About delivery of health care to separate categories of persons

The government of the Russian Federation decides:

1. Determine that to citizens of the Russian Federation, to the faces consisting in nationality of the Donetsk People's Republic or the Luhansk People's Republic, to the citizens of Ukraine, persons without citizenship who were constantly living in the territories of Ukraine, the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region or Kherson region, which by force left the specified territories, and which arrived to the territory of the Russian Federation, except for the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region in the emergency mass procedure (further respectively - citizens, stateless persons), and also to the faces consisting in nationality of the Donetsk People's Republic or the Luhansk People's Republic, to the citizens of Ukraine, persons without citizenship living in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region or Kherson region before receipt of the policy of compulsory medical insurance by them or the interim certificate confirming execution of the policy and certifying the right to free rendering medical care to insured person by the medical organizations in case of loss occurrence, medical care is provided according to the Rules of delivery of health care to foreign citizens in the territory of the Russian Federation approved by the order of the Government of the Russian Federation of March 6, 2013 No. 186 "About approval of Rules of delivery of health care to foreign citizens in the territory of the Russian Federation" taking into account features, the stipulated in Item 2 presents of the resolution.

1(1). Determine that:

to the citizens and persons without citizenship who are constantly living in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region medical care in the territory of the Russian Federation, except for the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region, appears the federal public budget and autonomous institutions subordinated to the Ministry of Health of the Russian Federation and Federal Medical Biological Agency, and the medical organizations subordinated to executive bodies of subjects of the Russian Federation and local government bodies, during 2023 according to Item 2 of this resolution;

to the citizens of the Russian Federation, faces consisting in nationality of the Donetsk People's Republic or the Luhansk People's Republic, the citizens of Ukraine, persons without citizenship living in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region or Kherson region medical care in the territories of the Donetsk People's Republic, the Luhansk People's Republic appears the federal state budgetary institutions subordinated to the Ministry of Health of the Russian Federation, during 2023 according to Item 2 of this resolution.

2. Determine that to citizens and stateless persons, and also persons specified in Item 1 (1) this resolution, the federal public budget and autonomous institutions subordinated to the Ministry of Health of the Russian Federation and Federal Medical Biological Agency, and the medical organizations subordinated to executive bodies of subjects of the Russian Federation and local government bodies, it is free:

primary health care, including provision of medicines is given by the medicines released to the population according to the List of national groups and categories of diseases in case of which out-patient treatment medicines and products of medical appointment are released according to recipes of doctors free of charge, according to appendix No. 1 to the order of the Government of the Russian Federation of July 30, 1994 No. 890 "About the state support of development of the medical industry and improvement of providing the population and healthcare institutions with medicines and products of medical appointment", and also specialized, including high-technology, medical care and palliative medical care in case of the diseases and conditions included in the program of the state guarantees of free rendering medical care to citizens;

the preventive inoculations included in calendar of preventive inoculations according to epidemic indications are carried out.

2(1). Determine that obligatory medical examination of persons who received the certificate on consideration of the petition for recognition by the refugee in essence of the persons who submitted the application for provision of provisional asylum in the territory of the Russian Federation, and arrived with specified persons of members of their families is performed by free of charge medical organizations subordinated to executive bodies of subjects of the Russian Federation and local government bodies.

Determine that obligatory medical examination of citizens of Ukraine, and also the persons without citizenship who were constantly living in the territories of Ukraine, the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region or Kherson region, temporarily staying in the territory of the Russian Federation, except for the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region and also their children including adopted (adopted) of the spouses and parents including who filed petition for issue of permission to temporary residence in the Russian Federation, the residence permit in the Russian Federation or about acceptance in citizenship of the Russian Federation is performed by free of charge medical organizations subordinated to executive bodies of subjects of the Russian Federation and local government bodies.

2(2). Determine that the military-medical organizations of the Ministry of Defence of the Russian Federation to citizens and stateless persons, and also persons specified in the paragraph the second Item 1 (1) this resolution, free of charge there is specialized, including high-technology, medical care in urgent form in case of the diseases and conditions included in the program of the state guarantees of free rendering medical care to citizens.
