About approval of Rules of the organization of antituberculous care in organizations criminally - executive system, the List of the diseases which are the basis of release from serving sentence, Rules of medical examination of the convicts represented to release from serving sentence in connection with disease

According to Articles 16, of 117, of 161, of 162, of 170, 173 Penitentiary codes of the Republic of Kazakhstan, article 75 of the Criminal Code of Kazakhstan, ORDER:

1. Approve:

1) Rules of the organization of antituberculous care in organizations of criminal executive system according to appendix 1 to this order;

2) the List of the diseases which are the basis of release from serving sentence according to appendix 2 to this order;

3) Rules of medical examination of the convicts represented to release from serving sentence in connection with disease according to appendix 3 to this order.

2. Declare invalid:

1) the Joint order of the Minister of Internal Affairs of the Republic of Kazakhstan of February 29, 2012 No. 117 and the Minister of Health of the Republic of Kazakhstan of February 27, 2012 No. 115 "About approval of Rules of the organization of antituberculous care to persons containing in organizations of criminal executive system of the Ministry of Internal Affairs of the Republic of Kazakhstan" (registered in the Register of state registration of regulatory legal acts at No. 7616, No. 211-212 (27030-27031)) published in the Kazakhstanskaya Pravda newspaper of July 04, 2012;

2) the Order of the Minister of Internal Affairs of the Republic of Kazakhstan of February 17, 2012 No. 93 "About approval of the List of the diseases of convicts which are the basis of release from serving sentence" (registered in the Register of state registration of regulatory legal acts at No. 7656, No. 199-200 (27018-27019)) published in the Kazakhstanskaya Pravda newspaper of June 23, 2012.

3. (Berdalin B. M.) to provide to committee of criminal executive system of the Ministry of Internal Affairs of the Republic of Kazakhstan:

state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its subsequent official publication;

placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

4. To impose control of execution of this order on the chairman of Committee of criminal executive system of the Ministry of Internal Affairs of the Republic of Kazakhstan (Berdalin B. M.).

5. This order becomes effective after ten calendar days from the date of its first official publication, but not earlier than January 1, 2015.

Rules of the organization of antituberculous care in organizations of criminal executive system

Chapter 1. General provisions

1. These rules of the organization of antituberculous care in organizations of criminal executive system (further - Rules) are developed according to the Penitentiary code of the Republic of Kazakhstan, regulatory legal acts in the field of health protection and sanitary wellbeing of citizens of the Republic of Kazakhstan and determines procedure for the organization of antituberculous care to persons containing in pre-trial detention centers (further - the SI) criminal executive system (further - penal correction system), and also serving sentence in penal correction systems organizations (further - convicts).

2. The basic concepts used in these rules:

1) the medicinal sensitivity test (further - TLCh) - determination of range of sensitivity of mycobacteria of tuberculosis to antitubercular medicines (further - PTP);

2) crops - method of allocation of culture of mycobacteria of tuberculosis from pathological material on nutrient mediums (dense and liquid);

3) the supporting phase - phase of continuation of therapy which influences the remaining mikobakterialny population and provides further reduction of inflammatory changes and involution of tubercular process, and also recovery of functionality of organism of the patient;

4) tuberculosis with multiple medicinal stability (further - MLU TB) - the tuberculosis caused by tuberculosis mycobacteria which strains are steady against rifampicin;

5) tuberculosis with wide medicinal stability (further - ShLU TB) - the tuberculosis caused by tuberculosis mycobacteria which strains are steady, at least, against isoniazid and rifampicin, and also against one of ftorkhinolon and against one of three injection medicines of the second row (kapreomitsin, kanamitsin or amikacin);

6) the penal correction system antitubercular hospital - treatment and prevention facility for delivery of health care by the condemned TB patient.

7) intensive phase - the initial phase of therapy directed to liquidation of clinical displays of disease and the maximum impact on population of mycobacteria of tuberculosis (conversion of dab of phlegm and prevention of development of medicinal and steady strains);

8) microscopic research - method of identification of acid resisting bacteria in the fixed dabs;

9) molecular and genetic methods (further - MG) - the accelerated methods of diagnosis of tuberculosis and MLU TB on the basis of polymerase chain reaction.

10) polyresistant tuberculosis (further - PR TB) - the tuberculosis caused by tuberculosis mycobacteria which strains are steady against two and more medicines different from MLU TB and ShLU TB;

11) conversion of dab of phlegm at the TB patient - the disappearance of acid resisting bacteria in the course of treatment confirmed with at least than two consecutive negative mikroskopiya of phlegm on completion of intensive phase;

Chapter 2. Procedure for the organization of antituberculous care

3. In criminal executive system treatment of TB patients is performed:

1) in antitubercular hospitals;

2) in the isolated sites for content and treatment of TB patients in the SI, organizations of complete safety, organizations for content of women, organizations of average safety for content of minors, former employees of courts, law enforcement and special bodies, organizations of extreme safety (further - the isolated sites for treatment of TB patients).

4. Antitubercular actions in penal correction systems organizations include:

1) timely identification of persons with suspicion of tuberculosis;

2) diagnostics of cases of tuberculosis, medicinal and steady forms of tuberculosis, coinfection of tuberculosis and human immunodeficiency virus (further - HIV);

3) standard classification and registration of cases of tuberculosis;

4) isolation and separate content of TB patients depending on bakteriovydeleniye and data TLCh;

5) continuous treatment of patients taking into account data of sensitivity;

6) continuous providing with antitubercular medicines according to the commonly accepted standards of health care of the Republic of Kazakhstan (scope of 100% from among subjects to treatment), drugs for removal of collateral reactions of PTP;

7) dispensary observation of TB patients;

8) chemoprophylaxis of tuberculosis at HIV-positive people;

9) sanitary education concerning tuberculosis;

10) maintaining the standard medical documentation approved by the order of the acting minister of health care of the Republic of Kazakhstan of October 30, 2020 No. KRDSM-175/2020 "About approval of forms of accounting documentation in the field of health care" (it is registered in the Register of state registration of regulatory legal acts No. 21579) (further - the Order No. KR DSM-175/2020);

11) registration of TB patients in the National registry of TB patients (further - NRBT);

12) fulfillment of requirements to the organization and holding actions for observance of the measures of infectious control of tuberculosis provided in appendix 1 to these rules;
