This Law establishes the legal basis of the state statistics corresponding to the international principles of official statistics and is directed to creation of conditions for satisfaction of requirement of society, state and international community for official statistical information.

Chapter 1. General provisions

Article 1. The main terms applied in this Law and their determinations

In this Law the following main terms and their determinations are applied:

administrative data - the documentary information (except for primary statistical data) obtained by state bodies and other organizations in connection with implementation of state powers of authority, ministerial procedures, the control (supervising) and other functions assigned to them by regulatory legal acts, and used for the organization and carrying out the state statistical observations, forming of official statistical information;

the state statistics - system of collection, processing, storage and protection of primary statistical data, forming, accumulatings, distribution and submissions of official statistical information;

the state statistical activities - the activities for maintaining the state statistics performed by the bodies of the state statistics and the state organizations authorized on maintaining the state statistics according to official statistical methodology;

the state organizations authorized on maintaining the state statistics - the state bodies and other state organizations (except for bodies of the state statistics) performing the state statistical activities for the questions entering their competence;

the state statistical observations - the collection of primary statistical data performed by the bodies of the state statistics or the state organizations authorized on maintaining the state statistics for the purpose of forming of official statistical information;

unit of observed set - separate element of observed set which signs are subject to the state statistical observation;

observed set - qualitatively uniform elements which are selected in certain procedure having the signs which are subject to the state statistical observation;

not centralized state statistical observations - the collection of primary statistical data performed by the state organizations authorized on maintaining the state statistics;

subject to the state statistical observation - set of the phenomena, processes, the facts or events which are subject to the state statistical observation;

official statistical information - information on economic, demographic, social position and on state of environment in the Republic of Belarus created by processing of primary statistical and (or) administrative data according to official statistical methodology;

official statistical methodology - set of the rules, methods and methods used for maintaining the state statistics;

primary statistical data - the data on the specific respondent collected in forms of the state statistical observations;

census - special state statistical observation when which carrying out collection of primary statistical data as of certain date for the purpose of forming of the official statistical information which is in a complex characterizing subject to the state statistical observation is performed;

the user - the subject of legal relationship in the field of the state statistics using official statistical information;

the program of statistical works - the list of the state statistical observations and the official statistical information created by the bodies of the state statistics and the state organizations authorized on maintaining the state statistics with indication of terms of its preparation;

the respondent - the subject of legal relationship in the field of the state statistics about whom primary statistical data are subject to the state statistical observations;

the statistical qualifier - the systematized list of values of certain sign of subject to the state statistical observation;

statistics - the indicator containing in forms of the state statistical observations or received in the settlement way on the basis of official statistical methodology and reflecting the quantitative quality characteristic of the phenomena, processes, the facts or events in the conditions of the specific place and time;

the statistical register - the database containing list of respondents with indication of the information about them necessary for the organization and carrying out the state statistical observations, forming of official statistical information;

centralized state statistical observations - the collection of primary statistical data performed by bodies of the state statistics.

Article 2. The relations regulated by this Law

This Law determines procedure for maintaining the state statistics and governs the relations connected with implementation of the state statistical activities.

Article 3. Legislation on the state statistics

1. The legislation on the state statistics is based on the Constitution of the Republic of Belarus and consists of this Law and other acts of the legislation.

2. If the international treaty of the Republic of Belarus establishes other rules, than those which contain in this Law then are applied rules of the international treaty.

Article 4. Main objectives of the state statistics

The main objectives of the state statistics are:

forming of the evidence-based official statistical methodology conforming to international standards in the field of statistics;

implementation of the state statistical activities with respect for the principles of the state statistics;

satisfaction of requirement of society, state and international community for official statistical information.

Article 5. Principles of the state statistics

The principles of the state statistics are:

independence when implementing the state statistical activities;

confidentiality of primary statistical data;

justification of official statistical methodology;

harmony of load of respondents to needs of users;

relevance, timeliness, objectivity, availability and comparability of official statistical information.

Article 6. International cooperation in the field of the state statistics

1. International cooperation in the field of the state statistics is performed according to the legislation of the Republic of Belarus on the basis of respect for the conventional principles and rules of international law.

2. The republican state body in the field of the state statistics in the procedure established by the legislation represents the interests of the Republic of Belarus in the field of the state statistics, performs cooperation with statistical bodies of foreign states and with the international organizations in the field of statistics.
