1. Approve the enclosed Instruction about carrying out monitoring of quality of the social services provided by non-profit organizations within implementation of the state social order.

2. To department of internal audit, Department of social security, the working group on carrying out monitoring, the organization hired for carrying out monitoring to be guided by this Instruction.

3. To department of social security:

- annually till November 1 to represent to Department of internal audit, the working group and the organization hired for carrying out monitoring the list and addresses of the non-profit organizations which signed agreements on implementation of the state social order;

- carry out the analysis of reports following the results of monitoring, the carried-out Department of internal audit, working group, the organization hired for carrying out monitoring.

4. Declare invalid the order of the Ministry of Labour and social development of the Kyrgyz Republic "About approval of the Instruction for carrying out monitoring of quality of the social services provided by non-profit organizations within implementation of the state social order" of July 29, 2009 to No. 98.

5. To department of documentary providing and administrative support to bring this order to contractors.

6. To impose control over execution of this order on Zh. A. Polotova - the deputy minister.

The instruction about carrying out monitoring of quality of the social services provided by non-profit organizations within implementation of the state social order

1. General provisions

1. This Instruction about carrying out monitoring of quality of the social services provided by non-profit organizations within implementation of the state social order (further - the Instruction) is developed according to part six of article 14 of the Law of the Kyrgyz Republic "About the state social order" and determines procedure for carrying out monitoring of quality of the social services provided by non-profit organizations within implementation of the state social order.

2. The purpose of carrying out monitoring is ensuring target and productive use of the funds allocated for provision of social services to non-profit organizations according to social programs (projects) within implementation of the state social order.

3. Monitoring is performed for:

- quality evaluations of the provided social services;

- estimates on compliance and observance of requirements of the minimum social standards;

- carrying out the subsequent efficiency evaluation of implementable social projects (programs);

- determinations of types of demanded additional social services;
