About organization of Council for competitiveness
For the purpose of accomplishment of the National development strategy "Moldova 2020" approved by the Law No. 166 of July 11, 2012 (The official monitor of the Republic of Moldova, 2012, Art. No. 245-247, 791), and also tasks of the Program of activities of the Government of the Republic of Moldova for 2016-2018, the Government DECIDES:
1. Found Council for competitiveness.
2. Approve:
Regulations on activities of Council for competitiveness according to appendix No. 1;
staff of Council for competitiveness according to appendix No. 2.
3. Assign to Council for obligation competitiveness on:
to coordination, monitoring and assessment of process of implementation of the Road map on improvement of competitiveness of the Republic of Moldova with annual informing the Government till July 30 of the year following the accounting period about progress and the achieved results;
to monitoring of process of implementation of National strategy of investment attraction and the promotion of export for 2016-2020 and the Action plan on its implementation approved by the Order of the Government No. 511 of April 25, 2016 with annual informing the Government till March 31 of the year following the accounting period about progress and the achieved results.
4. In case of release of members of council from posts their duties will be fulfilled by persons who are again appointed to the corresponding positions without release of the new order of the Government.

Appendix No. 1
to the Order of the Government of the Republic of Moldova of August 20, 2014 No. 676
1. The regulations on activities of Council for competitiveness (further - the Provision) establish powers, the rights, obligations and procedure for the organization of its activities.
2. Council on competitiveness (further - Council) is founded for the purpose of coordination, monitoring and assessment of activities of the ministries and central administrative authorities of implementation of the Road map on improvement of competitiveness of the Republic of Moldova (further - the Road map) and the National strategy of investment attraction and promotion of export for 2016-2020.
3. In the activities Council is guided by the Order of the Government No. 4 of January 14, 2014. "About approval of the Road map on improvement of competitiveness of the Republic of Moldova", the Order of the Government No. 511 of April 25, 2016. "About approval of National strategy of investment attraction and promotion of export for 2016-2020 and the Action plan on its implementation", the current legislation, and also requirements of this provision.
4. Council has the following powers:
a) promote promotion of policy of the state in the field of growth of competitiveness of investment attraction and promotion of export of the Republic of Moldova;
b) promote permanent improvement of appeal of image of the country;
c) coordinate, monitorizirovat and estimate actions for implementation of the Road map and the National strategy of investment attraction and promotion of export for 2016-2020 by the ministries and the central administrative authorities according to the established responsibility.
5. Council has the following rights:
a) receive from the Ministry of Economics:
the semi-annual and annual statements on monitoring of results of implementation of the Road map developed on the basis of quarterly statements of the ministries and the central administrative authorities responsible for realization of actions of the Matrix the politician of the Road map on improvement of competitiveness of the Republic of Moldova (further - the Matrix the politician);
the annual statement on monitoring of results of implementation of National strategy of investment attraction and promotion of export for 2016-2020 developed on the basis of institutional reports on progress of implementation of the Action plan of National strategy of investment attraction and promotion of export for 2016-2020 for previous year with offers on modification, as necessary, by the provided responsible organizations till January 31 of the year following the accounting period;
b) request in case of need and receive from the ministries and the central administrative authorities responsible for implementation of the Road map and the National strategy of investment attraction and promotion of export for 2016-2020, the materials, documents and information necessary for accomplishment of the tasks which are in competence of Council;
c) invite to meetings of Council of representatives of bodies of public management and other organizations which are not provided in Council;
d) receive from National institute of economic researches:
annual statements about assessment of progress and results of implementation of the Road map;
reports about intermediate (in 2018) and final assessment of implementation of National strategy of investment attraction and promotion of export for 2016-2020 (in 2021);
e) receive from the Ministry of Economics of the offer on updating of the Road map and the National strategy of investment attraction and promotion of export for 2016-2020.
