1. Approve Veterinary sanitary standard of application of measures of fight against foot-and-mouth disease it (is applied).

This Veterinary sanitary standard of application of measures of fight against foot-and-mouth disease partially transfers the Directive 2003/85/EC of the Council of the European Union of September 29, 2003 about measures of Community for control of foot-and-mouth disease, canceling the Directive 85/511/EEC and Decisions 89/531/EEC and 91/665/EEC and making amendments to the Directive 92/46/EEC published in the Official magazine of the European Union by L 306 of November 22, 2003, p. 1.
1. The veterinary sanitary standard of application of measures of fight against foot-and-mouth disease (further – the Regulation) establishes:
1) the minimum measures of fight which need to be applied in case of the center of foot-and-mouth disease, irrespective of virus type;
2) preventive measures on increase in awareness and preparation of divisions of the National agency on safety of foodstuff and owners of pets in case of flash of the center of foot-and-mouth disease.
foot-and-mouth disease - acute infectious disease, with tendency to bystry distribution, especially dangerous to domestic and wild artiodactyl animals, provoked at the same time or consecutive by one or several serotypes of virus of foot-and-mouth disease (The O, A, C, CAT-1, CAT-2, CAT-3, Asia-1) which is shown short-term fever, afta and erosion on mucous membrane of oral and nasal cavity, skin of udder and the lower falang of extremities, causing huge economic damage;
animals from types, susceptible to foot-and-mouth disease, - any domestic or wild animal from Artiodactyla group which includes suborders of Ruminantia, Suina and Tylopoda;
livestock – animal or group of animals who contain on object and who represent epidemiological unit. If there are several groups, then each of them represents separate unit and has the same sanitary status;
the owner – any person, physical or legal which owns animal from type, susceptible to foot-and-mouth disease, or it is entrusted to them to contain it irrespective of, for the monetary reward or not;
the incubatory period – time from the moment of infection before emergence of clinical signs of foot-and-mouth disease, respectively, for the purpose of understanding of this Regulation, 14 days for cattle and pigs and 21 days for sheep, goats and other animals of types, susceptible to foot-and-mouth disease;
the animal suspected of infection – any animal from the type predisposed to foot-and-mouth disease in the presence of clinical signs, posthumous defeats or reaction in case of the laboratory researches testimonial of availability of real suspicion of foot-and-mouth disease;
the animal who is perhaps suspected of infection – any animal from the type predisposed to foot-and-mouth disease who according to collected epidemiological information could be affected directly or indirectly to foot-and-mouth disease virus;
case of foot-and-mouth disease or the animal infected with foot-and-mouth disease – any animal from type, susceptible to foot-and-mouth disease, or carcass of such animal at whom the foot-and-mouth disease based on clinical symptoms or posthumous damages or as a result of laboratory research is officially established;
the foot-and-mouth disease center – object on which animals of the types, susceptible to foot-and-mouth disease, answering to one or several criteria given in this Regulation contain;
primary center – any center which is not connected from the epidemiological point of view with the previous center revealed in the same region;
slaughter – killing of animal bloodletting;
forced slaughter – killing quickly animals who according to epidemiological data, clinical diagnostics or laboratory researches are not considered infected or infected with foot-and-mouth disease virus, including slaughter for reason of wellbeing of animals;
processing – the processing provided for materials with high risk, applied in order to avoid risk of spread of virus of foot-and-mouth disease;
regionalization – differentiation of regulated area on which restrictions for movement and trade in some animals or animal products for prevention of penetration of virus of foot-and-mouth disease into unimpaired zone on which no restriction in this Regulation sense is imposed are imposed;
area – administrative and territorial unit which is subject to inspection from competent authorities and includes at least one of the following administrative units: area, city, village;
bank of antigens and vaccines – the corresponding object approved at the international level for stock holding of the inactivated antigens of virus of foot-and-mouth disease concentrated for production of vaccines against foot-and-mouth disease and the authorized immunological veterinary medicines (vaccines);
wild animal - the animal from types, susceptible to foot-and-mouth disease, living outside objects;
preventive inoculation – the forced vaccination which is carried out on the objects located in the zone designated for protection of susceptible animal species within this zone from spread of virus of foot-and-mouth disease in the air way or through the contaminated materials for the purpose of preserving life of animals after vaccination;
repressive vaccination – the forced vaccination which is carried out only within policy on liquidation by systematic slaughter on object or in the region, acknowledged infected with foot-and-mouth disease virus if it is extremely necessary to reduce urgently quantity of the circulating virus and risk of spread of virus outside object or the region with intention to remove these animals after vaccination;
primary case of foot-and-mouth disease at wild animals - any case of foot-and-mouth disease revealed at wild animal in zone where any additional measures for the prevention and fight against foot-and-mouth disease are not applied.
3. The national agency on safety of foodstuff (further – the Agency) provides classification of foot-and-mouth disease as the disease which is subject to the obligatory notification (notification).
1) to notify the official veterinarian on availability of the confirmed or suspected foot-and-mouth disease;
2) to contain the animals infected or suspected of infection separately from zones which contain animals of types, susceptible to foot-and-mouth disease, for whom there is risk of infection or penetration of virus of foot-and-mouth disease.
5. The official veterinarians responsible for laboratories and any person contacting with animals of susceptible types or the products received from these animals shall notify territorial subdivisions of the Agency on any received data on availability of the confirmed or suspected foot-and-mouth disease before any official intervention.
In case of confirmation of outbreak of foot-and-mouth disease or primary center of foot-and-mouth disease at wild animals the Agency will notify World Organization on health protection of animals (further - MEB) and other international competent authorities and will provide information and reports according to this Regulation provisions.
6. After the notification on suspicion of infection territorial subdivisions of the Agency:
1) put object under official supervision;
2) provide observance of the following measures:
a) carrying out census of all categories of the animals who are present at object, and refining for each category of animal species of quantity, susceptible to foot-and-mouth disease, of the fallen animals and quantity of the infected animals or suspects of it;
b) conduct the updating of census provided in letter and) this Item for accounting of newborns or types, fallen animals susceptible to foot-and-mouth disease, for the period of suspicion existence; information on request of competent sanitary and veterinary authority provided by the owner and check by her last in case of each visit of object;
