About some questions of the organization of work with personnel in bodies for cases of public service and anti-corruption of the Republic of Kazakhstan

According to article 7 of the Law of the Republic of Kazakhstan "About law-enforcement service" PRIKAZYVAYU:

1. Approve:

1) the List of positions of central office and the territorial subdivisions of the Agency of the Republic of Kazakhstan for public service and to anti-corruption performing law-enforcement activities, replaced on competitive basis according to appendix 1;

2) Rules of carrying out tender and training for holding the posts in the bodies for cases of public service and anti-corruption of the Republic of Kazakhstan performing law-enforcement activities according to appendix 2;

3) Rules and conditions of out-of-competition holding the posts in the bodies for cases of public service and anti-corruption of the Republic of Kazakhstan performing law-enforcement activities according to appendix 3.

2. Recognize invalid:

1) the order of the chairman of the Agency of the Republic of Kazakhstan on fight against economic and corruption crime (financial police) of September 12, 2013 No. 285 "About approval of the list of positions in the bodies of financial police of the Republic of Kazakhstan replaced on competitive basis, Rules and conditions of carrying out tender and training in bodies of financial police of the Republic of Kazakhstan (No. registered in the Register of state registration of regulatory legal acts 8811, No. 8 published in the Kazakhstanskaya Pravda newspaper of January 15, 2014 (27629));

2) the order of the chairman of the Agency of the Republic of Kazakhstan on fight against economic and corruption crime (financial police) of October 8, 2013 No. 326 "About approval of Rules and conditions out of competitive revenues to service in bodies of financial police of the Republic of Kazakhstan (No. registered in the Register of state registration of regulatory legal acts 8854, No. 63 published in the Kazakhstanskaya Pravda newspaper of April 2, 2014 (27684)).

3. And to anti-corruption to provide to department of administrative work of the Agency of the Republic of Kazakhstan for public service state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication according to the procedure established by the legislation of the Republic of Kazakhstan.

4. This order becomes effective from the date of its first official publication.

Rules of carrying out tender and training for holding the posts in the bodies for cases of public service and anti-corruption of the Republic of Kazakhstan performing law-enforcement activities

These rules of carrying out tender and training for holding the posts in the bodies for cases of public service and anti-corruption of the Republic of Kazakhstan performing law-enforcement activities (further - Rules), are developed according to Item 2 of article 7 of the Law of the Republic of Kazakhstan "About law-enforcement service" (further - the Law).

1. General provisions

1. Tender provides constitutional right of citizens of the Republic of Kazakhstan on equal access to revenues to law-enforcement service to bodies for cases of public service and anti-corruption.

2. Competition is held by the Agency of the Republic of Kazakhstan for public service and to anti-corruption (further - the Agency) and its territorial departments for public service and to anti-corruption on areas, the cities of Astana and Almaty (further - territorial subdivisions) having vacant and temporarily vacant positions (further - vacant positions).

4. The agency and territorial subdivisions which announced competition create the contest committee for implementation of candidate screen on occupation of vacant position (further - the contest committee).

5. In cases of reorganization or abolition (liquidation) of the Agency or territorial subdivision the announced competition is subject to cancellation at any stage of its carrying out with the obligatory notification about it in mass media.

2. Procedure for carrying out tender

6. The citizens of the Republic of Kazakhstan conforming to the requirements specified in Items 1 and 2 of Article 6 and article 10 of the Law take part in tender.

7. The citizens who filed the documents specified in Item 23 of these rules to service of work with personnel of body for cases of public service and to anti-corruption (further - service of work with personnel) after publication of the announcement of tender take part in tender.

8. Candidates for occupation of vacant position (further - candidates) are the citizens allowed to tender stages.

9. The contest committee is collegiate organ which considers the documents filed by participants of tender, conducts interview with candidates and performs candidate screen on occupation of vacant positions.

10. Tender includes:

1) publication of the announcement of carrying out tender;

2) documents acceptance from the citizens wishing to take part in tender;

3) consideration by the contest committee of documents of participants of tender on compliance to the established requirements specified in Items 1 and 2 of Article 6 and article 10 of the Law, to qualification requirements;

4) testing for knowledge of the legislation of the Republic of Kazakhstan, state language and personal competences;

5) delivery of standard rates on physical training (for categories of the positions specified in Item 42 of these rules);
