1. Approve the Program of project development of the detailed layout for the cities and city settlements with population more than 20 thousand inhabitants for 2015 - 2018 (further - the Program) according to appendix.

2. Determine within project development of the detailed layout (further - PDP) the cities and city settlements of the republic:

SUE Uzshakharsozlikliti and SUE Toshkentboshplanliti - PDP developers of the city of Tashkent, city of Nukus and the cities - the regional centers included in the Program;

the project organizations having the licenses for the right of implementation of activities for development of architectural and town-planning documentation determined by executive bodies on places on competitive basis - PDP developers of the cities and city settlements;

SUE UZGASHKLITI - the contractor on carrying out complex technical researches (carrying out engineering-geological researches, to creation of topographic maps and plans) for development of PDP.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent together with Goskomzemgeodezkadastr and Gosarkhitektstroy of the Republic of Uzbekistan according to the terms of development of PDP provided by the Program to carry out inventory count of the parcels of land in borders of the projectible territories, with determination of the lands used under building and improvement with the subsequent representation of their results to the state unitary enterprises "Uzshakharsozlikliti", "Toshkentboshplanliti" and "UZGASHKLITI".

4. Take into consideration that by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 24, 2014 No. 203 "About measures for further improvement of providing settlements and the mezhselenny territories of the republic with town-planning documentation, enhancement of procedure for its development, approvals and approvals" it is determined that:

financing of programs for project development of the detailed layout of parts of settlements, carrying out complex engineering researches, conducting ecological and state examination of town-planning documentation is performed at the expense of means of the republican budget of the Republic of Uzbekistan within the provided budgetary appropriations, including centralized capital investments;

functions of the customer within program implementation on development of town-planning documentation are assigned to engineering companies "Service of the Single Customer" under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent;

obligations on implementation of system control of timeliness of the conclusion of contracts between customers and developers of town-planning documentation, by issue by customers of necessary basic data to developers, adherence to deadlines, complete and high-quality realization of tasks on development of town-planning documentation are assigned to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent.

5. To the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan, since 2015, by reasonable calculations of Gosarkhitektstroy of the Republic of Uzbekistan, annually in case of project development of the Investing program of the Republic of Uzbekistan to provide necessary funds for financing of implementation of the Program approved by this resolution at the expense of the Government budget of the Republic of Uzbekistan.

6. To Gosarkhitektstroy of the Republic of Uzbekistan:

together with the state unitary enterprises "Uzshakharsozlikliti" and "Toshkentboshplanliti" in two-month time to review structure of PDP, and also procedure for their development, approval and approval, taking into account foreign experience and modern requirements for building of settlements of the republic and to make corresponding changes to the operating town-planning regulations and rules;

provide monitoring of activities of public authorities on places regarding realization of PDP provided by the Program, and also observance of parameters of town-planning documentation when building the cities and city settlements with the subsequent entering of results of monitoring into the Cabinet of Ministers of the Republic of Uzbekistan following the results of every half-year.

7. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.
