Article 1. The relations regulated by this Federal Law

This Federal Law determines features of legal status, the legal basis of creation and activities of the National research center "Institute of N. E. of Zhukovsky" (further - the Center).

Article 2. Legal status of the Center

1. Activities of the Center are regulated by this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation, and also the charter of the Center.

2. The center is created in the form of federal state budgetary institution.

3. Functions and powers of the founder of the Center on behalf of the Russian Federation are performed by the Government of the Russian Federation. Article 3. Purposes of activities, function and power of the Center

1. The purposes of activities of the Center are the organization and accomplishment of research works, development of new technologies for the priority directions of development of the aircraft equipment, the accelerated implementation in production of scientific developments, use of scientific achievements in the field of aircraft industry for the benefit of development of economy of the Russian Federation. Activities of the Center are directed to expansion of scientific and technological interaction of the aviation organizations and organizations of other industries for the purpose of creation and use of innovations for increase in competitiveness of products made by the Russian organizations and the services provided by them.

2. The center for achievement of 1 this Article of the purposes established by part realizes the following main functions:

1) implementation of research activities, development and scientific maintenance of implementation of new technologies in the field of aircraft industry;

2) preparation of offers on coordination of research, scientific and technical and productive activity of the organizations for the benefit of implementation of large innovative projects in the field of aircraft industry;

3) development assistance of research and innovative infrastructures of the aviation industry;

4) participation in preparation of scientific personnel in the field of aircraft industry;

5) assessment of level of researches and developments in the field of aircraft industry, the level of technology development of the aviation industry, efficiency of implementation of scientific activities;

6) forecasting of scientific and technology development of the Russian Federation in the field of aircraft industry;

7) participation in forming of the state scientific and technical policy of development of the aviation industry;

8) participation in projects implementation international scientific and sci-tech cooperation in the field of aircraft industry;

9) use of the aviation organizations of scientific and technical results received by specialists for the purpose of development of other sectors of economy of the Russian Federation.

3. The list of priority scientific and technological activities of the Center is determined as a part of the plan of activities of the Center for development of science and technologies in aircraft industry.

4. The center performs on behalf of the Russian Federation powers of the founder and the owner of property of the organizations, including unitary enterprises, according to the list approved by the Government of the Russian Federation according to the procedure of and in volume of powers which are established by the Government of the Russian Federation.

5. The center approves charters of the unitary enterprises which powers of the owner of property are performed by the Center. Introduction of amendments to charters of these unitary enterprises, including approval of charters in the new edition, is performed according to the solution of the Center.

6. Article 4. The plan of activities of the Center for development of science and technologies in aircraft industry

1. For goal achievement, established by this Federal Law, the Center are developed the draft of the plan of activities of the Center for development of science and technologies in aircraft industry and the changes made to this plan.

2. The plan of activities of the Center for development of science and technologies in aircraft industry determines target indicators, the main directions and tasks of development of science and technologies in aircraft industry.

3. The draft of the plan of activities of the Center for development of science and technologies in aircraft industry and the changes made to this plan are represented to the federal executive body performing functions on development of state policy and normative legal regulation in the field of industrial and defense and industrial complexes. This federal executive body performs consideration of this plan and in accordance with the established procedure sends it to the Government of the Russian Federation for approval.

Article 5. Powers of the Government of the Russian Federation as founder of the Center

1. Government of the Russian Federation:

1) is approved by the charter of the Center;

2) on representation of the federal executive body performing functions on development of state policy and normative legal regulation in the field of industrial and defense and industrial complexes appoints to position and dismisses members of the supervisory board of the Center and the chairman of this supervisory board, and also the CEO of the Center.
