1. Approve the enclosed Regulations on Committee on the state material reserves of the Ministry of national economy of the Republic of Kazakhstan.

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

Regulations on Committee on the state material reserves of the Ministry of national economy of the Republic of Kazakhstan

1. General provisions

1. The committee on the state material reserves of the Ministry of national economy of the Republic of Kazakhstan (further - Committee) is the department of the Ministry of national economy of the Republic of Kazakhstan (further - the Ministry) performing functions in the field of the state material reserve.

3) ensuring movement of material values of the state material reserve;

4) ensuring placement, accounting of high-quality and quantitative safety of material values of the state material reserve;

4-1) decision making about movement of razbronirovanny material values of mobilization reserve;

4-2) decision making about order placement on delivery of material values to the state material reserve;

5) the conclusion of agreements (contract) with receivers about release of material values according to the procedure of borrowing;

6) acquisition of oil products at the single operator on supply of oil products determined by the Government of the Republic of Kazakhstan.

15. Task: control of quantitative and high-quality safety of material values of the state material reserve.

Functions:

1) ensuring control of high-quality and quantitative safety of material values of the state material reserve;

1-1) accountings of material values of the state material reserve;

2) carrying out inventory count of the material values which are kept in Items of storage of material values of the state material reserve;

3) attraction to carrying out inventory count of officials and specialists of the relevant state bodies;

4) the direction of materials of inventory counts in law enforcement agencies for the solution of question of accountability of persons guilty of violation of procedure for storage and use of material values of the state material reserve.

16. Task: providing, within the competence, control of compliance with law of the Republic of Kazakhstan about state material reserve.

Functions:

1) ensuring compliance with regulatory legal acts in case of placement, storage, replenishment, movement, refreshening and target use of material values of the state material reserve;

2) implementation of debt collection and penalties according to the requirements following from contracts with participants of transactions with material values of the state material reserve;
