1. Approve Methodology of publication of open government data it (is applied).

2. To the ministries, other central administrative authorities subordinated to the Government, and the organizational structures falling within the scope of their competence (subordinated administrative authorities, public organizations and the state companies in which the ministry or other central administrative authority acts as the founder), and also autonomous public bodies to apply regulations of this Methodology in case of publication of open government data.

3. The state office to exercise monitoring and control over the implementation of this resolution.

Methodology of publication of open government data

I. General provisions

1. The methodology of publication of open government data (further – Methodology) is developed for the purpose of establishment of the mechanism of publication, creation, access on the single government portal of the open data www.date.gov.md to information and the open government data intended for reuse.

2. The methodology establishes:

1) procedure for functioning of the www.date.gov.md portal;

2) information type which will be open and published;

3) right of access to the single government portal of open data;

4) procedure for management of the account for access to the government portal of open data.

3. This Methodology is applied by the ministries, other central administrative authorities subordinated to the Government, and organizational structures which are in the field of their competence (subordinated administrative authorities, public organizations and the state companies in which the ministry or other central administrative authority acts as the founder), and also autonomous public organizations (further – public bodies and organizations), by means of the responsible persons officially delegated for participation in management of the open data and public information intended for reuse including coordinators of the www.date.gov.md portal.

II. Single government portal of open data

4. The single government portal of open data (www.date.gov.md) represents single Item of access to open government data. The purpose of the portal is simplification of access to open government data (data of open nature) – this to high value, subject to computer processing which are generated and placed public bodies and organizations and for public bodies and organizations, at the same time personal nature, confidentiality and safety of these data are protected according to the current legislation.

The www.date.gov.md portal makes available to developers, researchers, economic agents and the general public open government data which public bodies and organizations actively manage within, allowing their bystry identification and bystry access to them. Public bodies and organizations place on this portal the structured open government information and data intended for reuse in the conditions of the Law No. 305 of December 26, 2012 on reuse of information of the public sector which can be published in the context of the current legislation about personal data protection, about the state secret and about trade secret, about intellectual property or other provisions in the field of information access and information protection.
