About additional social protection of some receivers of pensions and some categories of the population

The parliament adopts this organic law.

Art. 1. - Establish since May 1, 2002 monthly public welfare payment to the receivers of the pensions established in the public pension system, living in the villages of Kochiyer, Koshnitsa, Dorotskaya, Molovata Noue and Pyryta.

Art. 1-1. - Establish since January 1, 2004 monthly public welfare payment to the receivers of the pensions established in the public pension system, living in Kopank's commune.

Art. 1-2. – Establish since July 1, 2014 monthly public welfare payment to the receivers of the pensions established in the public pension system, living in communes Fyrleden, Korzhova and villages Saltworks, Hadzhimus.

Art. 1-3. – Establish since July 1, 2014 monthly public welfare payment to women aged from 55 years to the standard retirement age provided in part (1) article 41 of the Law on the public pension system No. 156/1998, and to men aged from 60 years to the standard retirement age provided in part (1) article 41 of the Law on the public pension system No. 156/1998, which live as of January 1, 2014 in communes Kochiyer, Korzhova, Koshnitsa, Molovata Noue Fyrleden and the villages of Kopanka, Dorotskaya, Pyryta, Varnitsa, Hadzhimus and is not received by the pensions granted by administration of Tiraspol.

Art. 1-4. – Establish since July 1, 2014 monthly public welfare payment to receivers of the public social benefits granted based on the Law on the public social benefits to some categories of citizens No. 499-XIV of July 14, 1999, except for attendance allowances, to the maintenance and supervision and benefits for burial living in communes Kochiyer, Korzhova, Koshnitsa, Molovata Noue, Fyrleden and the villages of Kopanka, Dorotskaya, Pyryta, Varnitsa, Hadzhimus.

Art. 1-5. – Establish since July 1, 2016 monthly public welfare payment to receivers of the pensions established in the public pension system who worked before achievement of retirement age or continue to work in the educational institutions of left bank of Dniester and the city of Bender subordinated to the Ministry of Education and Research of the Republic of Moldova which list is provided in appendix, live in left bank of Dniester and do not receive the pensions granted by administration of Tiraspol.

Art. 1-6. – Establish since July 1, 2016 monthly public welfare payment to women aged from 55 years to the standard retirement age provided in part (1) article 41 of the Law on the public pension system No. 156/1998, and to men aged from 60 years to the standard retirement age provided in part (1) article 41 of the Law on the public pension system No. 156/1998, which work in the educational institutions of left bank of Dniester and the city of Bender subordinated to the Ministry of Education and Research of the Republic of Moldova which list is provided in appendix live in left bank of Dniester and do not receive the pensions granted by administration of Tiraspol.

Art. 2. – (1) Since July 1, 2014 the size of the monthly public welfare payments provided by Articles 1, 1-1, 1-2, 1-3 and 1-4, and since July 1, 2016 – provided by Articles 1-5 and 1-6, is established depending on category of receivers in the following procedure:

1) to receivers of old-age pension – 550 lei;

2) to receivers of disability pension:

a) The I groups – 550 lei;

b) The II groups – 375 lei;

c) III groups – 275 lei;

3) to receivers of pension on the occasion of loss of the supporter – on 550 lei on each dependent;

4) to women aged from 55 years to the standard retirement age provided in part (1) article 41 of the Law on the public pension system No. 156/1998, and to men aged from 60 years to the standard retirement age provided in part (1) article 41 of the Law on the public pension system No. 156/1998, – 550 lei;

5) to receivers of the public social benefits from among persons with limited opportunities, persons with limited opportunities since the childhood and children with limited opportunities aged to 18 years:

a) with heavy restrictions of opportunities – 550 lei;

b) with the expressed restrictions of opportunities – 375 lei;

c) with average restrictions of opportunities – 275 lei;

6) to receivers of the public social benefits from among elderly persons – 500 lei;

7) to receivers of the public social benefits from among the children who lost the supporter – 550 lei on each child. In case of loss of both parents the size of the public monthly allowance is doubled.

(2) Person entering several categories of receivers which are granted the right of receipt of the monthly public welfare payment provided by the law is granted only one allowance.

Art. 3. - Appointment and payment of the public welfare payments provided by this law is made by bodies of the national social insurance.

Art. 3-1. - The procedure for the organization of activities for payment of public welfare payments is established by the Government.

Art. 4. - The expenses connected with establishment and payment of the public welfare payments provided by this law are made from budget funds of the national social insurance with their subsequent compensation from means of the government budget. 

Art. 5. - For the purpose of ensuring accomplishment of this law to the Government to provide to Parliament of the offer on introduction of amendments to the Law on the government budget for 2014 and to the Law on the budget of the national social insurance for 2014 in a month.
