sticking of glue layer of material on length of 100 mm;

14) svetovozvrashcheniye - reflection in case of which emitted light returns in the directions to close on what it proceeded, and this property shall remain in case of broad range of the directions of initial radiation;

15) the shining material - the material having property of luminescence;

16) retroreflective material - the material incorporating optical elements (spherical or tablecut) which reflect (return) light falling on them in the directions close to the direction of fall of light;

17) light-filtering films - the colourless and colored films in standard color gamut on acrylic basis having transparent structure and supplied with transparent glue layer of self-adhesive type, intended for forming of the tsvetografichesky image and its protection against natural and physical impact;

18) alarm color - the color intended for drawing attention of people to direct or possible danger, working nodes of the equipment, machines, mechanisms and (or) design elements which can be sources of dangerous and (or) harmful factors, to the fire fighting equipment, means of fire and other protection, signs of safety and alarm marking;

19) alarm marking - the tsvetografichesky image with use of alarm and contrast colors applied on surfaces, design, walls, handrail, the equipment, machines, mechanisms (or their elements), tapes, chains, columns, racks, protecting barriers and boards, for the purpose of danger designation, and also for specifying and information;

20) resistant dyes - the special ink having the standard colors, the corresponding durability, colourfastness, durabilities intended for drawing the tsvetografichesky image;

21) the angle of observation, (alpha) - the corner formed by axis of lighting and axis of observation;

22) the angle of lighting (fall), (Betta) - the corner formed by axis of lighting and initial axis;

23) photoluminescence - the luminescence initiated by impact of external quanta of light in case of which frequencies of quanta and range of emitted light change in comparison with frequencies of quanta and range of exciting light;

24) photoluminescent material - the material having property of photoluminescence which can be shown as during excitement, and for some time after the end of excitement by light of natural or artificial origin;

25) color of afterglow - color of photoluminescent signs of safety, alarm marking and materials after shutdown of light sources;

26) color border (border of color area) - straight line on the chromatic chart the dividing area permitted (to use) colors from not permitted;

27) brightness contrast, (k) - the relation of brightness of contrast color to brightness of alarm color.
