Some questions of Public service of Ukraine for veterans of war and participants of anti-terrorist operation

Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on Public service of Ukraine for veterans of war and participants of anti-terrorist operation which is applied.

2. Bring in appendix 1 to the resolution of the Cabinet of Ministers of Ukraine of April 5, 2014 No. 85 "Some questions of limiting approval of number of workers of the device and territorial authorities of the central executive bodies, other state bodies" (The Official Bulletin of Ukraine, 2014, No. 29, the Art. 814) changes which are applied.

3. Place Public service for veterans of war and participants of anti-terrorist operation in rooms by the total area of 882,8 of sq.m (working area of 565,8 of sq.m) on the second (rooms No. 6-10, 17-23), on the fourth (rooms No. 27 and 31) and on pole (rooms No. 6-10 and 21-27) floors of the house on Pereulok Muzeyny, 12, in Kiev.

4. To fund of state-owned property to provide the conclusion with Public service for veterans of war and participants of anti-terrorist operation of the lease agreement of the rooms specified in Item 3 of this resolution on the terms of compensation to the asset holder of the actual expenses connected with their content.

5. Declare invalid the order of the Cabinet of Ministers of Ukraine of November 9, 2011 No. 1115 "About placement of Public service concerning disabled people and veterans".

Regulations on Public service of Ukraine for veterans of war and participants of anti-terrorist operation

1. Public service of Ukraine for veterans of war and participants of anti-terrorist operation (further - Service) is the central executive body of Ukraine which activities go and coordinated by the Cabinet of Ministers of Ukraine through the Minister of social policy and realizing state policy in the sphere of social protection of veterans of war of both participants of anti-terrorist operation, social and professional adaptation of the military personnel, the dismissed persons discharged from military service, and participants of anti-terrorist operation, within the powers state policy in the sphere of volunteer activities, and also social protection of some categories of persons specified in Items 11 - 14 parts two of article 7 of the Law of Ukraine "About the status of veterans of war, guarantees of their social protection" and members of families of persons, the specified in paragraphs four - the eighth Item 1 of article 10 of this Law, regarding purpose of the appropriate one-time monetary assistance it.

2. The service in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation.

3. The main objectives of Service are:

1) realization of state policy in the sphere:

social protection of veterans of war and participants of anti-terrorist operation, in particular, on ensuring their psychological recovery, sanatorium treatment, technical and other means of rehabilitation, housing, provisions of educational services and the organization of funeral;

social and professional adaptation of the military personnel, the dismissed persons discharged from military service and also participants of anti-terrorist operation;

realization within the powers of state policy in the sphere of volunteer activities for provision of the volunteer help:

to the citizens participating in accomplishment or ensuring the works connected with conducting anti-terrorist operation, fighting, armed conflict including during implementation of patient care, disabled people, lonely, aged and other persons who owing to physical, material or other features need support and the help and living in the area of conducting anti-terrorist operation, fighting, armed conflict;

To armed forces, other military forming, law enforcement agencies, public authorities during action of the special period, legal regime of emergency or warlike situation, conducting anti-terrorist operation, fighting, armed conflict;

Social protection of some categories of persons specified in Items 11 - 14 parts two of article 7 of the Law of Ukraine "About the status of veterans of war, guarantee of their social protection" and members of families of persons, the specified in paragraphs four - the eighth Item 1 of article 10 of this Law, regarding purpose of the appropriate one-time monetary assistance it;

2) submitting for examination of the Minister of social policy of offers on ensuring forming of state policy in the sphere:

social protection of veterans of war and participants of anti-terrorist operation;

social and professional adaptation of the military personnel, the dismissed persons discharged from military service and participants of anti-terrorist operation.

4. Service according to the tasks assigned to it:

1) generalizes practice of application of the legislation on the questions which are within its competence develops suggestions for improvement of legal acts, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, regulatory legal acts of the ministries within the competence and in accordance with the established procedure represents them to the Minister of social policy;

2) is coordinated by implementation by state bodies of the executive authority and local self-government of actions for questions:

social protection of veterans of war and participants of anti-terrorist operation, provision of the privileges and guarantees determined by the legislation by it;

social and professional adaptation of the military personnel, the dismissed persons discharged from military service and participants of anti-terrorist operation;

Collects 3) and analyzes information on need for providing veterans of war with sanatorium treatment, and also technical and other means of rehabilitation of participants of anti-terrorist operation, submits for consideration to the Minister of social policy of the offer on their distributions between regions for further providing, exercises monitoring and control of their realization;

Collects 4) and analyzes information on need for provision of housing for veterans of war and participants of anti-terrorist operation, submits for consideration to the Minister of social policy of the offer concerning solutions of housing problems of the specified category of persons;

Will organize 5) and coordinates work on provision of housing for combatants who became disabled during participation in anti-terrorist operation;
