About approval of the Procedure for cost determination of the privatized premises

According to article 61 of the Housing code of the Kyrgyz Republic the Government of the Kyrgyz Republic decides:

1. Approve the enclosed Procedure for cost determination of the privatized premises.

2. This resolution becomes effective from the date of official publication.

Procedure for cost determination of the privatized premises

1. This Procedure determines the cost of the privatized premises of the state and municipal housing stock, except as specified, stipulated by the legislation the Kyrgyz Republic.

2. The cost of the privatized premises is established by the commission created by authorized body under which authority the privatized premises are.

3. Do not treat the cost of the privatized premises:

- costs on construction of city and district engineering constructions, the quarter bringing engineering constructions and communications, the quarter bringing engineering networks from power supplies, the high-level and street networks, microdistrict and quarter transformer substations, thermal Items, pumping units for water supply;

- costs for the built-in attached rooms;

- the costs connected with satisfaction the needs for water, gas, the electric power and heat, other requirements;

- cost of works on improvement and gardening;

- the cost of the houses demolished in case of construction, structures and the device of fruit and berry plantings and crops;

- the costs connected with development of the taken-down structures and removal of construction debris.

4. Money from privatization of premises arrives in Fund of development of housing construction or similar funds and is used for construction and content of premises of the state or municipal housing stock.

5. The cost of the privatized premises of the state and municipal housing stock is determined proceeding from the price of one square meter of total area of the privatized premises by multiplication by total area of the privatized premises.

6. The price of one square meter of total area of the privatized premises (further - the price) is calculated as the work of the basic price of one square meter of total area of the privatized premises (further - the basic price) on the coefficients considering year of construction, comfort, improvement and arrangement of the privatized premises on formula:

                                C = Central Bank x KB x Kk x Ke, where:

C - the price of one square meter of total area of the privatized premises;

The Central Bank - the basic price;

Kb - coefficient of comfort of premises;

Kk - coefficient of comfort of premises;

Ke - coefficient of number of storeys of premises;

Kb - the coefficient reflecting comfort of premises: availability of the elevator, hot and cold water supply, water disposal, central heating and gas supply.

The KB size in premises in which there are no hot and cold water supply or water disposal, or central heating and gas supply decreases by 0,1 indicator for each absent type of engineering arrangement, but no more than by 0,5.

7. The basic price is determined by formula:

                                                Central Bank = P x P / (T x 12), where:

The Central Bank - the basic price;

П - coefficient of the period of construction of premises;

Р - average market price for one square meter of housing in the respective settlement;

12 - number of months in year;

T - normative service life of the building (house).
