According to part 4 of article 2 of the Federal law "About Accreditation in National Accreditation System" Government of the Russian Federation decides:

1. Approve enclosed:

Rules of accreditation of certification bodies and test laboratories (centers) performing assessment works (confirmation) of compliance concerning products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access, and products (works, services) protected in accordance with the legislation of the Russian Federation, data on which are the state secret;

changes which are made to acts of the Government of the Russian Federation concerning assessment of conformity of products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access, and products (works, services) protected in accordance with the legislation of the Russian Federation data on which are the state secret.

2. To authorized federal executive bodies to perform accreditation of certification bodies and test laboratories (centers) performing assessment works (confirmation) of compliance concerning products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access, and products (works, services) protected in accordance with the legislation of the Russian Federation, data on which are the state secret, in 6-month time to bring the acts into accord with this resolution and within the established competence to approve:

forms of statements for accreditation;

the list, forms and requirements to contents of the documents and documents necessary for the organization and carrying out accreditation, and also the documents confirming the applicant's compliance (accredited person) to accreditation criterions enclosed to the application for accreditation;

form of the certificate of accreditation;

the list of the legal, regulating and methodical documents necessary for performance of works in the respective area of accreditation;

rules of accomplishment of separate works on accreditation;

form and procedure for maintaining the register of accredited bodies on certification and test laboratories (centers).

3. Determine that the certificates of accreditation issued about day of entry into force of this resolution keep action before the termination of term of their action.

4. Determine that powers on accreditation of certification bodies and test laboratories (centers) performing assessment works (confirmation) of compliance concerning the defensive products delivered according to the state defensive order to which mandatory requirements are established by technical regulations are performed by Federal Accreditation Service in accordance with the legislation of the Russian Federation about accreditation, within the established powers and the number of employees of central office of Service, and also budgetary appropriations provided to Service in the federal budget for the corresponding year on management and management in the sphere of the established functions established by the Government of the limiting Russian Federation.

5. Determine that the Rules approved by this resolution are not applied in case of accreditation:

certification bodies and test laboratories (centers) performing assessment works (confirmation) of compliance concerning defensive products (works, services), including products (works, services), data on which are the state secret, delivered according to the state defensive order, requirements established by the state customers in cases if taking into account total risk of doubtful assessment of conformity of defensive products (works, services) and harm during its creation and application (operation, storage, transportation, utilization) in peace time, and also its technical complexity and the importance for needs of defense of the country and safety of the state assessment of conformity in the form of confirmation of conformity is provided in the public contract (agreement);

test laboratories (centers) entering into the specialized and expert organizations attracted by the state customers (customers), head contractors of deliveries of products according to the state defensive order, the contractors participating in deliveries of products according to the state defensive order for evaluating compliance of the defensive products (works, services) delivered according to the state defensive order including products and their components, accessories, raw materials and materials and also design processes (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial of the specified products;

the certification bodies performing works on certification of systems of quality management of the organizations, performing activities for development, production, testing, installation, installation, maintenance, repair, utilization and realization of arms and military equipment.

6. To the Ministry of Industry and Trade of the Russian Federation in coordination with the Ministry of Defence of the Russian Federation, the Ministry of Economic Development of the Russian Federation and Federal Accreditation Service in 6-month time to introduce in accordance with the established procedure in the Government of the Russian Federation the draft of the order of the Government of the Russian Federation establishing procedure for accreditation of certification bodies and test laboratories (centers) specified in Item 5 of this resolution.

7. This resolution becomes effective after 6 months from the date of its official publication, except for Items 2 and 6 of this resolution which become effective from the date of official publication of this resolution.
