About Methodical recommendations about development of regulations on central office, its structural divisions and subordinated divisions of the central executive body of the government

According to article 17 of the Law of the Republic of Tajikistan "About system of state bodies of the Republic of Tajikistan" and for the purpose of streamlining of activities of structural divisions of the central executive bodies of the government of the Republic of Tajikistan, the Government of the Republic of Tajikistan decides:

1. Approve Methodical recommendations about development of regulations on central office, its structural divisions and subordinated divisions of the central executive body of the government it (is applied).

2. To the central executive bodies of the government to develop and approve regulations on central office, its structural divisions and subordinated divisions according to these Methodical recommendations.

3. To impose control over the implementation of this resolution on the Agency of public service in case of the President of the Republic of Tajikistan.

Methodical recommendations about development of regulations on central office, its structural divisions and subordinated divisions of the central executive body of the government

1. Introduction

1. According to article 17 of the Law of the Republic of Tajikistan "About system of state bodies of the Republic of Tajikistan" for ensuring activities of the central executive body of the government and implementation of its powers the central office of the central executive body of the government is created (further - central office).

2. Structural divisions of central office and subordinated divisions of the central executive body of the government depending on functions, powers and extreme number of workers can be formed in the following form:

- head department;

- management;

- department;

- sector.

3. Structural divisions of central office, without being legal entities, represent the organizational and executive divisions providing and regulating activities of central office and are its compound integral part.

4. Methodical recommendations about development of regulations on central office, its structural divisions and subordinated divisions of the central executive body of the government (further - Methodical recommendations) determine single rules of development of regulations on central office, its structural divisions and subordinated divisions of the central executive body of the government (further - regulations on central office and structural divisions) and their procedure for functioning, legal and organizational regulations, tasks and their functions.

5. The central executive body of the government develops regulations on central office, structural divisions with observance of requirements of these Methodical recommendations.

2. Procedure for development and registration of regulations on central office and structural divisions

6. Regulations on central office, structural divisions of the central executive body of the government is the main document determining procedure for the organization of activities of central office and structural divisions, their tasks, function, the right and responsibility.

7. Regulations on central office and structural divisions are developed on the basis of the Constitution of the Republic of Tajikistan, the Law of the Republic of Tajikistan "About system of state bodies of the Republic of Tajikistan", Regulations on state body and other regulatory legal acts of the Republic of Tajikistan taking into account specific features of activities.

8. Shall provide target task allocation in regulations on central office and structural divisions and the functions established for state body.

9. The project of the Regulations on central office is developed by personnel service, and regulations on structural divisions direct heads of structural divisions in coordination with the lawyer, and for approval it is provided by personnel service and the corresponding deputy managers of state body to the head of state body.

Heads of state bodies respectively approve by the orders (decisions) regulations on central office and structural divisions.

10. Regulations on central office and structural divisions is reflected in the right upper part one of the page:

3. Requirements to structure and content of regulations on central office and structural divisions

The regulations on central office consist of Sections 1) General provisions, 2) Structure and procedure for the organization of central office, 3) the Main objectives and functions of central office, 4) of the Managerial right of structural divisions of central office, 5) Structural divisions of central office and 6) the Final provision.

19. Section 1 "General provisions" includes the following items:
