About Coordination council on professional education in the Republic of Tajikistan

1. Create Coordination council on professional education in the Republic of Tajikistan.

Regulations on Coordination council on professional education in the Republic of Tajikistan

1. General provisions

1. The coordination council on professional education in the Republic of Tajikistan (further - Council) is the consultative body providing coordination and support of development of system of professional education, its orientation to requirements of the labor market, and also effective interaction of the Government of the Republic of Tajikistan with the ministries, departments, local executive bodies of the government employers ю and public organizations on realization of state policy in the field of professional education and is effective under the Government of the Republic of Tajikistan.

Council performs the activities on the basis of the Constitution of the Republic of Tajikistan, the Law of the Republic of Tajikistan "About education", the Law of the Republic of Tajikistan "About primary professional education", the Law of the Republic of Tajikistan "About the higher and postgraduate professional education", the National strategy of development of education in the Republic of Tajikistan till 2020, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts, are recognized as Tajikistan and this provision.

- request necessary information from the ministries, departments and other organizations dealing with issues of professional education;

4. Treat obligations of Council:

- assistance in development of single state policy on development of the approved system of professional education corresponding to requirements of the labor market;

- submission to the Government of the Republic of Tajikistan of offers and recommendations about forming of single approach in case of the solution of the questions infringing on interests of professional education;

- assistance to reforming and development of the system of professional education corresponding to requirements of the labor market;

- representation to the Government of the Republic of Tajikistan of offers on reforming and development of system of professional education, recommendations and offers of the ministries, departments and public organizations on reforming and development of the sphere of professional education, recommendations about improvement of infrastructure of professional education according to requirements new standards, offers on development of the approved system of quality assurance of professional education, including management on carrying out accreditation, the organization of quality management and effective monitoring system and assessment, recommendations about improvement of qualitative and quantitative indices of professional education;

- coordination of effective process educational.и work practice of pupils and students;

- coordination of process of effective interaction of science and production, and also coordination of employment of young specialists;

- development of recommendations and offers on implementation of experience of other countries for enhancement of system of professional education;

- development of recommendations about involvement of the Tajik diaspora, citizens of the republic and Tajiks who are outside the state for cooperation and developments of system of professional education of labor migrants - citizens of the Republic of Tajikistan;

- assistance in coordinating of activities of the ministries, departments and public organizations for ensuring the approved approach in the field of the professional education corresponding to requirements of the labor market;

- submission to the Government of the Republic of Tajikistan of offers on strengthening of responsibility and effective involvement of employers in professional education;

- consultation of the foreign donor organizations cooperating in area of professional education;

- the solution of other questions connected with professional education.

3. Procedure for forming of Council

5. The structure of Council approves the Government of the Republic of Tajikistan.

6. The chairman of the board is the deputy prime minister of the Republic of Tajikistan supervising the sphere of professional education and training.

4. Procedure for the organization of activities of Council

7. Activities of Council are performed according to the tasks and obligations specified in Item 2 this provision.

8. Meetings of Council are held according to the approved plan at least two times a year, and the emergency meeting is in case of need held.

9. Members of council have the right in writing to make offers on creation of work plans and the agenda of meeting of Council.

10. The secretariat provides to members of council the agenda and other required materials and documents at least in week prior to the regular meeting.

11. The decision of Council is made at meeting of Council and it is considered competent if at its meeting there is at least a half of members of council. Decisions are made by a majority vote the members of council who are present at meeting. In case of equality of votes, the voice of the Council presiding over meeting is decisive. The member of council has no right to subcontract the powers to other member of council. Council has the right to invite representatives of the international and non-governmental organizations dealing with issues of professional education to the meetings.

12. The resolution of Council is signed by the Chairman of the board and goes for the data and accomplishment to the ministries and departments of the republic by the secretary of Council.
