The Cabinet of Ministers of Ukraine decides:

Approve Regulations on the State agency of forest resources of Ukraine which are applied.

Regulations on the State agency of forest resources of Ukraine

1. The state agency of forest resources of Ukraine (Goslesagentstvo) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Energy and environment protection and realizing state policy in the field of forest and hunting economy.

2. Goslesagentstvo in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation.

3. The main objectives Goslesagentstva are:

1) realization of state policy in the field of forest and hunting economy;

2) submitting for examination of the Minister of Energy and environment protection of offers on ensuring forming of state policy in the field of forest and hunting economy.

4. Goslesagentstvo according to the tasks assigned to him:

1) generalizes practice of application of the legislation on the questions which are within its competence develops suggestions for improvement of legal acts, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, regulatory legal acts of the ministries and in accordance with the established procedure represents them to the Minister of Energy and environment protection;

Brings 2) to the Minister of Energy and environment protection of the offer of rather nation-wide and regional (local) programs for protection, protection, use and reproduction of the woods, development of hunting economy;

Performs 3) within the powers provided by the law, international cooperation prepares offers concerning the conclusion and denouncement of agreements, signs the international agreements of Ukraine of interdepartmental nature, provides accomplishment of the obligations undertaken by Ukraine according to international treaties on the questions which are within the competence Goslesagentstva represents Ukraine in work of the international organizations in the field of forest and hunting economy;

4) exercises public administration in the field of maintaining forest and hunting economy, and also the state control of observance of requirements of regulatory legal acts for forest management (except the state control on quarantine of plants and in the field of protection of plants);

5) exercises public administration of the territories and objects of natural and reserved fund in the woods of the companies, organizations and organizations relating to the sphere of its management;

6) will be organized by conducting forest management and streamlining of hunting grounds;

7) is conducted by the state forest inventory and accounting of the woods;

8) performs monitoring of the woods;

9) makes the decision on reference of the woods to the corresponding category;

10) is approved by age of ripeness of forest stands;

11) will organize issue in accordance with the established procedure of special permissions to use of forest resources;

12) will be organized by accomplishment of actions for determination of level of radioactive pollution of the woods, radiation control of forest products, radiation control of workplaces and doses of radiation of workers;

13) is conducted by the state inventory of the hunting animals who are in the territory of Ukraine;

14) exercises the state control of compliance with law in the field of hunting economy and hunting;

15) will organize work on the conclusion with users of hunting grounds of agreements on conditions of maintaining hunting economy and exercises control of their accomplishment;

16) keeps the state account of number and production of hunting animals;

17) Minekoenergo makes offers relatively:

costs of licenses for production of hunting animals are also performed by price regulation and rates for the hunting products, including for live game exported; on the hunting trophies got by foreign citizens; on the services provided to foreign citizens;

limits and regulations of use of hunting animals;

the amount of collection for certification of the hunter, the annual control accounting card of the got game, abuses of regulations of hunting and their duplicates;

dachshunds of calculation of the amount of compensation of the damage caused as a result of violation of the law in industry of hunting economy and hunting;

18) issues in accordance with the established procedure permissions to use of the hunting animals who are in state-owned property, except for being in the territories and objects of natural and reserved fund;

19) issues passports of dogs of hunting breeds, other lovchy animals and birds;

20) issues the certificate of the hunter and the annual control accounting card of the got game and abuses of regulations of hunting;

21) makes offers on provision in use of the hunting grounds and the termination of right to use by them to bodies making the specified decisions;

22) is provided by functioning of the state forest protection, coordinates activities of forest protection of other permanent forest users and owners of the woods, participates in ensuring realization of state policy in the field of fire safety, provides the organization and coordination of actions for protection of the state hunting fund and measures for regulation of number of animals, hunting, predatory and harmful to hunting economy;

23) implementation of land and aviation forest conservation from the fires, illegal cabins and other violations of the forest legislation provides, protection of the wood against wreckers and diseases and other adverse effect on the territories of forest fund of the companies, organizations and the organizations relating to the sphere of its management;

24) will be organized by accomplishment of fire-proof, forest shelter and other lesookhranny actions at the companies, in organizations and the organizations which belong to the sphere of its management;

25) within the powers provided by the law considers cases on administrative offenses and imposes administrative punishments;

26) performs measures for providing consumers with wood, products from it and other products of forest and hunting economy;

Performs 27) within the powers provided by the law, measures for foreign economic activity, protection of interests of the companies, organizations and organizations relating to the sphere of its management in the foreign market, development of the domestic market of products and services of forest and hunting economy makes in accordance with the established procedure offers under the terms of the taxation and crediting, features of privatization of such companies, organizations and the organizations;

28) issues the certificate of origin of forest products;
