1. Approve the enclosed Rules of accreditation of the organizations and divisions of the Armed Forces of the Russian Federation, other troops, military forming and bodies on accomplishment of checking of measuring instruments of military and special purpose, certification of standards of units of sizes and obligatory metrological examination of arms, the military and special equipment and technical documentation on them.

2. To the federal executive bodies authorized in the field of defense and safety of the state within the competence in coordination with the Ministry of Defence of the Russian Federation till March 1, 2015 to approve:

procedure for forming and maintaining register of the accredited organizations and divisions, register of experts in accreditation and register of technical experts;

requirements to experts in accreditation and technical experts, and also procedure for carrying out certification of experts in accreditation;

form of the certificate of accreditation and certificate on certification of the expert in accreditation;

the application form about accreditation;

the list, forms and requirements to contents of the documents enclosed to the application for accreditation;

form and the list of the data which are in the expert opinion;

procedure for carrying out exit assessment of conformity of the applicant to accreditation criterions, and also form of the program of carrying out exit assessment and act of exit assessment;

accreditation criterions;

procedure and terms of implementation of separate procedures for accreditation taking into account features of the performed works on ensuring unity of measurements;

procedure, structure and terms of submission by accredited persons of data on results of their activities, about changes of list of their workers and about competence of these workers, and also about changes of technical equipment.

3. Documents on accreditation on accomplishment of checking of measuring instruments of military and special purpose, certification of standards of units of sizes and obligatory metrological examination of arms, the military and special equipment and technical documentation on them issued before entry into force of this resolution are valid before the termination of term of their action.

4. The federal executive bodies authorized in the field of defense and safety of the state realize appropriate authority on accreditation within the established extreme number of employees of these bodies, and also budgetary appropriations provided to the specified bodies in the federal budget on management and management in the field of the established functions.

5. This resolution becomes effective since March 1, 2015, except for Item 2 of this resolution which is becoming effective from the date of official publication of this resolution.

1. These rules determine procedure for accreditation of the organizations, divisions of the Armed Forces of the Russian Federation, other troops, military forming and bodies (further respectively - the organizations, divisions) on accomplishment of checking of measuring instruments of military and special purpose, certification of standards of units of sizes and obligatory metrological examination of arms, the military and special equipment and technical documentation on them (further - works on ensuring unity of measurements).

2. Accreditation is performed by the federal executive bodies authorized in the field of defense and safety of the state according to their competence (further - federal executive bodies).

3. Accreditation is performed on the basis of the following principles:

a) independence of federal executive bodies when implementing accreditation;

b) mutual recognition by federal executive bodies of results of works on ensuring unity of measurements;

c) mutual recognition by federal executive bodies of competence of experts in accreditation and technical experts;

d) application of single rules of accreditation taking into account features of performance of works on ensuring unity of measurements in federal executive bodies;

e) providing equal conditions to applicants on receipt of accreditation.

4. Interagency coordination of activities for accreditation on performance of works on ensuring unity of measurements both its scientific and methodical providing are performed by the Ministry of Defence of the Russian Federation.

5. The concepts used in these rules mean the following:

"accreditation" - the confirmation by federal executive body of compliance of the organization, division to accreditation criterions which is the official certificate of competence of the organization, division when implementing works on ensuring unity of measurements in certain area of accreditation;

"the certificate of accreditation" - the document certifying accreditation in certain area of accreditation;

"certification of the expert in accreditation" - confirmation of conformity of the physical person applying for receipt of the status of the expert in accreditation, the established requirements and recognition of his competence when conducting examination of compliance of the applicant, accredited person to accreditation criterions of certain area of accreditation;

"accredited person" - the organization or division which obtained accreditation according to the procedure, established by these rules;

"exit assessment" - set of actions for evaluating compliance of the applicant, accredited person to accreditation criterions performed by accreditation experts, technical experts in the place (places) of accomplishment by the applicant or accredited person of works on ensuring unity of measurements;

"documentary assessment" - set of the actions for conducting examination provided by the applicant accredited by person of the documents and data performed by accreditation experts and technical experts;
