About approval of the Individual action plan on partnership the Republic of Moldova – NATO for 2014-2016

The government DECIDES:

1. Approve the Individual action plan on partnership the Republic of Moldova – NATO for 2014-2016 according to appendix No. 1.

2. Implementation of the above-stated plan will be provided with the National commission on implementation of the Individual action plan on partnership the Republic of Moldova – NATO, the Republic of Moldova No. 1224-VII created by the Presidential decree of July 2, 2014.

3. Included in the Actions plan to perform accomplishment for the account and within the assignments approved to the bodies responsible for their accomplishment for the corresponding years, and also from other means which are not prohibited by the legislation.

4. The national commission on implementation of the Individual action plan on partnership the Republic of Moldova – NATO annually till January 25 to submit to the Government the report on implementation of the specified plan.

5. Recognize invalid some orders of the Government according to appendix No. 2.

The individual action plan on partnership the Republic of Moldova - NATO for 2014-2016

Part I. Main objectives of policy and reforming of the Republic of Moldova

Chapter 1. Policy issues and safety

1.1. Cooperation with the European and Euro-Atlantic structures and organizations

The Republic of Moldova is interested in deepening of cooperation with NATO, using the Individual action plan on partnership (IPAP). When updating this Plan the Moldavian authorities considered, the practical measures approved with allies on strengthening of cooperation the Republic Moldova - NATO. The main strategic objectives of the Republic of Moldova continue to remain integration into the European Union and expansion of political dialogue and practical cooperation with Euro-Atlantic structures. In the conditions of the status of neutrality, the Republic of Moldova in implementation process of the Individual action plan on partnership (IPAP) does not pursue the aim of accession to the North Atlantic Alliance, but intends to use the Action plan for acceleration of reforms in the sector of defense and homeland security according to new changes and requirements of the modern circle of safety. For this purpose the Republic of Moldova will use necessary political and legal base, including the corresponding institutional mechanisms which were created at the previous stages of implementation of IPAP. Moldova will also consider the possibility of participation in the new initiatives about cooperation within partnership developed by allies. At the same time, along with IPAP implementation Moldova will continue interaction with the EU and other international organizations which are actively provided in the country for ensuring compatibility between IPAP, the Agreement on association Moldova-EU and the National development strategy.

1.2. Territorial integrity and relations with neighbors

The Republic of Moldova supports the fastest permission of the Dnestr conflict as peaceful manner, within the negotiation 5+2 format. The comprehensive and viable decision of the Dnestr conflict shall be based on the principles of sovereignty and territorial integrity of the Republic of Moldova, with determination of the special status for the Dnestr region. Moldova attaches special significance to application of confidence-building measures and safety for the purpose of assistance to political settlement of the conflict. The Moldavian authorities will continue efforts on safety on the Dnestr site of the moldo-Ukrainian border, including in case of cooperation with the Mission of the European Union for the border help (EUBAM). Rather military-political aspects, Moldova will and advance line item about unconditional withdrawal of the Russian armed forces and export of ammunition of the Russian Federation from Kolbasna from now on, and also about transformation of peacekeeping transaction to multinational civil mission with the international mandate.

OSCE continues to remain the key actor in format of negotiations "5+2". The Republic of Moldova supports efforts of OSCE on mediation which are the main tool in settlement of the Dnestr conflict. The Moldavian authorities will continue cooperation with the OSCE Mission in Moldova in different areas for the purpose of simplification of settlement process of the conflict.

The Republic of Moldova supports good-neighbourhood relations with Romania and Ukraine, developing the relations with these countries on the basis of general European values. Moldova will also build up further the bilateral relationship with the Russian Federation in the spirit of provisions of the Treaty of friendship and cooperation. For the purpose of strengthening of regional stability and safety Moldova will develop the relations of cooperation with other countries within the Eastern Partnership, Regional council on cooperation (RCC), Organization of the Black Sea economic cooperation (BSEC), Process of cooperation in Southeast Europe (SEESP) and the Organization for democracy and economic development (CUAM), and also within the Central European initiative (CEI).

1.3. Democratic reforms, human rights, constitutional state, fight against corruption

The Republic of Moldova will continue cooperation with the Council of Europe (SOY), Organization for Security and Cooperation in Europe (OSCE) and the European Union on promotion of democratic reforms for ensuring rule of law and compliance of the national legal system and practice in the field of human rights to international standards. Moldova will continue efforts on accomplishment of obligations and obligations assumed before the Council of Europe by means of accomplishment of the corresponding recommendations and resolutions adopted by Committee of Ministers, Parliamentary Assembly and the Congress of the local and regional authorities which are included in the Actions plan on accomplishment of obligations of the Republic of Moldova to the Council of Europe for completion of process of monitoring by the Parliamentary Assembly of the Council of Europe (ARSE) and initiation of post-monitoring dialogue. At the same time, Moldova will continue to realize the joint programs of the Council of Europe and European Commission developed for the purpose of reduction national the practician in compliance with the European regulations in the field of the voting right, justice, local democracy, civil society, ethnic minorities, freedom of expression and mass media.

Moldova will strengthen efforts on fight against corruption, including by active participation within Group of the states against corruption (GRECO) and Regional council on cooperation.

At the same time, important subject of dialogue between the Republic of Moldova and NATO is development of cooperation within the Program for strengthening of integrity in the field of defense and safety (BII). This program will help Moldova to increase efficiency of organizations in the sector of defense and safety, offering the help with improvement of process of management of human and financial resources, strengthening of integrity, transparency and decrease in corruption risks in this sector.

1.4. Reforming of the sector of defense and safety

The Republic of Moldova will continue process of reforming of the national sector of defense and safety for the purpose of increase in efficiency in prevention of risks and counteraction to threats of homeland security. The purpose of these efforts is also increase in level of transparency of the sector of safety and defense. In this sense the Republic of Moldova will take measures for accomplishment of the tasks of reforming planned in the Strategy of homeland security. Special attention will be paid to key organizations of the sector of safety, in particular the Supreme council of safety, for the purpose of strengthening of its role as national structure on coordinating of the sector of safety and defense. Along with it efforts on completion of development of the framework documents and documents of strategic planning will be continued.

1.5. Democratic control of Armed forces

The Republic of Moldova increases viable opportunities for guaranteeing safety of the state, providing that its Armed forces served and protected democratic development of the state. This obligation can be reached by means of comprehensive democratic control of Armed forces. In this regard special actions for strengthening of role of the civilians participating in decision making process at all levels within system of homeland security will be continued, and I will hire civilians in military structures, and also on implementation of democratic standards in the course of restructuring of Armed forces and to promotion of access of mass media and the public to information in the field of defense and safety. The Moldavian authorities will and encourage further employment of civilians in the Ministry of Defence and other adjacent organizations and involvement of civil society in consideration of questions of defense and homeland security.

1.6. Fight against terrorism and ensuring cyberprotection

The Republic of Moldova will continue implementation, according to the international standards and obligations, programs and strategy for fight against terrorism, strengthening of interinstitutional interaction and development of the relations of partnership with NATO, with his allies and partners. Moldova will strengthen the mechanisms of export control of goods of double application and will continue activities for anti-money laundering for the purpose of increase in efficiency of fight against terrorism, organized crime and human trafficking. In this regard Moldova will intensively cooperate with the UN, the Council of Europe, OSCE, the Interpol and other international organizations.

Moldova will continue efforts on strengthening of institutional opportunities in the field of cyberprotection, and also on increase in level of safety of strategic communication systems and information from cyberattacks. Moldova is interested in development of cooperation with NATO in the field of cyberprotection and fight against new safety hazards.

1.7. Economic development and energy security

For the purpose of stable and sustainable economic development the Republic of Moldova will continue implementation of the National development strategy "Moldova 2020", Program of activities of the Government, national and sectoral documents of strategic planning. Moldova will improve the entrepreneurial circle and to expand cooperation with international financial institutions. Efforts on increase in economic development of the country and energy security, including by means of expansion and strengthening of networks of transfer and electricity distribution, upgrade of the generating capacities, to promotion of energy efficiency and use of renewable energy resources will be made.

1.8. Cooperation with other international organizations

The intensification of cooperation with the United Nations and its specialized agencies is one of main objectives of foreign policy of the Republic of Moldova. In this regard, Moldova will actively participate in political dialogue within the UN and to render practical assistance to efforts of the international communities in the UN system on maintenance and the world of the international security. At the same time the Republic of Moldova will take measures for accomplishment of the Resolution 1325 of the UN Security Council on role of women in providing the world and safety and will cooperate with NATO for the purpose of implementation of policy of NATO/SEAP in this area.

Chapter 2. Military and defense aspects

2.1. Reforming of the sector of defense

The Republic of Moldova advances policy of reforming of national structures of defense and safety for the purpose of creation of adequate potential for ensuring national security of the country and assistance to strengthening of stability and safety at regional and international level. As a result of process of strategic analysis of defense capability, the Ministry of Defence harmonizes the legislation in the field of defense, the Military strategy of the Republic of Moldova, the Articles of war thereby will be finished, and also the White book of defense will be for the first time developed.

2.2. Creation of bases of defense planning

The Republic of Moldova pursues the aim of creation of the system of effective defense planning and planning of the budget covering National Army and other relevant structures. This system shall provide the mechanism of determination of the priorities and resources necessary for development of defense potential within the selected budget.

2.3. Questions of military preparation, military education and interaction

For development of effective system of the defense capable to react to the existing realities, process of education and professional training will be performed according to the mission of National Army and the European standards. Process of education and training will be directed to training of military leaders, individual and collective training at all levels on the basis of the doctrine. Process of testing and estimates will be carried out according to the Concept of the operational potential (OCC) – the tool provided by NATO. Special attention in the field of military preparation will be paid to development of military academy of Alexander persons Boone with assistance of the Program of NATO for consolidation of military preparation, upgrade of military science according to national and international scientific requirements.

At the same time, the Republic of Moldova will consider the possibility of participation in projects and initiatives within the concept "Smart defense" (Smart Defence), and more active participation in the Conference of national directors of arms (CNAD) and within NATO Agency on standardization (NSA). Also Moldova will strengthen the cooperation with the NATO Organization for science and technologies in the areas which are of mutual interest.

Moldova will also study possibility of participation in rapid-reaction forces of NATO.

2.4. Management of personnel and mobilization

For the Republic of Moldova extremely important that the system of management of staff of Armed forces was enhanced according to modern standards for the purpose of ensuring base of personnel development, its promotion, on the basis of fair and transparent system of assessment, and also assistance to acceptance of civilians for work in the Ministry of Defence. This system shall develop mechanisms of matching of the corresponding candidates also. Partnership with civil organizations is important for the educational purposes, represents additional source of mobilization and supports the program of retraining intended for support of reintegration of personnel into civil society. Also consideration of possibility of further development of the social benefits is necessary.

2.5. Development of opportunities of participation of the Republic of Moldova in international efforts in peacekeeping
