About approval of Main routes of development of rail transport of the Kyrgyz Republic for 2014-2020

For the purpose of creation of conditions for perspective development and the enhancement of rail transport and infrastructure providing increase in level and improvement of quality of passenger, goods transportation by railway transport, developments of transit potential, and also increase in investment appeal of railway complex of the Kyrgyz Republic according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve enclosed:

- Main routes of development of rail transport of the Kyrgyz Republic for 2014-2020 (further - Main routes);

- The actions plan on realization of Main routes (further - the Actions plan).

2. To the ministries, the state committee and administrative departments to render assistance to the Ministry of Transport and Communications of the Kyrgyz Republic in realization of the Main routes approved by Item 1 of this resolution.

3. To the Ministry of Transport and Communications of the Kyrgyz Republic annually, no later than February 10 of the year following reporting to submit the report on the course of accomplishment of the Actions plan in Government office of the Kyrgyz Republic.

4. This resolution becomes effective from the date of official publication.

5. To impose control of execution of this resolution on department of regional development, transport, construction and communications of Government office of the Kyrgyz Republic.

Main routes of developments of rail transport of the Kyrgyz Republic for 2014-2020

Main routes of development of rail transport of the Kyrgyz Republic for 2014-2020 (further - Main routes) are developed according to the laws of the Kyrgyz Republic "About transport", "About rail transport" and also developments of transit potential are aimed at the development of rail transport for requirements satisfaction of economy and the population of the republic in effective and uninterrupted rail transportations.

The separate and deadlock railroads existing in Kyrgyzstan, with a general extent of 425 km, do not satisfy fully the needs for intra republican transportations, and lack of direct and shortest exits to seaports complicates development of foreign economic relations of the republic.

The Kyrgyz Republic, holding important geopolitical position in the region, having transit potential, can realize the capacity of the Kyrgyz railroad fully. Within the National sustainability strategy of the Kyrgyz Republic for 2013-2017 approved by the Presidential decree of the Kyrgyz Republic "About the National sustainability strategy of the Kyrgyz Republic for 2013-2017" of January 21, 2013 No. 11, priority national projects of the Kyrgyz Republic, including in the field of transport and communications, such as construction project of transit long distance railway the North - the South, connecting the North and the South of the country are determined.

During realization of Main routes commissioning of new cars, diesel locomotives, infrastructure facilities, lines of the railroads is supposed what will allow to increase the transit capacity of the Kyrgyz Republic. Dynamic development of rail transport will make positive impact on development of allied industries of economy, including trade, in case of development and transportation of natural and construction materials, products of agricultural industry.

As a result of realization of Main routes creation of additional terms for dynamic development of national economy, expansion of the transport services rendered to the population, increase in competitiveness of national transport system is supposed.

1. The current situation in the railway sector of the Kyrgyz Republic

Rail transport of the Kyrgyz Republic - necessary link in republic economy which major benefits are efficiency of carriages of goods on long distances, its high peak load capacity and regularity of work within year.

The Kyrgyz railroad is provided - the State company "The Kyrgyz Temir Shola national company under the Ministry of Transport and Communications of the Kyrgyz Republic (further - GP "KTZh Oil Company).

The network of the railroads of the Kyrgyz Republic is provided separated, not the connected lines which are geographically divided into two sites - northern (km 323,4) and southern (km 101,2), providing exit from Kyrgyzstan to railway net of neighboring states - Kazakhstan and Uzbekistan. The Kyrgyz railroad services 424,6 of km of main tracks, 220 km - station tracks, km 66,4 - sidings.

1.1. Goods transportation

Carriage of goods by railway transport, especially transportation of bulky cargoes or large volumes of goods, is preferable type of cargo transportation as allows to transport load with smaller costs and in the planned time. The main indicators characterizing cargo transportation is speed of the goods delivery to consumers, its safety, quality and, of course, carriage costs.

The analysis of functioning of railway industry over the last 5 years shows the following dynamics of development of goods rail haulings (table 1. 1).

During 2009 and the first quarter 2010 as a result of world financial and economic crisis in the partner countries of Kyrgyzstan, and also idle standing or work not at full capacity of number of large industrial enterprises, the downward tendency of cargo transportation was observed by the Kyrgyz railroad.

Since May, 2010, the gradual growth of goods transportation therefore following the results of 2011 indicators of cargo turnover reached the pre-crisis level of cargo transportation (the schedule 1) is noted.

Thus, following the results of 2013 growth of carriages of goods by the Kyrgyz railroad constituted 106, %, cargo turnover - % 108,6 by 2012. It should be noted that increase in cargo exportation in 2012 is provided due to growth of export of coal by 22%, ferrous metals - for 50%, sugar - for 656%, construction loads - for 67%, foodstuff - for 22%.

Arrival of loads developed at the % 105,5 level to indicator of 2012. Growth of amounts of arrival is provided due to import of oil products - 100%, sugar - 171%, mineral and industrial raw materials - 117%, forest products - 114% (the table 2, 3 appendices to Main routes).
